Recommendation By Minute Motion, that the City Council: Approve the purchase from Kovarus, LLC of a Dell EMC DP4400 Integrated Data Protection Appliance (IDPA), and services to install and configure the solution, in the amount of $112,423.13, and authorize City Manager to execute agreements. Funds are available in the Equipment Replacement Fund. Strateqic Plan Although the City's internal I.T. infrastructure is not addressed in the strategic plan, its upgrade underlays, and is essential to, all projects and services performed by the City. Information Technoloqy Master Plan Disaster Recovery Planning, and Data Backups are listed as Initiatives 60 and 61 in the Information Technology Master Plan adopted by the City Council on February 23, 2017. Both were rated as a high priority by the I.T. Steering Committee. Executive Summary Staff requests to purchase a new data backup solution at a cost of$112,432.13 (Solution will cost $110,021.63 plus $2,410.50 sales tax). This will dramatically increase the ability to protect all the data in our City Hall datacenter. The solution proposed is the latest technology, and will allow for quicker data backups and restores, cloud storage of backups, and flexible disaster recovery options. This solution will also help protect our data from malicious attacks. This project is necessary due to the age, speed, and lack of warranty of the current solution. Backqround Analysis The datacenter is the main computer room for the City of Palm Desert, and is utilized as the central "brain" for all the applications across the network. This is critical to all IT January 28, 2021 - Staff Report Purchase Dell IDPA Solution Page 2 of 2 related functions — from voicemail and phone service to printing a business license — nearly all staff functions require contact with the datacenter. This important piece of the IT infrastructure deserves attention and investment. The current backup solution in the datacenter is a tape library, with no cloud capability. Tapes are sent off site using a storage service. Copying data to tapes has become too slow for our current datacenter size. We cannot complete full backups overnight. We cannot encrypt our backups with our current solution — a recommended best practice. There are no cloud backup capabilities with our current solution — limiting our recovery options to physical media. This dependence on physical media makes the backup and recovery process much longer and more prone to failure. The proposed Integrated Data Protection Appliance (IDPA) provides accelerated backup and recovery. The IDPA also provides the latest in replication, deduplication of data, cloud data protection, and will be seamless integrated with our current Dell Datacenter solution. This new appliance increases the overall reliability and resiliency of the datacenter, removing the single point of failure in the tape media. Future growth is much more affordable, by simply adding a license to the appliance; we can add more backup storage space. The proposed solution is a 34TB appliance — with space to upgrade to 96TB in 12TB increments. The proposal also includes software licenses, five years of support, and setup of the appliance. The proposal uses a government pricing contract, State of California Department of General Services Contract # 1-19-70-19D-2, fulfilling the competitive bidding requirement (PDMC 3.30.160.E). Fiscal Analvsis Approval of staff's request will result in an expense of $112,432.13 ($110,021.63 plus $2,410.50 sales tax) from the equipment replacement fund.
