With City Council concurrence, Mayor Kelly adjourned the meeting to Closed Session of the
City Council and Housing Authority at 3:02 p.m. She reconvened the meeting at 4:00 p.m.

REPORT ON ACTION FROM CLOSED SESSION
Mr. Hargreaves reported on Closed Session Item C1, stating the City Council unanimously
approved a Settlement Agreement with Belmont Estates Homeowners Association in the
amount of $52,297.52, and specified that it be funded by appropriation from the Unobligated
General Fund Account (Contract No. C41140).

PRESENTATIONS
• Chairman Joe Wallace of Priority One Coachella Valley (P1CV), along with Gregory
Hayes, Gina Gribow, and Brian Stedge provided the City Council with a PowerPoint
presentation outlining their efforts to date to secure a four-year standalone California
State University Campus (CSU).
NON-AGENDA PUBLIC COMMENTS
MR. VAN TANNER requested the City Council move to a five-district voting system for the
2022 Election cycle. He noted Mayor Kelly responded to his request for information on costs
paid to date and those estimates, exclusive of the CVRA settlement to the plaintiff’s attorney’s,
the litigation and consultant’s fees are approximately $350,000. This does not include money
that will be paid to the plaintiff’s attorneys. Estimates to convert to Rank Choice Voting (RCV)
would also be approximately another $350,000. This estimate does not include the $100,000
it would cost to educate constituents. Additionally, the annual software update can be as much
as $70,000. In looking at these numbers, it certainly appears that eliminating the RCV and
adopting a five-district system could save thousands. He urged the City Council to place this
issue as an agenda item for discussion and adoption. This will ensure that all sections of Palm
Desert would have active Councilmembers serving their interest equally. He suggested
Council construct an ad hoc committee to look into adding the five-district voting system to the
2022 Election cycle.

6. ORDINANCE NO. 1362 – Waive further reading and adopt an Ordinance of the City
Council of the City of Palm Desert, California, adding Section 2.38.060 establishing
campaign contribution limit requirements for elected officials (This is the second reading)
(CC).
This item received a 4-1 vote (AYES: Harnik, Jonathan, Nestande, and Kelly;
NOES: Quintanilla).
7. REQUEST FOR APPROVAL to accept the off-site improvements for Parcel Map 22794
and release the subdivision improvement agreement (Prime Residential, LLC, and New
Cities Investment Partners, Applicants) (CC).
Upon motion by Harnik, second by Nestande, and 5-0 vote of the City Council, the
Consent Calendar was approved as presented (AYES: Harnik, Jonathan, Nestande,
Quintanilla, and Kelly; NOES: None), with the exception of Item 6, which received a 4-1
vote (AYES: Harnik, Jonathan, Nestande, and Kelly; NOES: Quintanilla).

ACTION CALENDAR
8. REQUEST FOR DIRECTION OF A ONE-YEAR EXTENSION OF CONTRACTS WITH
IDEAPEDDLER (CONTRACT NO. C37180) AND CV STRATEGIES (CONTRACT NO.
C37060) TO PROVIDE MARKETING SERVICES FOR FISCAL YEAR 2021/2022 (CC).
Councilmember Quintanilla moved to, by Minute Motion, authorize staff to move
forward with a one-year renewal process for contracts with Ideapeddler and CV
Strategies to provide marketing services for Fiscal Year 2021/2022. Motion was
seconded by Harnik and carried by a 5-0 vote (AYES: Harnik, Jonathan, Nestande,
Quintanilla, and Kelly; NOES: None).

9. CONSIDERATION FOR APPROVAL TO DELIVER A NOTICE TO TERMINATE
CONTRACT NO. HA34970 WITH ALLIED REAL ESTATE PARTNERS, LLC, A
CALIFORNIA LIMITED LIABILITY COMPANY, REGARDING VACANT PROPERTY
OWNED BY THE AUTHORITY, KNOWN AS APN 622-370-014 (HA).
Member Jonathan moved to, by Minute Motion: 1) Consent to deliver to Allied RE,
tenant, under the Ground Lease Agreement dated January 14, 2016, by and between the
Palm Desert Housing Authority and Allied RE (Contract No. HA34970); a notice of
termination and quitclaim deed pursuant to Section 1.4 thereof and pertaining to the
proposed development of the Arc Village Project, the vacant property owned by the
Authority known as APN 622-370-014; 2) authorize the Chairman and/or Executive
Director or their respective designee to take any and all necessary actions and execute
all related documents necessary to facilitate the actions taken herein. Motion was
seconded by Nestande and carried by a 3-2 vote (AYES: Harnik, Jonathan, and
Nestande; NOES: Quintanilla, and Kelly).

MAYOR/COUNCILMEMBER REPORTS AND REQUEST FOR ACTION
Reports and Comments
Councilmember Gina Nestande:
• Now that outdoor dining is allowed, she made the observation that there is excitement
again on El Paseo, noting guests are social distancing and wearing masks; the stree
was so vibrant. She said she was proud of our City and its efforts to work with
businesses during this pandemic.
Councilmember Karina Quintanilla:
• Public Safety Commission - there are new laws coming into play and it will be interesting
to see how the City will respond. She looked forward to providing a more detailed report
on what Palm Desert needs to do to be proactive.
• Art In Public Places Committee – the Committee is looking at the new art covers for
electrical boxes, and it’s also looking at places where they can place more sculptures,
including the one for the El Paseo roundabout. Another thing she found interesting is
that there was a discussion about politics and art, and how art impacts the values of the

community. The Committee discussed taking politics out of art in order to be more
inclusive. Additionally, when the City speaks of “unity,” what does that really entail, and
discussed the idea of conducting surveys to give the residents a voice about the types
of art they would like to see.
Councilman Sabby Jonathan:
• Coachella Valley Association of Governments (CVAG) – he reported a committee was
formed to address its relationship with Union Pacific. The City has faced lengthy and
broad challenges for so many years, and frankly, they have stood in the way of goals
and objectives. For instance, creating mass transportation for the Coachella festivals
where CVAG had $6 million and it had to give it back due to lack of cooperation from
Union Pacific, and they are standing in the way of interchanges being built throughout
the Coachella Valley, etc. The committee had their initial meeting, and although there
won’t be overnight solutions, at least a path has begun in a more formal sense.
Mayor Pro Tem Jan C Harnik:
• CVAG-Transportation Committee – She announced contracts for the Traffic
Signalization Project have been approved, and it will go before the Executive Committee
later this month. This project includes two phases, and it will truly be an asset for the
entire Valley.
• President’s Plaza Project – She reported the group the City is dealing with on this
project, who is Tri-Star, the project managers have been terrific as they have
communicated well with the community, and it appears they will begin construction
April 7.
Mayor Kathleen Kelly:
• Thousand Palms 7th Marine Regiment – A slide presentation was shown as an
expression of thanks for the City’s support to the marines and their families during the
holiday season. She noted the City’s support was to thank them for their service.
Request for Action
1. Monterey Avenue Intersection – Councilman Sabby Jonathan noted that on Monterey
heading north, a lot of people make a right-hand turn lane there, but when they don’t
turn, it gets backed up. Also, when College of the Desert is in session, there are many
students that cross there, so one has to wait for them to cross and then there is not
enough time to make that right turn. With the new configuration of Monterey north of
Fred Waring Drive, there is that one turn coming out and then it merges to two lanes,
because the City is building the CV Link. He asked staff to look at adding a dedicated
right-turn lane on Monterey, just south of Fred Waring northbound.
