CITY OF PALM DESERT
FINANCE DEPARTMENT
MEETING DATE: April 22, 2021
PREPARED BY: Janet M. Moore, Director of Finance
REQUEST: Authorize the Donation of the USS Ronald Reagan Aircraft Carrier
Model Replica and Related Informational Signage to the Palm
Springs Air Museum
________________________________________________________________________
Recommendation
By Minute Motion, that the City Council authorize the donation of the USS
Ronald Reagan Aircraft Carrier Model Replica and related informational
signage and documents to the Palm Springs Air Museum and declare the
model surplus.
Background Analysis
In 2006, several officers and service members from the USS Ronald Reagan, alongside
City Officials, participated in the opening of Ronald Reagan Elementary School adjacent
to Freedom Park. Shortly thereafter the City honored the city’s “unofficial sister ship” by
purchasing two model replica ships. One was placed in the city’s administrative lobby and
one was donated to the school sharing its name.
For 15 years the City displayed the model in its lobby. In that time many residents and
visitors have enjoyed the display although its exposure has been limited. Recently,
excess furniture, chairs and the model have been removed or replaced for distancing in
the lobby.
Therefore, consideration is requested to donate the model to the Palm Springs Air
Museum (Museum) making the model available to a larger group of interested viewers.
Local residents and visitors will have the opportunity to view the model in a museum
setting with similar displays of historical items related to aircraft from various eras in
history. If at any time, the Museum wishes to remove the model from display, the City
would request that it be offered back to the City before other options for disposition are
considered.
The Museum recently reopened as Riverside County moved into the Orange Tier and
restrictions on museums were eased. As such, the City and the Museum are again
partnering to host Palm Desert Day. Residents of Palm Desert will be offered admission
to the museum for free on a Saturday in May.

It is suggested that the model be presented to the Museum as part of the day's festivities.
Fiscal Analysis
The original cost of one model was approximately $1 ,200 and while the model 's book
value is zero , the quality of the model makes it a valuable display in the right setting .
There is no other fiscal impact associated with this item .
