CALL TO ORDER Mayor Kelly convened the meeting at 10:03 a.m. ROLL CALL Present: Mayor Pro Tem Jan C. Harnik Councilman Sabby Jonathan Councilmember Nestande Councilmember Karina I. Quintanilla Mayor Kathleen Kelly Also Present: Randy Bynder, Interim City Manager Robert Hargreaves, City Attorney Grace L. Rocha, Acting City Clerk NON -AGENDA PUBLIC COMMENTS MR. MICHAEL HARRINGTON stated the City Council and City police exhibited discrimination against the Black Life's Matter (BLM) group, because they were prohibited from protesting on El Paseo. Additionally, he felt it trickled down from store owners on El Paseo. On one occasion, he was talking to a BLM representatives on the corner of San Pablo and El Paseo, where the Starbucks is located, and the owner prohibited him from talking to that person, so he left the area. He encouraged the City Council to create a commission to deal with diversity issues, stating he would volunteer to serve on it. ACTION CALENDAR 1 RESOLUTION NO. 2020-83 — A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM DESERT, CALIFORNIA, ADOPTING A SUPPLEMENTARY LOCAL EMERGENCY ORDER INCORPORATING BY REFERENCE THE ACTING STATE PUBLIC HEALTH OFFICER OF THE STATE OF CALIFORNIA'S REGIONAL STAY AT HOME ORDER (CC). Councilman Jonathan moved to, by Minute Motion, table this item to a date uncertain. Motion was seconded by Harnik and carried by a 5-0 vote (AYES: Harnik, Jonathan, Nestande, Quintanilla, and Kelly; NOES: None). MINUTES DECEMBER 22, 2020 Special City Council Meeting 2. REQUEST TO REPURPOSE UNCOMMITTED FUNDS FROM THE UNITE PALM DESERT HOSPITALITY INCENTIVE PROGRAM TO THE UNITE PALM DESERT ECONOMIC RELIEF PROGRAM TO ASSIST BUSINESSES ADVERSELY IMPACTED BY THE COVID-19 PUBLIC HEALTH EMERGENCY (CC). Mayor Pro Tem Harnik moved to, by Minute Motion, authorize the repurposing of $500,000 of uncommitted funds from the Unite Palm Desert Hospitality Incentive Program to the Unite Palm Desert Economic Relief Program to assist businesses adversely impacted by the Covid-19 Public Health Emergency. Motion was seconded by Jonathan and carried by a 5-0 vote (AYES: Harnik, Jonathan, Nestande, Quintanilla, and Kelly; NOES: None). 3. INFORMATIONAL REPORT ON THE STEP -UP -TO -THE -TABLE PALM DESERT SOCIAL MEDIA CAMPAIGN (CC) Mayor Pro Tem Harnik moved to, by Minute Motion, receive and file the report. Motion was seconded by Nestande and carried by a 5-0 vote (AYES: Harnik, Jonathan, Nestande, Quintanilla, and Kelly; NOES: None). CITY STAFF UPDATES: • Director of Administrative Services Lori Carney noted she sent the City Council an email with a brief update on the staffing impacts of Covid-19 on the community and City staff. • Business Advocate Deborah Glickman provided a brief overview on the distribution of the One Million Mask Giveaway that was provided by Coachella Valley Economic Partnership. The distribution center is the Palm Desert Community Center. To date they have served 50 businesses with PPE supplies. REQUEST FOR ACTION: 1. Waiver of Fees — Mayor Pro Tem Jan Harnik requested staff look into extending the waiver of fees for Temporary Use Permits and/or their renewal for restaurateurs.
