with the,carports since the carports are setback quite a distance from .

� Commissioner Vuksic questioned the height of the carports. MR.
� MARTIN FLORES, REP Solar, said the highest� points are between 20
to 22' so the fire department can get in and out of the drive ai`sle.
� Commissioner Vuksic asked if the fire department ha�d a loop through
, the property and MR. FLORES said yes. Commissioner Lambell asked _
if these carports were in the loop. Mr. Swartz said these carports will be
over the parking stalls and the fire department will need clearance in the ,
drive aisles. Commissioner Lambell asked why they would be allowing
so much height for the fire department if they� aren't going under the
carports. � - �
Chair Van Vliet asked if the carports could be lowered. MR. FLORES
� � said that is possible as long as the fire depart�ment is okay with that. Mr.

- to the street and recommended the applicant redesign the wall to
� ' reduce the massing along Si�lver Spuro The applicant has redesigned �
the retaining�wall bydecreasingthe height,�to a maximum of 4'-3" relative
. to the top of curb elevation, from the previous height range of 5' to 10'
relative to the top of curb. He said minor changes were made to the
` dwelling's architecture and that is contemporary with elements.of mid-
� , � century modern, clel�estory windows and low-pitched roofs. The roof line
of the structure is broken into multiple sub-masses with portions of the
_ roof extending above the maximum height limit of the zone. Because
portions of the roof exceed the maximum height lirnit of the zone, review
\ b the Architectural Review Commission (ARC) is required. He

� presented a site plan and a PowerPoint for the Commission's review.

, Mr. Melloni said the proposal also includes a tiered retaining and block
wall along SilverSpurthat is 11'-6"to 22' awayfrom the street curbface. , .
The retaining wall is located within 11'-6" of the curb face; relative to the
elevation of the top of curb, this wall will have a maximum height of 4'3"
- � � ,at the tallest point. The freestanding block wall is stepped back 3'-3"
from the outer retaining wall; relative to the pad elevation,�this will have
a maximum height of 5'-0". The area between the two (2) walls �will be
� landscaped with a desert-native species to soften the massing. Street�
,facing sections will be fi`nished with stucco and painted to match the
� , . home. He said the applicant has reduced the height of the retaining wall
� � per ARC comments and with the new changes, the massing of the wall
in relation�to the street has been reduced. Staff recommends approval

. and sufficiently setback from surrounding properties. In addition, the
. h.eight provides variation�in the roof line and adds architectural interest
to the home. Staff recorr�mends approval of the proposed architecture �
. with roof heights at a maxim um of 17'-6". � .
� . Corr�missioner Levin referred to the two (2) �chin�nney elements that
� � project above the maximum height of 1,8' and asked how much taller
they were. Mr. Melloni said one goes up to 19'-4" and are not shown on
� the rendering. He said� staff has requested the designer to submit
, . accu�rate renderings. Mr. Melloni said they can extend beyond the 18'
� , with ARC approval. Commissioner.Vuksic said they add to the roofline.
. Commissioner Lambell asked why�these were not on the renderings
� and feels this is a malicious intent to not include something that is
� � knowingly taller than what is. allowed. She agrees that it adds to the
�� flavor of the home but none .of this is what it is. She asked that the
� , applicant resubmit renderings to show the chimneys.

Commissioner Levin reminded the Commission that some of the
, � concerns from the meeting �in November were in reference to the
clerestory windows, the thin roof, and how the venting and� insulation
would work above the kitchen. The Commission reviewed the plans for
, , � � those items..Commissioner Vuksic pointed out that the range will�have
. a vent through the.roof and Comrr�issioner Lambell was concerned on
� how the water will drain�from the roof. Commissioner Vuksic said this is
� made difficult because they were not provided with a roof plan to
address roof slopes and vents and what they are d�oing with the vents,
� and how the water is being diverted where different�planes are coming
� � together. . -

� . - Chair Van Vliet said the�lower rectangular wall in the front along the
� , � street needs to be corrected as well as it currently shows three different
� . configurations depending on what three plans you're looking ato He
' � wasn't sure what the applicant is proposing. The renderings all need to

� , match. �Mr. Melloni said ,overall � they have � reduced the massing
however, this rendering may also be �inaccurate because based on the
site plan and the apparent dimension shown is closer to the street curb
where the site plan shows it spaced further out. On the site plan9 the

. be at the corner. Mr. Melloni said the�drafter tried adding the cross-
�� section B �nrhich is another inaccurate representation by the drafter on

� the dimension�because on the site plan it shows as double thato
�Mr. Melloni said he was hoping that the drafter was going to be here so
the Commi�sion and staff could discuss the inconsistencies. Mr. Eric
� Geja, Principal Planner, said this was considered about six months ago .
� � and staff has been� working with the drafter to get the plans to a point
� � where they could be reviewed by the Comrr,ission. However, there are
_ � still inaccuracies shown.- He recomrr�e�nded that the Commission
continue this,and invite the�applicant to come�back with accurate plans
� and a roof plan. � � � �
. . : . Commissioner Vuksic said the roof plan ��also has to show the eave ,
� . details because the design is really dependent on the clean, pure
finished product, vent locations and sizes, chim-ney, and the diversion
of water. � ��
-� The Commission discussed the wall heights and Mr. Melloni said they �
. � are code compliant based on the grade. Again he pointed out that this
rendering is inaccurate so we are not getting an�. idea of the.�patial
� � : relation .of that wall to the face of curb. Based on the site plan, this �
distance shou�ld be a lot greater. Commissioner McAuliffe said the �
� � overall height is less of an issue because the wall is peeling back with �
the layering of landscape. . �

� Mr. Nick Melloni, Assistant Planner, presented a preliminary fa�ade
modification to an approved� Denny's restaurant building. This project .

� received preliminary approval by the Architectural Review Comrr,ission -
� � (ARC) on October 9, 2018 and Planning Commission approval on
� � � � November 20, 2018. In discussion with the architect, the applicant will
� expand the footprint.of the approved building to create a 2'-9" by 9'-9"
electrical closet at the southwest corner of"the building within a tower
element. The increased tower �ro'ection creates an alcove to further��

. incorporate the closet into.the massing of the building. The closet will
face away from public streets towards the parking areas. To incorporate
� � the new closet into the massing of the building, the applicant is
� , proposing to increase the projection of the tower element; the original �
tower projects 12" from�the buildings'� primary mass and the new tower
projection will increase to 36". The closet itself will project 32" from the
� building's primary mass. Access to the closet is provided from the �
�
. building exterior via a double door entry. The exterior of the closet will
be finished with stucco to .match the building. No further modifications
. to the site or architecture are proposed. Staff recommends approva�l of
the design as shown. � �
Commissioner Vuksic referred to the faux wood siding on the plans and
� said it seerr�s different,than what is on the elevation. MS. TATJANA
RADOJKOVIC, Architect, said the materials are shown on the elevation
� not on the floor plans. The floor plans show the thickn�ess of the exterior
� materials. The materials and colors did not change. �
Commissioner Vuksic said the electrical closet is--out in the same plane
as the leg�s of the tower. MS. RADOJKOVIC said there is a material

separation line, but the plane is the same. Commissioner Lambell
- appreciated that the Comrnission is �seeing this now instead of being
� depicted as an�add-on to the exterior and not architecturally compatible

wit,h the building. MS. RADOJKOVIC said this will be incorporated
inside the tower. Commissioner Vuksic thought there could be a more �
elegant way to do this because right now it looks like an add-on. It �
� seems like a hodgepodge of things happening in the tower that doesn't
. � . look cohesive or though�t� through from a design standpoint.

To quiet this down he suggested rerr�oving the awning above the door
and the wainscot. He said the recess makes sense and suggested the
plane of the �wood material move forward of the�electrical cabinet. MS.
RADOJKOVIC stated that this area was sort of the back of house and �
_ not visible. Commissioner Vuksic said the ARC doesn't want to design
this for them but he feels it will be visible. Chair Van Vliet said it didn't
. � seenn that visible being on the interior corner. Commissioner Vuksic said
if you are parking in that area and.going to a different suite or going to
Denny',s, he felt you would lo�ok right at that�tower. ,� �

Commissioner�Vuksic suggested it would be helpful to bring out the legs
. . .a little farther.so the stucco isr�'t in the same plane as that�siding material
. and simplifying it as� suggested by Commissioner McAuliffe. He �
� suggested they create some changes in plane and making it looked
�finished. MS. RADOJKOVIC said those suggestions are doable.
However, she is concerned with it being further down towards the other
� . building. She said they�ca�n do a few inches to emphasize the different
� materials. Commissioner Vuksic felt the mechanical door didn't need to
� be recessed and suggested having four (4) door panels; one panel �
. leading to the mechanical room, two panels leading to the electrical �
roo�rr�, and one false panel. MS. RADO.JKOVIIC and Commissioner
� Vuksic discussed the width of the le and the flexibilit to make that

Commissioner Vuksic moved to approve subject to: 1) review the need for �
awnings and wainscot to quiet down�the area; 2) �plane of�the wood material
shall move forward of the electrical cabinet; 3) simplify design and create
changes in plane to make it look finished; 4). south side tower redesigned as
described to architect; ,and, 5) reviewed and approved by staff. Motion was
seconded by Commissioner McAuliffe and carried 5-0-2 with Lambell, Levin, �
McAuliffe, Van Vliet and Vuksic voting YES, IVlclntosh and Schmid absent.

VI. COMMENTS
Chair Van Vliet asked for an update on the wooden fence on Fairway Drive and stated
that nothing has been completed as conditioned by the Commission. Mr. Kevin
Swartz, Associate Planner, said he was working with the applicant and the project will
return to the ARC at a future meeting.
Chair Van Vliet asked staff to inspect another fence on Fairway Drive that is too close
to the curb and the dirt is stacked too high.

Commissioner Levin moved to adjourn the Architectural Review Commission meeting
at 1:50 p.m.
