CALL TO ORDER Vice Chairperson Boren convened the meeting at 9:00 a.m. II. ORAL COMMUNICATIONS None IV. CONSENT CALENDAR Approve the Minutes of the regular meeting held on December 11, 2019. Commissioner Campbell moved to approve the Minutes of December 11, 2019. Motion was seconded by Commissioner Myrland and carried 6-0-1 with Adney, Boren, Campbell, Hauer, Miller, and Myrland voting AYE with Darby Absent. Art in Public Places Minutes February 12, 2020 2 V. DISCUSSION ITEMS A. ORAL REVIEW OF CITY COUNCIL ACTION – Mayor Susan Marie Weber No report. B. PLANNING COMMISSION REPORT – Lindsay Holt Mr. Stendell reported that the DSRT SURF project has been approved. C. ARCHITECTURAL REVIEW COMMISSION (ARC) REPORT – John Vuksic Mr. Vuksic reported the following actions from the ARC meetings. Final construction documents for La Quinta Brewing Company were approved; final construction document s for the Holiday Inn and Suites near the Palm Desert DMV were approved; design drawings for the Habit at Monterey Crossing were approved. VI. CONSENT ITEMS HELD OVER NONE VII. NEW BUSINESS A. Election of Chairperson and Vice Chairperson for 2020. Commissioner Campbell nominated to reelect Chairperson Darby as Chairperson. Because Chairperson Darby was not present at the meeting, staff suggested to continue the item to the March 11, 2020 meeting. Commissioner Campbell moved to continue the Election of Chairperson and Vice Chairperson to the meeting of March 11, 2020. Motion was seconded by Commissioner Adney and carried 6-0-1 with Adney, Boren, Campbell, Hauer, Miller, and Myrland voting AYE with Darby Absent. B. Consider donation of John Richen’s Sculpture to be Included in the City’s Permanent Public Art Collection. Art in Public Places Minutes February 12, 2020 3 Ms. Lawrence reported that a family member of a former local resident approached staff stating they would like to donate a bronze sculpture by John Richen to the City’s public art collection. Ms. Lawrence presented two images of the proposed artwork titled Two Moons that is 70” x 46”. She showed images of two of John Richen’s sculptures that are included in the City’s permanent collection . One of the sculptures is located at Sacred Heart Church on Deep Canyon Road and the other is located in front of Tucson Homes on Washington Street. She proposed a few locations for possible placement of Mr. Richen’s piece. She noted one location on the wall at the entry to the North Wing Building at Palm Desert City Hall that could serve as a beacon for the Visitors Services Office and the Palm Desert Community Gallery. A second possible location is the building that contains the restrooms near the tot lot and Pickle Ball courts at Freedom Park. The third location is on the wall of the restrooms near the Holocaust Memorial in Civic Center Park. If that location becomes the site for the sculpture, the artwork could be included in the Civic Center public art tour. Upon question by Commissioner Myrland, Ms. Lawrence responded that the City does have a few donated pieces in the public art collection. The resident who is donating the artwork would pay for transportation of the sculpture and the City would pay for installation and maintenance. Commissioner Myrland asked if a conversation could be had with at the Agua Caliente Band of Cahullia Indians to see if the sculpture has a specific symbolism before it is placed on a City building; she wants to make sure the donation is done respectfully. Commissioner Hauer stated that if the Commission decides to place the artwork at City Hall a statement is being made that is the symbol of the arts program. Commissioner Adney would like to look at it from a distance as she was not able to depict what the image was from the images that Ms. Lawrence presented . After much discussion, the Commission opted to recommend that the City Council accept donation of the sculpture with the option of potentially re-donating it to another organization at a later date. Staff was directed to research the meaning behind the title of the sculpture for sensitivity purposes. The consensus of the Commission was to install the sculpture on the wall of City Hall. Commissioner Campbell moved to recommend the City Council accept the donation of the John Richen sculpture, Two Moons, to be added to the City’s Public Art Collection and Art in Public Places Minutes February 12, 2020 4 install it on the wall of City Hall barring no controversial meaning behind the title. Motion was seconded by Commissioner Adney and carried 6-0-1 with Adney, Boren, Campbell, Hauer, Miller, and Myrland voting AYE with Darby Absent. C. Consideration of Proposals for Exhibition in the Palm Desert Community Gallery for the 2020/2021 Season. Ms. Lawrence reported that staff received 14 submissions last year and 22 submissions this year. The following artists submitted artwork for the Palm Desert Gallery. Steven Frazier, Kimberly Manfredi, Agusto Agoncillo, Charlotte Lerner, Ray Yeager, Ron Hanner, Lenny Katz, Sunny Patton, Bracha Binkowski, Danny Crist, Joan L ee Schulman, Barbara Price, Richard Bocanegra, Myrn Ellen Barrett Krengel, Joan Black, JC MacQueen, Jessica Vega , Richard Etts, Emeline Tate, Lorana Enroth, Terry Flanigan, and Mardi de Veuve Alexis. After much discussion, the submissions were narrowed down to the following artists to display their works in the Palm Desert Community Gallery for the 2020/2021 season. Steven Frazier, Kimberly Manfredi, Lenny Katz, Richard Bocanegra, Joan Black, Richard Etts, Emeline Tate, and Mardi de Veuve Alexis. Due to time restraints staff will decide the groupings of the artists. Commissioner Miller moved to approve artists Steven Frazier, Kimberly Manfredi, Lenny Katz, Richard Bocanegra, Joan Black, Richard Etts, Emeline Tate, and Mardi de Veuve Alexis for exhibition in the Palm Desert Community Gallery for the 2020/2021 season. Staff is to decide the groupings of the artists. Motion was seconded by Commissioner Adney and carried 6 -0-1 with Adney, Boren, Campbell, Hauer, Miller, and Myrland voting AYE with Darby Absent. VIII. CONTINUED BUSINESS NONE IX. OLD BUSINESS NONE Art in Public Places Minutes February 12, 2020 5 X. PROJECT STATUS REPORTS A. Palm Desert Community Gallery Ms. Thompson reported that the Student Art and Essay Contest is up and has been judged. Ms. Thompson thanked Commissioner Hauer for reading and judging the essays and Commissioner Myrland for judging the artworks. Ms. Thompson reported that the Award Ceremony is Wednesday, March 4 at 6:30 p.m. in the Council Chamber . Commissioner Boren will announce the winners at the Ceremony. B. Docent Tours Ms. Lawrence reported that we have three new do cents who went through the training. A couple of the new docents have already given private tours. There were thirty people in attendance at the First Weekend January tour of the El Paseo Sculpture Exhibition. One of the new docents gave the First Weeke nd February tour of Civic Center Park and did very well. The students from Palm Desert Charter Middle School are getting tours of the Holocaust Memorial given by the docents. The First Weekend March tour will be at the Palm Desert Library. C. First W eekend Ms. Lawrence reported that the Swing N Hops event was held February 8 and was well attended. The next First Weekend event is the WildFlower Festival on Saturday, March 7 at the Civic Center Park D. Documentary Film Series Ms. Lawrence reported that the January film, Kusama Infinity, was well attended. Art in Public Places Minutes February 12, 2020 6 The February film is Obey Giant regarding artist Shepard Fairey. Pete Salcido with Flat Black Art Supply and Commissioner Myrland will be there for the Q&A. E. El Paseo Sculpture Exhibition Ms. Lawrence reported that to-date she has received 56 submissions for the 2021/2022 El Paseo Sculpture Exhibition. She advertised on Artshow.com. She has received submissions from Iran, Germany, and Israel. XI. REPORTS AND REMARKS A. STAFF Ms. Lawrence announced that next month’s Art in Public Places Commission meeting will be dedicated to reviewing the 2021/2022 El Paseo Sculpture Exhibition submissions . Staff is planning for an all-day meeting and lunch will be provided. Ms. Lawrence reported that the traffic signal cabinet at Cook Street and Fred Waring Drive that was painted by John Cuevas was damaged by a vehicle and is beyond repair. Staff has been in touch with the artist and there is a possibility that his design can be printed on vinyl and rewrapped on another cabinet. Ms. Lawrence reported that she has prepared a White Paper to included funding for the artwork on San Pablo. There was some discussion on the artwork for the roundabout and Ms. Lawrence stated that she will include the traffi c engineer in the conversations to make sure that what is being proposed will be acceptable from a safety perspective. B. COMMISSION REPORTS Commissioner Adney inquired about going to Coachella to see the public art that will be on display for the festi val in April. Ms. Lawrence stated that there is one day that the public art tours are given. The Public Art Coalition of Southern California is having a meeting and planning a tour that day. Ms. Lawrence will reach out to see if it is possibil e for AIPP to get a tour. XII.
