� proposal for two (2) free=standing m�onument signs along Frank Sinatra
. Drive(Frank Sinatra) and Cook Street (Cook) came before them on April
. 9, 2019. The Co�mmission continued the project to allow the applicant to ,
, submit a cohesive package which includes a plan and design for the
� existing monument signs along Frank Sinatra. One sign, identified as

Sign A, will be for the Courtyard by Marri�ott (Courtyard) and is located
' � along Fran�k Sinatra. This sign will replace an existin monument si n

� used for both the Residence Inn by Marriott (Residence Inn) and �
� Courtyard. Sign B is proposed along Cook for the Residence Inn. Staff's ,
recommendation on Sign B would be to reduce the width of the cabinet
,
� � and adjust proportions of the profile. Both signs feature a similar .
contemporary style.with offset rectangular forms to vary the massing of
. � the sign cabinets. Both signs are 4'-6"tall, constructed from .080"gauge
� � aluminum, features� �/2" push-through �acrylic letters,,�and are painted
�. gray and black. Both signs will be placed within an existing landscaped
. area. The proposed signs conform with�all City standards and staff

recommends approval with recommended changes.

, program fo�r the Jens,en's center on Highway 111. Currently there is no
� sign program for the center and a lot of what they will review today was
� shown on the preliminar.y elevations that was previously approved. This
� sign program will encompass 16�walls signs for all respective suites
. � - � and three (3) monument signs. The maximum area allowed per sign is
. � . consistent wit,h what is allowed by code. This sign program does specify
� � additional design standards to ensure that� all the signs are of a
consistent construction. He went through the site plan and pointed out
the locations of each wall sign, as well as the three�(3) monument signs.
� � � All the wall signs will front on either the private parking area or public
right-of-way as required by code. All tenant signage will be limited to
� through- and halo-lit channel letters flush mounted to the building fascia
_ with the exception of signage for Suite� G4; this tenant will have the
� � option of having channel letters mounted onto an aluminum backer �
panel.
Mr. Melloni said�Sign A is located at the primary entrance to the property
on .Highway 111 and will replace the existing 12' tall non-conforming
monu�ment with a new 7' tall monument in the�same location. The sign �
�, features five (5) sign panels, four (4) of which are designed as tan
�
� colored aluminum cabinets with white routed-out copy and will feature

� . wood�siding and colors consistent with the updated fa�ade de�sign. Sign

� designed and incorporates materials and colors used on.the building -
farade for compatibility. Staffi recommends approval of this new
monument si�gn with a condition that�all sign copy will be white letterin . �

�Staff is concerned about the scale and�location of Signs B and C and
recommends they be reduced to a pedestrian app�ropriate scale. At their
current height of 6', the two (2) signs are out of scale with the
pedestrian-oriented EI � Paseo shopping district. Additionally, staff
recommends that Sign C along EI ��Paseo be located further back from
the sidewalk area. Staff recommends approval of the sign program with
the aforementioned design modifications. � �
The Commission and staff discussed existing signage in the center that
� will remain after the fa�ade enhancement. They als,o discussed the
� Jensen's wall sign and,MR. BILL L�ANG, Commerce Realty, explained �
� that the same sign will come,down for the,farade enhancement but will �
go back in the same location. �
Commissioner L-ambell was concerned that the two (2);6'tall monument
� _ signs on EI Paseo were too tall. She suggested they be at a lower level
for the pedestrians on EI Paseo. M R. N E I L MCNAUG HT, TNT Electric
Si:gn Company, said they could.reduce it to 41/2' to 5' for it to still serve
�� its purpose. Commissioner Lambell also pointed out that the one.-si n ,

on Larkspur appeared to be sitting in the bushe� and MR. LANG said �

architectural merit and holds the signage at 6' �tall. Commissioner

�the allowable zoning ordinance if it is architecturally significant. He likes
- the wood siding but was concerned with its long term durability with the
desert weather. Chair Van Vliet suggested they reduce the size of each �
� panel to get the height down. MR. LANG said they are�going from a 12' �
� sign to a 7' sign and explained how the names would start to squish if
they were to reduce the panel sizes. He said they did have some other

the carports were 13'-6" up to 20'. The carports have now been reduced

� Mr. Kevin Swartz, Associate Planner, presented a materials exception
for a vinyl f�ence on Moss� Rose Drive�that was built in the front yard
, without permits. The fence is.5' high and meets the setback of 15'. He , �
presented several photos of the house, fence, and two gates that are
15' from curbo He pointed out that if this was a 5' high block wall, this
� would meet code. �

Commissioner Levin asked if the applicant went through Public Works
�. � to cut the driveways. Mr. Swartz didn't #hink the �applicant submitted an
encroachment permit on the, driveways because Planning would have
to approve the site plan. He said he will check with Public Worksa
, Chair Van Vliet asked what the Ci-ty.'s policy was�on having three (3)
driveways. IVIr. Svvartz said typically the City wants as much�landscape
� � in the front as possible. Commissioner Mclntosh asked what the
language was regarding the percentage of landscape on street
� � frontage. Mro Nick M�elloni, Assistant Planner, said the impermeable limit
. is a maximum of 40% of the front yard; impermeable surfaces meaning
. concrete. However, an except_ion is always possible through the
� . Architecture Review Commission (ARC). �,,

The Commission reviewed the property on Google Earth.
Commiss,ioner Mclntosh ,said if the rule has �a 40% maximum of
hardscape along the street frontage, then the applicant should adhere
to that. Commissioner Lambell agreed with the 40% rule, but the
. Commission's task is to review the vinyl fence and setbacks. She said
� staff needs to checkto see if the fence is tallerthan 5' and if it is it needs
. to be pushed back or lowered. .
� Mr. Swartz asked the Cornmission if the vinyl was appropriate in the � �
. front yard and if not then the applicant�will have to remove the fence no
mat#er the height. .He stated, there is no other vinyl on the street. �
� Commissioner Mclntosh asked about the Fence Ordinance. Mr. Swartz
said �anything facing a public street has to be de.corative block or
wrought-iron. Vinyl, wood, or another material can be proposed, but it is �
. . subject to ARC approval. There has to be some compelling reason to
� grant a materials exception, for instance using a material that will blend
� into the architecture of the home.or something that enhances the overall
character of the neighborhood. Chair Van Vliet said he drove by the
� house and said the fence doesn't enhance the neighborhood and it is
�, � , the only fence that is pushed out that�far on the whole street.
