B. DISCUSSION•
The planning oc missicn approved the proposed amendment by a unanimous
3-0 vote, Camissioners Downs and Elwood absent. The ordinance and
associated resolution were also passed out to the architectural
commission with no comments received. An attached staff report
describes the changes.

AN ORDAM E OF THE CITY COUNCIL OF THE CITY OF
PALM DESERT, allJFMiIA APPROVING AN AMEMENr TO
THE ZOPIIM ORDDMKE TEST, PERTAINING TO PARKING
LOT TREE STANDARDS.
CASE NO. ZOA 89-2
WHEREAS, the City Council of the City of Palm Desert, California did on
the 8th day of February, 1990, hold a duly noticed Public Hearing to
consider above described amendment; and
WHEREAS, the Planning Commission, by Resolution No. 1412 has
reconTended approval; and
WHEREAS, said application has complied with requirements of the "City
of Palm Desert Procedures to Implement the California Envinxrnental Quality
Act, Resolution No. 80-89", in that the Director of Envircmental Services
has determined the project to be a Class 8 categorical exemption; and
WHEREAS, at said public hearing, upon hearing and considering all
testimony and arguments, if any,, of all persons desiring to be heard, said
City Council did find the following facts to justify its action as described
below:
1. That the Zoning Ordinance Amendment is consistent with the
objectives of the Zoning Ordinance.
2. That the Zoning Ordinance Amendment is consistent with the adopted
General Plan and affected Specific Plans.
3. That the Zoning Ordinance Amendment would better serve the public
health, safety and general welfare than the current regulations.
The City Council of the City of Palm Desert, DOES HEREBY ORDAIN, .as
follows:
1. That the above recitations are true and correct and oonstitute the
considerations of the council in this case.
2. That it does hereby approve a Zoning Ordinance Text Amendment, as
provided in the attached exhibit, labeled Exhibit "A", to amend
Municipal Code 25.58.
3. The City Clerk is directed to publish this Ordinance once in the
Palm Desert Post, a newspaper of general circulation, published
and circulated in the City of Palm Desert, and shall certify to
the passage of adoption of this Ordinance, and the same shall be
in full force and effect thirty (30) days after its adoption.

EXHIBIT ""A"
SECTION 1: That Section 25.58.120 ""Tree Requirements" of the zoning
section of the Palm Desert Municipal Code be amended to read as follows:
"25.58.120 Tree Requirements. The intent of this code shall be to
improve and maximize the landscaping within the off-street open parking
areas including but riot limited to providing 50% or more of shade
coverage in ten years, multi-trunk trees in windy areas, and
north/south oriented parking areas to provide longer shade. The
landscaping shall be provided to the extent of at least one twenty-four
inch box tree sized to nursery tree standards of average height, width
and caliper or each species, per each 4eel parking stalls of their
equivalent. Acceptable parking lot trees adopted to the Coachella
Valley environment shall be set by resolution of the City Council and
shall continue in full force and effect until amended by resolution of
the City Council."
SECTION 2: That Section 25.58.121 "Hardscape Requirements" of the
Zoning section of ' the Palm Desert Municipal Code be added to read as
follows:
"25.58.121 Parking Lot Hardscape Requirements.
Parking lot dividers, islands, planters and planting areas shall be a
minimum of four feet wide and four feet long. Trees are to be planted
a minimum of for feet from walls, walks or buildings and to protect
hardscape and enoourrage deep root development, root barriers shall be
installed during planting operations.
SECTION 3: That Section 25.58.122 "Parking Lot Tree Requirements" of
the zoning section of the Palm Desert Municipal Code be added to read as
follows:
"25 58.122 Parking Lot Tree Irrigation Requirements. Irriga
tion
systems within parking lots shall be installed. The irrigation system
shall be an automatic system with an irrigation timer and two drip or
bubbler heads per tree to. provide adequate deep root irrigation.
Sprinkler heads are discouraged in planter islands and dividers to
protect pavement.
SECTION 4: That Section 25.58.123 "Parking Lot Tree Maintenance and
Installation Requirdments" of the zoning section of the Palm Desert
Municipal Code be added to read as follows:

"25.58.123 Parking Lot Tree Maintenance and Installation Requirements.
All parking lot trees will be maintained by owner or their successors
in perpetuity with owner required to perform all maintenance including
but not limited to irrigation corrections, fertilization, pruning and
staking. all maintenance shall be performed with an overall goal of
providing maximum shade with minimum damage to hardscape, vehicles and
persons. All significantly injured, decayed or dead trees must be
replaced within thirty (30) days. Excavate all planting holes to two
times the width of the plant container and to the depth of container.
Backfill the planting hole to the depth of the planting container with
native soil, compacted enough to prevent plant settlement. Plant may
be backfilled around the sides with native soil or with amended soil as
recommended by landscape architect. Slow release type fertilizer
tablets shall be placed around the plant at the rate recommended by the
manufacturer.
If soil does not readily drain (within about an hour) when the
excavated hole is flooded with water, install a perforated pipe filled
with crushed rock or gravel to aid in deep water penetration."

REST: Amentrent to city's parking lot tree ordinance

I. DISCUSSION•
Documentation received by the department show that the proposed
ordinance amendment was initiated by eo=il on August 24, 1989. The
city's conservation manager developed the amendment and staff received
the proposal in December for processing.
The ordinance intends to require future parking lots to be 50% shaded
within ten years of construction by increasing the number of trees fran
one tree per five spaces to one tree per three spaces and increasing
the miniman size from 15 gallon containers to 24 inch box size. it
further requires deep-root irrigation and that the owner and successors
maintain and replace trees as needed.
An interpretation will be made that all spaces, exclusive of carports,
will be subject since the intent is for 50% of the parking area rather
than 50M of the spaces. Another interpretation will be that in double
aisles, one tree could shade six spaces.
An attached resolution identifies allowable tree species that can be
used and is included for information purposes.

fifteen percent of the total off-street open parking area
shall be landscaped with a mixture of trees , shrubs , ground
cover, other plant material and hardscape material . A mini-
mum of one-third of the required landscaping shall be dis-
tributed within the interior of the parking facility and the
remaining two thirds of the required landscaping shall be
provided as peripheral planting on the exterior edges of the
parking area. All landscape areas shall he well maintained

ing areas shall be screened to minimize the visual impact on

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF PALM DESERT, CALIFORNIA, SETTING ACCEPTABLE
PLANT SPECIES AS PARKING LOT TREES FOR THE
CITY OF PALM DESERT PARKING LOT TREE ORDINANCE
WHEREAS , certain trees have characteristics that provide more
shade and reduce damage to the hardscape; and
WHEREAS, certain trees adapted to the desert climate will improve
the environmental quality, conserve natural resources , develop
civic pride , beautify commercial , civic and residential areas ;
and
WHEREAS , certain trees with proper maintenance and adequate water
and space will pride needed shade in parking lots ,
NOW, THEREFORE , BE IT RESOLVED by the City Council of the City of
Palm Desert , California , as follows :
That the Acceptable Parking Lot Trees listed on Exhibit "A"
attached hereto is adopted.

TREES POR PALM DESERT PARKING LOTS
African Sumac - Rhus Lances
A favorite evergreen tree that thrives in desert heat and
useful as versatile standards or multi -trunked use . Growth
develops at a medium rate to mature height of twenty-five feet
and canopy spread of twenty-five to thirty feet diameters .
Graceful weeping outer branches support willow- like dark green
divided leaves . Trunks develop picturesque structure that
support interesting branch patterns and rough red bark . Airy
canopy growth develops more readily with multi -trunk form ;
however , adequate space must be provided for spread in parking
lot islands and dividers. Both tree forms develop suckers that
need control . Lacing out interior growth to allow winds to sift
through, creates more sturdy growth in windy areas .
Trees are hardy to 180 to 240 with age. Adaptable in turf
as well as areas with water-efficient landscaping.
Deep irrigation in well -drained soils are ideal for maximum
development . In heavy soils , poor drainage can restrict root
development.
Planting area of 4' by 4' with root guards creates deeper
rooting providing drip irrigation or bubblers are water source.
Argentine Mesquite - Prosopis alba
Mesquite species have significant differences , yet they are
similar in many ways . Bark 1s dark , the spreading canopies cast
light and airy shade. They tolerate drought, alkaline soil and
even turf irrigation . In deep soils where taproots can grow
deep , growth can be rapid . Argentine mesquite is almost
evergreen, shedding old leaves as new ones develop in the spring
months but becomes deciduous at temperatures in the 260 range .
Yellow catkins flower in the spring. Vigorous growth creates
thirty to fifty foot height and similar spread. Most active
growth in extreme heat . Selection of low multi -trunk structure
creates stronger trunks to resist heavy winds .
Deep moisture advisable to reduce surface roots . Selective
pruning in first two or three years essential to formation of
well -balanced framework. Avoid excessive fertilization.
Root guards advisable to direct main root growth . Minimum
planting area six foot square.
Trees will require separate valves from turf areas .
Aristocrat Flowering Pear - Pyrui Calleryane 'Aristocrat'
Deciduous Pyramidal tree with strong upcurvIng branching pattern ,
more useful as parking lot tree than P . ' Kawakami ' Evergreen
Pear . White Flower clusters develop early. Foliage dark green ,
glossy and leathery , fall season develops rich purplish red
color . Resistance to fire blight Is well noted, compared to P.
'Kawakami ' . Growth pattern is moderate , can reach 40 to 50 feet
height , 30 to 40 feet diameter .
Maintenance minimal , thin only, avoiding tipping branches .
Planting area 4 ft. x 4 ft . adequate with root guards .
Fall color , early spring bloom, hardiness to cold and moderate
watering even in summer provide good reasons to include in
parking lots .
Australian Willow - Geigera Parviflora
A graceful , finally-textured evergreen tree. Main branches
sweep up and out , small branches hang down . Long, narrow, medium
green drooping leaves give effect of willow. Grows to twenty to
thirty feet in height and a twenty foot width. Australian willow
has the grace of a wi i low, toughness of a eucalyptus without a
heavy debris factor.
Roots grow deep and are non- invasive . Growth rate is
moderate with a long life span. Considered water efficient , but
with ample moisture growth more- aggressive . Takes heat, wind,
and cold to 180 F . Trees are quite pest free . Pruning
requirements are minimum, only done to correct form. Full sun
and well -dralned soil important . Four-foot square planting area
adequate . Trees are now readily available.
Brazilian pepper - Schlnus terebinthtfolius
Differs from California pepper, Schlnus molle in its non-
pendulous growth and with darker , coarser , glossy leaves . Mature
growth to twenty-five to thirty feet in height , develops an
umbrella-shaped crown . Density of shade provides good shade ,
Ideal for parking areas, often too dense for Bermuda turf.
Prune straggly overlong branches and lace out interior
branches in early spring, no later than April to allow winds to
pass through . Windy season occurs in late spring. Complete
thinning by late winter to reduce wind damage.
Deep watering and good drainage are essential in parking lot
dividers or Islands to reduce surface rooting. Minimum growing
area six foot square.

Carob-Ceratonia Siliqua
Evergreen canopy tree with dense glossy green foliage .
Growth is at a moderate rate to thirty to forty feet in height
and spread. Early growth slow with a height of twenty feet in
ten years . For effective landscape appearance , consider planting
36" to 48" box size trees for more mature structure due to
Initial slow development.
Once established (two to three years ) , trees are water
efficient . Origin in the eastern Mediterranean region .
Excess surface moisture creates lush growth that develops
weak trunk and excessively top heavy growth . In turn, this also
develops surface roots that can damage landscaped or hardscaped
areas as trees mature . Deep watering with drip irrigation or
bubblers are Important to help trees develop deep roots .
Frost tender in youth ; becomes hardier with age to 24
degrees .
Heavy growth requires lacing or thinning yearly to reduce
density that will allow winds to sift through the large
structured canopy. Avoid heading back branches .
Carobs have a long life pattern with appropriate
maintenance . Drainage is important ; however , most Palm Desert
soils are ideal .
Provisions should be made to install root guards or barriers
in public or city parking areas to force deep root growth .
Minimum planter of 6 ' by 6' will be .required.
California Fan Palm - Nashingtonia filifera
Creating diversity in shade patterns by adding vertical
elements in parking lots can help make them more inviting. When
located in islands or used to separate other species of trees the
Impact can be dramatic in a grand scale.
The riparian nature of the Mexican fan palm requires
adequate moisture and room for trunk development. Islands often
provide more area for clusters or even as a single specimen to
create emphasis .
Mature palms are cold tolerant to about 150. Young plants
are more susceptible to cold. Heights of growth can be in the 20
to 50 foot range but at a slow rate. The dense fronds with a 15-
foot spread provide shade patterns . To groom, trim drying fronds
and remove fruit garlands .
Single specimens require a minimum of 6 by 6 foot planting
areas .
Chinese pistache - Pistac(a chinensis
Moderate rounded growth to forty to sixty feet in height
with a spread of forty to fifty feet and adaptability to head,
cold , wind , and drought . Low pruning requirements are strong
Incentives for landscape uses for shade patterns . Although
deciduous during the winter , the glory of red fall color creates
vivid areas of interest to provide seasonal color . Grows best
with deep soil and good drainage. Shallow or difficult soils
will restrain growth . As trees develop , lift lower branches to
form a crown high enough to walk under. With root guards , 6' by
60 square planters adequate.
Cool (bah eucalyptus - Eucalyptus microtheca
Eucalypti species are generally not adaptable in parking lot
areas due to ultimate size, aggressive root system, leaf debris

and shedding bark ; however , increasing use of E. microtheca has
proven to be a most welcome addition to tree palettes . Hardiness
to heat, cold, and wind as well as adaptability to a wide range
of soils and cleanliness places this species as a valued choice.
Gray green elongated foliage, strong trunk growth and head
formation for canopy cover are strong assets .
After establishing, trees are drought tolerant. Pruning new
growth in youth generally establishes mature pattern . Deep
watering essential to reduce surface root development. Provide
4' by 4 square planting area, root guard required.
Fantex Ash (Rio Grande) - Fraxinus V. Fantex
Excellent tree for summer-shade , winter-sun combination.
Well known "Modesto" ash has insect as well as root problems ;
however , "Fantex" Ash has more vigor and is more rapid growing,
highly resistant to cold , drought and less subject to chlorosis .
In addition, "Fantex" has larger green leathery leaves that are
more resistant to burn from the hottest sun or wind. A durable
long term tree.
Height can reach from twenty to fifty feet high and spread
twenty to thirty feet . Space trees at twenty-five feet or more
to create more shade pattern. Provide deep moisture to sustain
deep root development. Add root guards in parking lot dividers
or planters with 4 ' by 4' square planting area.
Golden Ralntree - Koelreuterla bipinnata
Adaptability is well recognized as a small deciduous shade
tree in the twenty to forty foot height range and fifteen to
forty foot diameter spread. Growth is slow to moderate with open
branching that provides light to medium shade.

Trees are enhanced In summer with clusters of small yellow
flowers and buff to brown colored capsules that create a show in
late summer and early fall .
Golden Raintrees take heat , cold, wind and alkaline soil .
Prune to shape , can be irregular in maturity if not pruned during
the first two to three years . Adaptable in 4 ' by 4' square
planters .
Jerusalem thorn - Parkinsonia acueleata
Normally an erect single-trunk tree ; however , multi -trunk
tree form Is available. Rapid growth to fifteen feet stabilizes
at twenty feet with an eventual diameter of twenty feet . Fern-
like foliage is supported by graceful supporting stems . In late
spring and early summer , trees are a giant bouquet of bright
yellow flowers with six Inch long yellow pods following blooms .
Trees provide light shade , become deciduous during winter months
for short periods .
Trees are most adaptable in Coachella soils and environment .
Takes drought or turf conditions with adequate drainage .
Succulent twigs may die back with 280 to 260 temperatures .
Planter size area of 4 by 4 square feet adequate . Deep
irrigation with drip or bubblers important in landscaped areas .
London plane tree - Platanus acerfolia
This large scale tree is symmetrical , formal in effect, and
even in winter after leaves have dropped , the structure of
mottled trunk and branches create a colorful distinct look .
Growth is moderate to fast to forty to seventy feet and a spread
of thirty to forty feet . Takes heat and cold.
Trees tolerate smog , dust , and poor soils . May become
chlorotic in alkaline soils or in turf which creates symptoms of
Iron chlorosis . Feed with iron to correct problems . Deep
moisture necestary, leaf burn may develop if water Is limited.
Maintenance seasonal depending on use. Requires minimum 6 by
6 foot square planters .
Majestic Beauty Ash - Fraximus U. 'Majestic Beauty' or 'Orange
County'
Evergreen , or nearly so , selected form of Shame ] ash .
' Majestic Beauty' has become a favorite for creating canopy
shade . Once established , growth is rapid to twenty-five to
thirty feet in height and spread in ten years. With age, can
reach forty to sixty feet . Glossy , dark green leaflets of
Fraximus ' Majestic Beauty ' are contrasts to parent Shamel ash
with its light dull green foliage which is a seedling form. Hot ,
dry winds may cause tip burn and a sharp frost may cause some
leaf drop.
Shallow root tendency can create problems if deep watering
is not encouraged . On parking lot areas root guards are
important as is drip or bubbler installation to encourage deep
rooting.
Tipping new growth on young trees creates more balanced
mature form with age. Trees are relatively pest free. Regular
programmed irrigation in summer is especially essential for

Olive - Olea europaea 'Swan Hill '
A high-quailty tree with informal and picturesque growth.
Can be grown as a standard form or with multiple trunks . Canopy
cover with twenty to thirty foot diameter and fifteen to thirty
foot height creates strong filtered shade. Growth slow; however,
olives provide permanence .
Olives endure heat , cold , wind, and are drought tolerant
once established . Takes 180 temperature that Is valued
throughout desert areas . In recent years, availability of the
fruitless selection "Swan Hill " has become more real through
growers in Arizona . Provide deep irrigation. Remove suckers at
base of main trunk , thin interior small branches , keep canopy
structure Intact . Requires six-foot square planters and root
guards for best results .
Southern Live Oak - Quercus virginiana
Although native to southeastern United States, this oak tree
adapts well to desert conditions . A new selected form, Q.V.
' Heritage ' , has proven to be compatible in high temperatures ,
cold to 150 , wind, and tolerates widely spaced irrigation once
established. Available in Arizona.
A quality shade tree that should be used more, growth can
reach forty to sixty feet width and spread twice the height . Dark
green leaves are smooth edged. Leaves drop in spring prior to
new leaf development.
Growth rate moderate in heavy soils , more rapid in deep
moist soil . A tree for large shade patterns . Use 1n planters of
4 by 4 foot size.
Sweet Acacia - Acacia minuta
Often sold as A . farneslana which is cold-tender. Plant A .
mimuta where frost occurs . Grows vigorously thirty to thirty-
five feet with a spreading growth to twenty-five feet. Lift
lower branches to create more canopy growth . Bright green fern-

like foliage is outstanding in effect. Cold tender in the 260 to
240 range.
Small yellow, fragrant , puff- like flower balls begin color
show in January and reach full flower in February-March.
Trees are heat-resistant , wind tolerant , as well as water
efficient . Root structure generally deep, ideal for narrow or
small areas . Occupies a 4' by 4' square planter readily.
In youth , remove thorns on trunks when trees are used In
people-traffic zones .

WHEREAS, the City Council of the City of Palm Desert, California, did on

club, a first phase of 108 units on 35 acres, a
change of zone for 25 ages of drainageway from

declaration of environmental impact located
southeast of Portola Avenue and Highway 74.
Mr. Diaz explained that a continuance was being requested to February
20 and could possibly be continued after that, due to the
envircrmental impact report requiring a 30 day review period. He
indicated that the environmental impact report was being written by
the firm of Smith, Percni & Fax. Mr. Diaz stated that it was staff's
intent to readvertise the public hearing after the environmental
impact report preparation was completed.
Commissioner Richards felt there were probably some people present
who were unaware of the continuance.
Chairperson Whitlock opened the public testimony and asked if anyone
present wished to address the commission either in FAVOR or
OPPOSITION to the proposal. There was no one.

Moved by Commissioner Richards, seconded by Commissioner Jonathan,

B. Continued Case 'No.,7d4 89 - CITY OF PALM DFSECf, Applicant
Request for approval of an amendment to the
city's parking lot tree ordinance.
Mr. Diaz explained that the purpose of the ordinance was to clarify
the types of trees and how they should be planted to give the
developer better direction. He indicated that the amendment was

currently being inplemented through the administrative procedure. He
indicated that the ordinance would allow the city to give the
information to the developer/builder early in the planning process.
Mr. Diaz indicated that the plan was initiated by city ornsoil and
reviewed by the city's landscape consultant and he, John Wolmuth, and
Phil Joy worked together to revise the amern&mt. Staff recommended
adoption of the resolution recommending approval of the ordinance
amerkhent to city mil.
Camdssicner Jonathan indicated that he could not find the language
for one tree between six spaces to cant for covering both sides on a
double aisle. Mr. Diaz indicated that was in there, but might need
to be stated more clearly. Com nissicner Jonathan asked when the
effective date of the amendment was and Mr. Diaz stated that it would
be 30 days after adoption by the city council, but indicated that
staff was administratively applying those standards now.
Commissioner Richards noted that in places where trees are desired
(i.e. country clubs) after a while they grow tall and require
tapping. He wondered if the city had considered what would happen if
trees got too tall and the problems that could be created for trees
planted along the frontage road. He asked who would be responsible
for maintaining the trees. Mr. Diaz explained that the property
owner would be responsible, however, he felt that one benefit of deep
watering were deep roots and less problems of blowing over.
CYkairperson Whitlock indicated that of the trees being reeamwxled
very few require topping and would possibly be thinned out.
Chairperson Whitlock opened the public testimxry and asked if anyone
present wished to speak in FAVOR or CPPCSPFICN to the proposal.
There being no one, the public testimony was closed.

Moved by Commissioner Jonathan, seconded by Chairperson Whitlock,
approving the findings as presented by staff. Carried 3-0.

Mr. Joy explained that a copy of the amended ordinance was
distributed to the oommission, but since additional changes needed to
be made, staff was recommending a continuance to January 16, 1990.
Staff asked if crnmission had any camments to incorporate into the
plan.
Chairperson Whitlock asked why this issue was being brought up and
Mr. Joy indicated that city council had concerns with parking lot
shade. Chairperson Whitlock asked if it could be assmmred that the
present ordinance was being met when this issue was not discussed in
the staff reports. Mr. Joy informed oommmission that the present
ordinance required one 15 gallon tree per every seven spaces; he
stated that the new ordinance would require considerably more trees.
Chairperson Whitlock felt this was good.
Commissioner Richards expressed concern for visibility problems and
felt there might be some opposition in the future from businesses
along the frontages if signs/businesses were not easy to locate. Mr.
Joy clarified that at the present time the ordinance only applied to
parking lots, not street trees and indicated that frontage roads were
public parking.
Action:
Moved by Commissioner Richards, seconded by Chairperson Whitlock,
continuing ZOA 89-2 to January 16, 1990. Carried 3-0.

improve the quality of the environment , and beautify commercial ,

NOW , THEREFORE the City Council of the City of Palm Desert ,
DOES HEREBY ORDAIN as follows :
SECTION I : That Section 25 . 58 . 120 "Tree Requirements" of
the zoning section of the Palm Desert Municipal Code be amended
to read as follows :
"25 . 58 . 120 Tree Requirements . Landscaping within
the Off- street open parking areas shall be
provided to the extent of at least one twenty-four
Inch box tree , sized to nursery tree standards of
average height , width and caliper for each
species , per each three parking stalls or their
equivalent . Acceptable parking lot trees adopted
to the Coachella Valley environment shall be set
by resolution of the City Council and shall
continue In full force and effect until amended by
resolution of the Clty Council " "

SECTION 5 : The City Clerk shall certify to the passage of
this ordinance and shall cause the same to be printed once in the
Palm Desert Post , a newspaper of general circulation printed,

shall be in full force and effect thirty days (30 ) after its
adoption.

I just reviewed John's draft tree ordinance forwarded by
Phil Joy and have the following comments.
Maintenance Requirements. This section should also require
that significantly decayed, or injured or dead trees must be
replaced within 30 days. This draft requires that an owner
maintain the trees in perpetuity which carries with it
enforcement problems if an owner sells the property. Unless you
require the owner to execute an agreement to maintain the
landscaping that binds his successors in interest you may have
problems enforcing this on new owners.
Shade Coverage Requirement. I note that the staff report
recommended that trees shall provide Sot or more of shade
coverage within a period of ten years. This is not addressed in
the ordinance. Perhaps it is your intent to address it by the
resolution of "acceptable parking lot trees" . i—

Parking Lot Design. The staff report also recommended that
parking lots be designed with north/south orientation in order to
provide more morning or afternoon shad*. Even if you desire to
make this only a "preference" , it should at least be stated as a
preference somewhere in this ordinance.
Multi-Trunked Trees. The staff report also suggested the
use of multi-trunked trees in windy areas. Even though this may
only be a recommendation or a preference, ouch preference should
be stated in the ordinance or at least contained in the
resolution of "recommended parking lot trees" .
