Funds are available in Account No. 5304310-4403000, Equipment Replacement. Strategic Plan The purchase of vehicles for the City’s fleet is an operational function and has no impact on the Strategic Plan Background Analysis The City’s 2006 F-450 paint/stencil truck (Vehicle No. 267) is used by the street maintenance crews for ongoing maintenance of street striping, legend repairs, and repainting. This vehicle has a lengthy repair history related to electrical and paint pump issues. Additionally, due to its age parts for the vehicle have become difficult to locate as it is obsolete. Therefore, during the approval of the budget process, staff requested and received authorization to replace the truck in Fiscal Year 20/21. In 2018, staff contacted Enterprise Fleet Management, the City’s vehicle lease provider, regarding the lease of large, specialty vehicles. Enterprise responded that due to the complexity of these types of trucks and their associated equipment, none of its service writers were able to provide lease quotes for this type of equipment. Therefore, in accordance with Palm Desert Municipal Code 3.30.120 Vendor Price Quotes Procedure, the Project was advertised for bid on January 11, 2021. On February 1, 2021, two bids were received via the City of Palm Desert’s online PlanetBids bidding portal with the following results: Vendor Location Amount Warren Anderson Ford Riverside, CA $126,339.14 Vogel Traffic Services Orange City, Iowa $226,096.00 February 25 , 2021 -Staff Report Purchase of a Stencil/Paint Truck Page 2 of 2 Staff reviewed the bid received from Warren Anderson Ford and determined that they are the lowest responsible bidder submitting a responsive bid. Fiscal Analysis Purchase of the Stencil/Paint Truck was included in the approved CIP Budget for Fiscal Year 20/21. It is funded through the vehicle replacement fund so there is no direct impact on the General Fund. Although , the truck will require regular maintenance , the cost is expected to be significantly less than the current maintenance cost. LEGAL REVIEW DEPT.
