CREATING AN INTERNAL CIRCULATION SYSTEM FOR THE
SOUTHWEST QUARTER OF SECTION 4 T5S R63.
CASE NO. GPA 89-2 (Circulation Element)
WHEREAS, the City Council of the City of Palm Desert, California, did on
the 13th day of April, 1989, hold a duly noticed public hearing to consider
approval of a Negative Declaration of Environmental Impact and amendment to the
Circulation Element of the General Plan creating an internal circulation system
for the southwest quarter of Section 4 T5S R6E; and
WHEREAS, said application has complied with the requirements of the "City
of Palm Desert Procedures to Implement the California Environmental Quality
Act, Resolution No. 80-89", in that the director of ccmmmity development has
determined that the project will not have an adverse impact on the environment
and a Negative Declaration of Environmental Impact has been prepared; and
WHEREAS, at said public hearing, upon hearing and considering all
testimony and arguments, if any, of all persons desiring to be heard, said city
council did find the following facts and reasons to justify approval:
1. The proposed road alignment provides logical access to interior
parcels.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Palm
Desert, California, as follows:
1. That the above recitations are true and correct and constitute the
findings of the council in this case. ' .
2. That a Negative Declaration of Environmental Impact, Exhibit "A" and
GPA 89-2 Circulation Element, Exhibit "B", are hereby approved.

PROJECT DESCRIPTION/LOCATION:
1. Amendment to General Plan Circulation Element creating an internal
circulation system for the southwest quarter of Section 4 T5S R6E.
2. Amendment to General Plan Land Use Map redesignating the northeast corner
of Country Club Drive and Portola Avenue from low density residential to
office professional.
3. A change of zone totaling 22 acres at the northeast comer of Country Club
Drive and Portola Avenue from PR-5 to O.P.
4. A precise plan of design for a 46,000 square foot office complex on 4
acres at the northeast comer of Country Club Drive and Portola Avenue.
5. A Negative Declaration of Environmental Impact as it pertains to the above
cases.
The Director of the Department of Community Development, City of Palm Desert,
California, has found that the described project will not have a significant
effect on the environment. A copy of the Initial Study has been attached to
document the reasons in support of this finding. Mitigation measures, if any,
included in the project to avoid potentially significant effects, may also be
found attached.

2. The fragment ownership patterns reduces site planning flexibility
necessary for mitigation of noise impacts.
3. The proposed office uses will be compatible with the high traffic and
noise environments and will serve as a buffer for interior
residential uses.
4. The professional office designation will allow for the development of
major medical services now unavailable within Palm Desert.
5. The proposed designation will promote uses which will be compatible
with the other existing and proposed uses in the vicinity.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Palm
Desert, California, as follows:
1. That the above recitations are true and correct and constitute the
findings of the council in this case.
2. That a Negative Declaration of Environmental Impact, Exhibit "A"; GPA
89-2 Land Use Elenent, Exhibit "B" are hereby approved.

A RESOLUTION OF THE PLANNING CvMISSION OF THE
CITY OF PALM DESERT, CALIFORNIA, RFDING TO
THE CITY COUNCIL APPROVAL OF A NEGATIVE
L DECLARATION OF ENVIRONMENTAL IMPACT AND A PRECISE
PLAN OF DESIGN FOR A 48,000 SQUARE FOOT OFFICE
COMPLEX ON FOUR ACRES AT THE NORTHEAST CORNER OF
COUNTRY CLUB DRIVE AND PORTOLA AVENUE.
CASE NO. PP 89-1
WHEREAS, the Plannixxg Cannission of the City of Palm Desert, California,
did on the 7th day of March, 1989, hold a duly noticed public hearing to
consider approval of a Negative Declaration of Environmental Impact and a
Precise Plan of Design for a 48,000 square foot office complex on four acres at
the northeast corner of Country Club Drive and Portola Avenue; and
WHEREAS, said application has complied with the requirements of the "City
of Palm Desert Procedures to Implement the California Environmental Quality
Act, Resolution No. 80-8911, in that the director of eammuiity development has
determined that the project will not have an adverse impact on the environment
and a Negative Declaration of Environmental Impact has been prepared; and
WHEREAS, at said public hearing, upon hearing and considering all
testimony and arguments, if any, of all persons desiring to be heard, said
planning caimission did find the following facts and reasons to justify a
recommendation of approval:
1. The design of the proposed site plan and buildings meet or exceed the
�J! standards contained in the Office Professional zone, the General Plan
and the pending North Sphere Specific Plan.
2. The proposed project is designed to be compatible with adjacent
residential and future office professional use, will not depreciate
adjacent property values, restrict the lawful use thereof, nor will
it present a threat to the public health, safety or general welfare.
NOW, THEREFORE, BE IT RESOLVED by the Planning Ccff ssicn of the City of
Palm Desert, California, as follows:
1. That the above recitations are true and correct and constitute the
findings of the camussion in this case.
2. That a Negative Declaration of Environmental Impact, Exhibit "A", and
PP 89-1 are hereby recommended for approval, subject to the
conditions.
