REQUEST: Receive public comments regarding the development of the Program
Year 2021 Action Plan, including the Community Development Block
Grant Program.
Recommendation
Open the public hearing and receive comments regarding the development of the Program
Year 2021 Action Plan, including the Community Development Block Grant (CDBG) Program.
Background
The U.S. Department of Housing and Urban Development (HUD) administers the CDBG
Program to assist jurisdictions in addressing the needs of low and moderate-income people.
As a requirement of the City’s Citizen Participation Plan, the City Council must hold a public
hearing to receive comments regarding the development of the Action Plan, including the
CDBG Program. The City allocates CDBG funds toward the categories of public services,
public facilities and improvements, and administration.
Public Services
Public services include staffing and other operational costs for services to address the needs
of low and moderate-income people. This category is restricted to 15% of the CDBG
allocation. Based upon the City’s prior CDBG allocation, 15% is approximately $61,500.
Public Facilities and Improvements
Public facilities and improvements include construction projects to improve neighborhoods
and community facilities to benefit low and moderate-income people. This funding category
does not have restrictions (unlike public services and administration). Once taking into
consideration public services and administration, there is approximately $266,500 available
for public facilities and improvements.
Administration
Administration includes staffing costs to administer the CDBG Program. This category is
restricted to 20% of the CDBG allocation. Based upon the City’s prior CDBG allocation, 20%
is approximately $82,000.

Conclusion
In March 2021, the Outside Agency Funding Committee will review the draft CDBG Program
budget, including subgrant applications. Subsequently, the Committee recommendations will
be presented for City Council consideration in April 2021.

NOTICE OF PUBLIC HEARING AND
RELEASE OF GRANT APPLICATION
PROGRAM YEAR 2021 ACTION PLAN
COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM
NOTICE IS HEREBY GIVEN THAT a public hearing will be held by the City of Palm Desert (City) to
receive public input and recommendations pursuant to the Housing and Community Development Act of
1974, as amended, regarding the development of the Program Year 2021 Action Plan, which includes the
Community Development Block Grant (CDBG) Program_
The City will hold a public hearing on February 25, 2021, at 4:00 p.m. or thereabouts to accept public
comment related to the Action Plan and related items stipulated herein. Anyone interested in participating
in the development of the Action Plan is encouraged to attend the meeting or contact the designated City
staff person. The City Council will consider public comments at the virtual public hearing to incorporate
into the final documents. The virtual public hearing will be conducted in accordance with the City's
emergency protocols for social distancing, and may be viewed on the City's website at
www,cityofpalmdesert.org/our-city/mayor-and-city-council-Icity-council-meeting-information-center.
The City has also released a grant application for eligible applicants to apply for the City's CDBG
Program funds. Applicants must be nonprofit organizations predominantly serving low and moderate -
income persons (i.e., more than 51 % of clients must make less than 80% of the area median income).
Applications are due by 5:00 p.m. on March 5, 2021.
