Backqround Analvsis On June 22, 2017, Successor Agency to the Palm Desert Redevelopment Agency (SARDA) Board authorized staff to commence the process of obtaining local historic designation for the Miles Bates House, located at 73697 Santa Rosa Way. A local designation would allow SARDA to retain control of the designation and the application of ordinances. On July 10, 2017, the request to pursue local historic designation was taken to the SARDA Oversight Board for approval. The action was approved, and forwarded to the State of California, Department of Finance (DOF) for concurrence. An email received on July 18, 2017, stated that the DOF would not be initiating a review of the action. Based in this information, staff is continuing the process to obtain local historic designation. On September 22, 2017, the attached letter was received from the State of California, Office of Historic Preservation, Department of Parks and Recreation (OHP), informing SARDA that the Miles Bates House has been nominated to be placed on the National Register of Historic Places. Should the property be placed on the National Historic October 26, 2017 - Staff Report Authorize Objection to Listing of Miles Bates House on National Historic Register Page 2 of 2 Register, control measures may be imposed by the State Historic Preservation Officer (SHPO). SARDA holds title to this property and as the property owner has the right to oppose or support the nomination. To object to the nomination, a notarized letter of objection must be sent to the SHPO stating that the SARDA is the sole owner and stating their objection. With the objection letter, SARDA is encouraged to submit their reasons for objection. The OHP encourages letters of objection be sent 15 days prior to the State Historic Resource Commission meeting that the site's nomination is being considered. However, in order to be considered, a letter of objection must be received prior to the site being placed on the National Historic Register (NHR). If SARDA chooses to support the nomination, then no action is required. A notice will be sent to SARDA with the commission meeting date for the Miles Bates House consideration. Currently, a date has not been determined. Analysis A local designation would also allow SARDA to retain control of the designation by applying the current ordinances. Should the property is listed on the National Register of Historic Places; the designation would be administered by the SHPO. The National Register is the official list of the Nation's cultural resources worthy of recognition and preservation. The nomination identifies you as the property's owner of record. A copy of the nomination is enclosed for your information. OHP will review the nomination for accuracy and completeness. The current nomination is a preliminary draft subject to change upon completion of the OHP review. The property will be reviewed in accordance with the eligibility criteria for the National Register program. If the nomination is complete and the property meets the National Register criteria, OHP will schedule the nomination for hearing by the State Historical Resources Commission (Commission). The Commission is a nine member body appointed by the Governor to evaluate the eligibility of properties for listing on registration programs. The Commission meets four times a year. Please review the draft nomination. If you are opposed to the nomination, you are requested to submit a notarized letter of objection to the above address. Please see the enclosed instructions on how to support or oppose designation. If the nomination is presented to the Commission for hearing, this office will notify you of the date and location of the meeting. The meetings are open to the public and you may attend to present comments. Or, you may wish to submit written comments directly to OHP fifteen days before the Commission meeting. Time, date, and location of scheduled Commission meetings are also posted on the OHP website at www.ohp.parks.ca.gov.
