HomeMy WebLinkAboutZOA 07-82 PARKING 1982 DESIGN STANDARDS FOR OFF-STREET PARKING FACILITIES Geometric Design Permitted parking layouts are contained in Attachment A. Dimen- sional requirements for the standard parking angles are contained in Attachment B, Table I for Public Parking and Table II for multi-family Residential or Employee Parking. Table II dimensions are permitted when approved by the Planning Commission where parking is by assignment only. Parallel parking is not permitted in public parking . lots. Circulation All required parking lot circulation shall be provided on site. No dead-end aisles will be permitted in public parking lots . Curbed entrance " throats" with a minimum length of 50 feet measured from the curb line will be required for all lots with 300 .stalls or more at all access points from Master Plan streets with four or more lanes . Longer " throats" may be required on the basis of land use , estimated traffic generation, existing traffic volume, vehicle delay , and accident rate. Soecial Stalls 1. End Stalls - stalls at the end of "dead-enR" aisles in residential or employee parking facilities shall have the following widths : a. Twelve feet adjacent to a wall or curb where the wall or curb also terminates the adjacent aisle . b. Eleven feet adjacent to a wall or curb ten inches or more high where the adjacent aisle extends at least one foot beyond the prolongation of the Wall or curb. c. Nine feet adjacent to a curb less than' ten inches high where the adjacent aisle extends at least three .__..feet beyond the prolongation of the curb or..at -least. 30 feet or clear backup, distance is provided. 2 . Parking Stalls for the Handicapped. - stalls provided for the handicapped shall have a desired width of sixteen feet with a minimum required width of twelve feet and shall be designated with approved signs and pavement markings for handicapped use only. All parking stalls provided for the handicapped shall be located as close as possible to building entrances and served by ramps with grades not exceeding eight percent. Residential Garages and Carports - stalls shall have a minimum clear width of ten feet between poles or columns . Two car garages shall have a minimum clear width of twenty feet between columns or walls. 4 • Compact Car Stalls- a. Dimensions length - 17 feet width - 8 feet b. Compact car stalls may be included as part of the required parking in a ratio set forth In (c). C. No compact car stalls may be included in lots having less than 20 total stalls. After the first 20 cars compact stalls may be permitted at a rate not to exceed the ratio proposed in Section 25.58.310. d. The location of the compact car stalls shall be approved by the Palm Desert Planning Commission." Ramps 1. For ramps longer than 65 feet the ramp grade shall not exceed 12 percent, with the first and last ,2 feet of the ramp not exceeding 6 percent. 2. For ramps 65 feet or less the ramp grade shall not exceed 16 percent, with the first and last ten feet of the ramp not exceeding 6 percent. 3. Ramp breakover and departure angles shall not exceed 9-1/2 degrees . 4 . Single lane ramps shall have a minimum clear lane width of 12 feet with minimun setbacks of 2 feet from the edge of the lane to fixed objects 10 inches or more in height. lane ramps 5 . Driveway Approaches Driveway approaches shall conform with City of Palm Desert Standard `�- Plans R-8, R-9. i i -2- i . . .-pl:, �rc5e iqy.: :'w,.:�.'' ... :;:•. . ..,•: ., . .. . „�'�::�>.•_;'j_�xLc��4:.., ,: •=1.��`'�C �,>k:;7, • Design Standards Off-Street Parking Facilities The location of all driveways is subject to the approval of the Public Works Director giving due regard to the type of land use, esti- mated traffic generation, width, geometric design, and traffic volumes of contiguous streets . in no case shall a driveway be located less than 10 feet from the beginning of a curb return. Backing from parking facilities into the public right-of-way is prohibited except onto non-Select System streets from single family residences . The number of driveways per lot is subject to the approval of the Public Works Director. , Paving and Drainage Off-street parking areas and used car sales areas shall be paved to provide a durable dust-free surface. The structural section of the pavement shall be designed in accordance with Section 7-604 and 7-605 of the State of California Highway design manual for a Traffic Index of 3. 0 . �- Loading bays and aisles leading to loading bays shall be designed for a Traffic index of 5 . 0 . The minimum structural cross section shall be 2 inches of asphaltic concrete on 4 inches of aggregate. base. All off-street parking areas and used car sales areas shall be graded and drained so as to dispose of all surface waters. In. no case shall such drainage be allowed across sidewalks . Screening and Landscaping Screening and Landscaping shall conform to the requirements of the City of Palm Desert Zoning ordinance. Curbs , Wheelstops , and Islands All parking areas and used car sales areas that are not separated by a fence from any street or alley property line upon which it abuts shall be provided with a suitable concrete curb not less than six inches in height located not less than two feet from such - street or alley_property lines and such curb shall 'iie-securely installed and maintained; provided no such curb shall be required across any driveway or entrance to such parking area. Wheelstops are required for all parking stalls abutting walks and curbs or i f structures over 10 inches in height. Raised Portland Cement Concrete curbed islands with a minimum height of 6 inches and width of 4 feet are required at the ends of all parking bays . Islands shall be of sufficient size to j accommodate landscaping, electroliers , and sign posts and to pro- ._ vide sufficient delineation of turning patterns. Curb radii shall . Ibe a minimum of 10 feet. -3- 3 t v I l . Design Standards Off-Street Parking Facilities Lighting, Marking and Si ninq Lighting is required in all public parking facilities . The light ing system shall be so designed to produce a minimum maintained ' average light level of one foot-candle on the entire parking facility ' s horizontal surface. The lowest foot-candle value at any point on the pavement shall not be less than one-fourth of the average illumination level. The illumination levels at exits, entrances , loading zones , and collector lanes shall be not less than twice the average illumination of the adjacent parking or the adjoining p kin area J ng street, whichever is greater. g ^ Any lights provided to illuminate any public parking area, semi- public parking area or used car sales area shall be arranged so as to reflect the light away from any premises upon which a dwelling unit is located. Any lighting "spill over" shall not exceed 0. 1 foot-candles at any point on such premises . All parking stalls shall be delineated with 4-inch wide -painted Q lines , permanent Portland Cement Concrete curbs or other approved marking system. One-way aisles in public parking areas shall be marked with painted arrows or other approved marking system as re- quired by the Oirector of Environmental Services. Any signing used in public parking lots for traffic control purposes shall conform to the requirements of the State of California Traffic " Manual as to color, shape, legend, reflectivity and usage. Sizes may be varied as necessary to be compatible with prevailing condi— tions in the parking facility. No traffic control signing for public parking facilities shall be so located as to conflict )vith officially installed traffic control devices on public rights-of-way. Maintenance 1. All surfacing shall be maintained so as to remain as smooth and level as possible. 2 . All surface markings shall be maintained by painting, cleaning, or otherwise, so as to remain clearly visible. 3. All wheelstops and other control devices and structures shall :' be clearly marked and maintained in usable condition . 4 • All other conditions required for maintenance of shall be complied with. Parking area E. VEHICLE PARKING STANDARDS 1 . Off-street parking should be located in proximity to facilities) it serves . 2. Parking areas should be screened from view wherever possible by means of berms , garden walls and landscaping. 3. CASE NO. ZOA 07-82 WHEREAS, the City Council of the City of Palm Desert, California, did on the 12th day of August 1982, hold a duly noticed public hearing, to consider an amendment to the muncipal code relating to parking requirements. WHEREAS, the Palm Desert Planning Commission, by Resolution No. 810 has recommended approval; and, WHEREAS, said application has complied with requirements of the "City of Palm Desert Procedures to Implement the California Environmental Quality Act, Resolution No. 80-8910, in that the director of environmental services has determined the project is a Class 5 categorical exemption; and, WHEREAS, at said public hearing, upon hearing and considering all testimony and arguments, if any, of all persons desiring to be heard, said City Council did find the following facts to justify its action as described below: 1. That the zoning ordinance amendment is consistent with the objectives of the zoning ordinance. 2. That the zoning ordinance amendment is consistent with the adopted general plan and affected specific plans. 3. That the zoning ordinance amendment would better serve the public health, safety, and general welfare, than the current regulations. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Palm Desert, as follows: 1. That the above recitations are true and correct and constitute the considerations of the council in this case. 2. That it does hereby aprove a zoning ordinance text amendment, as provided in the attached exhibit, labeled Exhibit "A". 3. The city clerk is directed to publish this ordinance once in the Palm Desert Post, a newspaper of general circulation, published and circulated in the City of Palm Desert, and shall certify to the passage of adoption of this ordinance, and the same shall be in full force and effect thirty (30) days after its adoption. Case No. ZOA 07-92, CITY OF PALM DESERT, Applicant Consideration of a zoning ordinance amendment relating, to parking requirements. -I- MINUTES PALM DESERT PLANNING COMMISSION JULY 20, 1982 Mr. Diaz reviewed the staff report stating that the proposed revisions were the result of concerns raised by the Palm Desert Town Center, but the proposed amendments would affect all parking in the city. He reviewed the proposed revisions and suggested that because of their inter-relationship, the parking lot standards to be reviewed later in the agenda be examined at this time. Commission concurred. Mr. Diaz reviewed the suggested revisions to the parking lot standards, that compact car stalls be permitted to meet required parking, citing the predominance of small cars as justification for this recommendation. Chairman Kryder felt that the use of compact car stalls was not realistic, stating that large vehicles would park in the compact stalls, creating a problem. Commissioner Richards felt that some would regard this as a devious way of solving the parking problem for the Palm Desert Town Center. He stated that he has never seen a shopping center parking lot completely full, therefore, felt the shopping center would have sufficient parking if the requirements were reduced rather than using compact stalls. Mr. Diaz replied that staff's recommendation was a better way of solving parking problems than over reducing the number of spaces provided. Chairman Kryder and Commissioner Richards restated their belief that compact stalls could create more problems than they resolve. After some discussion it was agreed that because Public Hearing Item B "Desert Village Association" related to these changes, these matters would be continued to a later part of the meeting. Chairman Kryder opened and continued the public hearing after consideration of the public hearing item to follow. B. Case No. GPA 02-82, CITY OF PALM DESERT, Applicant Case Nos. C/Z 07-82 and DP 12-79 (Amendment), DESERT VILLAGE ASSOCIATES, Applicant Approval of a general plan amendment from high density residential to regional commercial, change of zone from R- 3 (9) S.P. and PR-6 S.P. to PC (3) S.P., negative declaration of environmental impact and amendment to development plan to allow building additions and site plan changes to the Palm Desert Town Center located at the northeast corner of El Paseo and Highway 111. Mr. Sawa reviewed the request noting the need for a general plan amendment and change of zone to accommodate the new additions proposed along El Paseo. In addition to the new construction, it was noted parking lot modifications were proposed in order to comply with the parking requirements. Mr. Sawa reviewed the findings and justifications necessary for approval of the general plan amendment, change of zone and development plan. He concluded by recommending approval of the findings and requested applications. Mr. Diaz stated that the applicant had also requested modifications of certain conditions of approval relating to public improvements. He further stated that because these conditions related to fiscal and policy matters they were properly the purview of the council. The commission concurred. Mr. Diaz then gave a detailed parking analysis indicating that if the proposal complied to earlier recommended amendments to the city's parking requirements and parking lot design standards, staff recommends approval. Chairman Kryder felt the figures used for the Palm Desert Town Center parking -2- MINUTES PALM DESERT PLANNING COMMISSION JULY 20, 1982 calculations were arbitrary. He indicated other alternatives could be used to offset the parking shortage. Mr. Diaz replied that without the compact car stalls there would be a 35 space shortage. Chairman Kryder opened the public hearing and asked if the applicant wished to make a presentation. MR. JAY TARANTON, project manager, 3666 Kearny Villa Rd., San Diego, stated he was present to answer any questions the commission might have. Commissioner Richards asked Mr. Taranton if the main concern was the total number of parking spaces provided, or the need to provide a specific ratio of parking to floor area. Mr. Taranton explained that the center would like to have as close as possible a parking ratio of 5.0 per 1000 sq.ft., citing Urban Land Institute studies. In order to achieve this ratio compact car stalls would have to be used. He concluded that employees take up 15% of the parking and most drive small cars. Commissioner Richards argued that the compact stalls vs. regular stalls is not the issue. He further stated and Commissioner Wood concurred that the major department stores and applicant were most familiar with the center's needs and how best to resolve their problems. Chairman Kryder restated his feeling as to the impracticability of using compact car spaces. Chairman Kryder further noted that the creation of small car stalls appears to have been done solely to create an exaggerated and artificially high floor area/parking ratio. He added that the variance in question is actually based on the developers economic needs rather than on a real need for revision in parking lot standards and therefore is not a proper decision for the planning commission. On this basis, he suggested that it was a policy matter that could be more properly decided by the city council. Carried unanimously 3-0. B. Appeal of design review board action: Case No. 129 C - GREAT WESTERN SAVINGS (Gerald J. Chazan) - Appeal of design review board denial of June 22, 1982 oral report). Mr. Smith explained that this appeal is a result from a request for a pedestrian sign on the north side of the Great Western building facing Highway 111; design review board denied this request. Staff felt that because the sign would not be located in a pedestrian area and the total signage was utilized, it recommended denial. MR. AL COOK, architect and representative of Great Western, explained where the sign would be located noting that it would be used for pedestrians coming from surrounding buildings. Commissioner Richards felt Great Western had sufficient signage. Commissioner Wood asked staff to clarify as to whether the sign was or was not a pedestrian sign after hearing Mr. Cook's presentation. Staff did not feel it was defined as a pedestrian sign. The 3825 stalls are divided as follows: 2795 standard 9 x 20 spaces (73%) 1030 compact 8 x 17 spaces (27%) As a result of the zoning and parking design modifications approved or recommended for approval by the commission the following mix is permitted: 1. Compact car stalls - 15% of the required, plus any stalls above the required. 2. Required parking: a. (5.5))((.85) -- 4.67 parking stalls per thousand square feet of gross leasable floor area. This takes into account the 15% reduction permitted by ZOA 07-82. b. (796, 371 divided by 1000) (4.67) = 3723 3. Parking provided - 3825 spaces 4. Maximum number of compact stalls permitted: a. 3825 - 3723 = 102 excess parking b. (3723*.15)= 558 percentage of required total 660 compacts permitted 5. Compact stalls as proposed would have to be reduced from 1030 to 660. The 370 compact car stalls reduced would be transformed to 324 standard sizes stalls. (The above addition would permit a developer to use continuous curbs or expand walkway areas and have the same effect as bumper guards without the disadvantages). Section 25.58.160 Marking requirements. All open parking stalls shall be clearly outlined with double of hairpin minimum 4" lines on the surface of the parking facility. (All stalls, not just those in the open, should be clearly marked. The double or hairpin lines are not anymore advantageous than single lines and in some instances give the illusion of a narrower stall). Section 25.58.170 Paving requirements. All parking stalls and maneuvering areas shall be paved and permanently maintained with asphaltic or concrete cement surfacing. All areas within the parking area not paved used for parking stalls or maneuvering areas shall be landscaped. (Current regulations permit a developer to choose whether to pave or landscape those areas not used for parking or maneuvering. This change would require those areas to be landscaped even if they exceeded the minimum required by code). Section 25.58.240 Parking design standards. In addition, these design standards permit the development of various angle parking which is more responsive to individual needs rather than the present 30, 45 and 90 degree parking angles.
