ART IN PUBLIC PLACES COMMISSION
MINUTES
Wednesday, August 12, 2020

I. CALL TO ORDER
Chairperson Darby convened the meeting at 9:05 a.m.

IV. CONSENT CALENDAR
A. Approval of the Minutes of the regular meeting held on July
8, 2020.
Commissioner Adney noted that under New Business, Item
B. where it states, “Mr. Stendell suggested that a
subcommittee of two Commission members be formed to

assist staff with the selection of artworks from the
submissions received.” She asked for clarification if only two
Commissioners would be selecting the artwork for the
roundabout on San Pablo and San Gorgonio. Ms. Lawrence
responded that two Commissioners were selected to review
the wording of the Call for Artists for the roundabout on San
Pablo and San Gorgonio; the Commission will review all
submissions received.
Commissioner Boren moved to approve the Minutes of
July 8, 2020 to include the correction as noted. Motion was
seconded by Commissioner Myrland and carried 6-0-1 with
Adney, Boren, Darby, Hauer, Miller, and Myrland voting AYE
with Campbell ABSENT.
V. DISCUSSION ITEMS
A. ORAL REVIEW OF CITY COUNCIL ACTION –
Councilmember Susan Marie Weber
No report.
B. PLANNING COMMISSION REPORT – Lindsay Holt
Ms. Holt reported that the Planning Commission continued a
mono palm cell carrier antenna two times.
C. ARCHITECTURAL REVIEW COMMISSION (ARC) REPORT
– John Vuksic
No report.
VI. CONSENT ITEMS HELD OVER

VII. NEW BUSINESS
A. CONSIDER COMMISSIONING AN ARTIST TO PAINT A
TEMPORARY ARTWORK SUPPORTING EQUALITY AND
SOCIAL JUSTICE AT A LOCATION TO BE DETERMINED
There was much discussion regarding options of locations to
place artwork supporting equality and social justice. Ideas
mentioned for placement of artwork or quotes/words were

traffic signal cabinets, signage, store fronts, and buildings/
walls. There were concerns about the use of specific words
or quotes and need to be sensitive to their meanings and
ensure the quotes were written by said author.
Ms. Lawrence stated that staff would need to get approval
from building owners before placing artwork/quotes on their
buildings.
After much discussion it was the concurrence of the
Commission to continue the Commissioning an Artist to
Paint a Temporary Artwork Supporting Equality and Social
Justice at a Location to be Determined to the meeting of
September 9, 2020. The Commission members were asked
to bring ideas of artwork/quotes and locations to the next
meeting.
Ms. Lawrence suggested to invite Thomas Soule, Marketing
Manager, to the next meeting to provide a presentation on
the Unite Palm Desert campaign.
Commissioner Boren moved to continue the
Consideration of Commissioning an Artist to Paint a
Temporary Artwork Supporting Equality and Social Justice at
a Location to be Determined. Motion was seconded by
Commissioner Miller and carried 6-0-1 with Adney, Boren,
Darby, Hauer, Miller, and Myrland voting AYE with Campbell
ABSENT.
VIII. CONTINUED BUSINESS
A. CONSIDER RECOMMENDATION TO PURCHASE A
SCULPTURE FROM THE 2019/2020 EL SCULPTURE
EXHIBITION FOR INCLUSION IN THE CITY’S
PERMANENT PUBLIC ART COLLECTION (CONTINUED
FROM THE MEETING OF JULY 8, 2020)
After a lengthy discussion, it was the concurrence of the
Commission to purchase Ross Kellogg’s Untitled for
placement on the northwest corner of Fred Waring Drive and
Portola Avenue for inclusion in the City of Palm Desert’s
permanent public art collection.
Commissioner Boren moved to approve the purchase of
Untitled by Ross Kellogg to be installed on the northwest

corner of Fred Waring Drive and Portola Avenue for inclusion
in the City of Palm Desert’s permanent public art collection.
Motion was seconded by Commissioner Myrland and carried
6-1-1 with Boren, Darby, Hauer, Miller, and Myrland voting
AYE, Adney voting NO, with Campbell ABSENT.
Due to technical difficulties with Chairperson Darby’s technology,
Vice Chairperson Boren acted as Chairperson for the balance of
the meeting.
IX. OLD BUSINESS

X. PROJECT STATUS REPORTS
A. 2021/2022 El Paseo Sculpture Exhibition
Ms. Lawrence reported that artist Christopher Puzio notified
staff that he has not been able to contact the gallery who has
his sculpture, Anza -Borrego, and may not be able to
participate in the 2021/2022 El Paseo Sculpture Exhibition.
Mr. Puzio submitted a second sculpture that was chosen as
an alternate but is currently in the possession of a collector.
He will contact the collector to see if it can be included in the
2021/2022 El Paseo Sculpture Exhibition. To-date staff has
not heard from him regarding the status of the sculpture.
Ms. Lawrence reported that artist Cat Chiu Phillips is having
health issues and may not be able to participate in the
Exhibition.
Ms. Lawrence presented sculptures that were runners up as
alternates for the 2021/2022 El Paseo Sculpture Exhibition.
It was the concurrence of the Commission to include Tree of
Life and Spiral Dancer as alternates.
XI. REPORTS AND REMARKS
A. STAFF
1. San Pablo Study Session – Ms. Lawrence reminded
the Commissioners that the Study Session will be
held on Monday, August 31, at 2:00 p.m. via Virtual
Zoom meeting. It was suggested that the

Commissioners think of ten words that describe the
theme for artwork that they would like to see on San
Pablo. Staff will send a reminder and instructions to
participate in the Zoom meeting.
2. San Pablo Roundabout Call for Artists – Ms.
Lawrence and Commissioners Boren and Myrland
reviewed and finalized the wording for the Call for
Artists. The request to release the call will be on the
August 27 City Council meeting agenda. The call will
then will be released in September with a deadline of
December 14.
3. SunLine Student Art Contest – Ms. Lawrence
reported that SunLine Transit Agency approached the
City regarding sponsorship of its Student Art Contest.
The contest is open to all Coachella Valley students’
grades K through 12. Three winners are selected and
their art will be wrapped on one of the Hydrogen Fuel
busses. The City approved sponsorship of this
program using AB2766 funding received from South
Coast Air Quality Management District. These funds
are required to be used on projects and programs to
maintain air quality.
4. Drive-by Student Art Event – There was a drive-by
student art program in Santa Monica where students
dropped off pictures that they drew for a new fire
station. Ms. Lawrence spoke to the City’s Tourism
and Marketing Manager who thought we could do
something similar in lieu of the City’s Veterans Day
celebration.
5. Desert@Warren II Exhibition – Ms. Lawrence
reported that artists Karen and Tony Barone asked
the property owner for a one-year extension to
continue exhibiting Desert@Warren II on the
northwest corner of Highway III, which was approved.
B. COMMISSION REPORTS
Discussion of scope of the Art in Public Places Commission
as it relates to other department projects. - Mr. Stendell
reported that in response to comments made by
Commissioners regarding other departments using color or
collateral that has been created by artists or ad agencies

that was not brought before the Commission for review, it
was directed by management that the Art in Public Places
Commission generally only oversees projects and programs
funded by the City’s public art fund.
The Market Department oversees the marketing campaign
and designs that utilize marketing funds.
XII. ADJOURNMENT
Vice Chairperson Boren adjourned the meeting at 11:15 a.m.
