laws at the local, state, and federal levels that establish essential rights for
victims, and crime victims' rights acts passed here in California and at the federal
level have provided victims with ways to participate meaningfully throughout the
criminal justice process; and
Whereas, the rights of crime victims are best protected when all
participants in the criminal justice process are appropriately educated about
victims' rights, and we must help victims access the justice, assistance, and
support they need to rebuild their lives; and
Whereas, the -accomplishments of the victims' rights movement-
achieved through compassion· and collaboration, and built on the courageous
advocacy of individual victims and their families across the country-inspire in us
hope for future progress and greater healing; and
Whereas, honoring the rights of victims, including the right to ·be heard
and to be. treated with fairness, dignity, and respect, rebuilds their trust in the
criminal justice and social service systems, and we are determined to respond to
crime and violence by helping victims find not only support, recovery, and justice,
but also a sense of hope for their future;
Whereas National Crime Victims' Rights Week provides an opportunity to
recommit to ensuring that accessible, appropriate, and trauma-informed services
are offered to all victims of crime; and
Whereas the Riverside County District Attorney's Office, Division· of
Victim Services is dedicated to guiding victims through the criminal justice
system, and strengthening victims and survivors in the aftermath of crime,
building resilience in our communities and our victim service providers, and
bringing hope and healing to all victims and survivors.
Now, therefore, be it resolved that I, Kathleen Kelly, Mayor of
the City of Palm Desert, along with the entire City Council, proclaim the week of
April 18th through April 24th , 2021, as
Crime Victims' Rights Week
in the City of Palm Desert, and reaffirm our commitment to supporting the
Riverside County District Attorney's Office, Division of Victim Services and the
criminal jl,lstice response that assists all victims of crime throughout the year and
express our sincere gratitude and appreciation for those community members,
victim service providers, and criminal justice prof~ssionals who are committed to
improving our response to all victims of crime.
