REQUEST: Accept the off -site improvements for Parcel Map 22794 and
release the subdivision improvement agreement
Recommendation
By minute motion, accept the off -site improvements for Parcel Map 22794 and release
the subdivision improvement agreement.

Background Analysis
Parcel Map 22794 is located on Hovley Lane East between Portola Avenue and Cook
Street. This project was approved at Planning Commission on December 20, 1988. The
map consists of three parcels. Parcel 2 was developed into the apartment site called
Canterra. Parcel 3 was dedicated as a park to the City of Palm Desert and was developed
into the Hovley Soccer Park. The remaining parcel 1 site subsequently went back to
Planning Commission and was approved at City Council to develop a 388 unit apartment
project.
Per the conditions of approval for Parcel Map 22794, the developer was required to install
curb, gutter, an 8' meandering sidewalk, and a landscaped median on Hovley Lane East.
All three properties changed ownership frequently since 1988. The last known developer
to submit security for improvements was Prime Residential, LLC. They received approval
at City Council on December 12, 2002 to substitute bonds for certificate of deposits for
offsite improvements to Hovley Lane East.
Parcels 2 and 3 are complete. The current owner for parcel 1 has been approved at City
Council on April 26, 2018 for a 388 unit apartment project. The owner of parcel 1 has
requested that the City formally release security related to parcel map 22794 to clear title
of their property. Per their City Council approval the current owner of parcel 1 has a new
set of conditions of approval that they must comply with. One of those conditions is to
submit bonds to the City for all off -site improvements. Therefore, staff recommends that
the City Council accept the off -site improvements for Parcel Map 22794 and release the
subdivision improvement agreement.
