I. REQUEST: Comments and recommendations on a requested tentative tract
map for a 49-lot mobilehome subdivision on 9.1 acres located within the Palm
Desert Greens Country Club and situated north of Country Club Drive and west
of Palm Greens Parkway.
II. RECOMMENDATION: By minute motion direct the Secretary to forward staff's
comments to the County Land Division Committee.
III. DISCUSSION: The project is an additional phase of the Palm Desert Greens
mobilehome subdivision project. The site is screened by an exisitng block wall
along the perimeter of the project. The only staff concern is that the parkway
adjacent to Country Club Drive be adequately landscaped to achieve both aesthetic
and noise alteration purposes.

Planning Considerations:
The applicant has requested this land division to create 49 additional mobilehome lots
within the Palm Desert Greens subdivision. The proposed use is compatible with surrounding
land uses.
RECOMMEMATION:
The Land Division Committee recommends APPROVAL, subject to the attached conditions, based
on the following:
1) The proposal is consistent with the surrounding mobilehome subdivision.

Cathedral City-Palm Desert District September 29, 1977
The tentative subdivision shall conform► to the requirements of Ordinance 460, Schedule A,
unless modified by these conditions.
1. If any grading is proposed, the subdivider shall submit one reproducible brownline
and four prints of a comprehensive grading plan to the Riverside County Surveyor's
Office. The plan shall comply with the Uniform Building Code, Chapter 70, as amended
by Ordinance 457. The Surveyor's Office shall transmit prints to the Flood Control
District and the Department of Building and Safety for approval.
2. The subdivider shall submit a soils report to the Riverside County Surveyor's Office,
unless waived by the Building and Safety Director. The report shall address the
soils stability and the geological conditions of the site.
3. the subdivider shall provide easements for roadway slopes, drainage facilities,
utilities, etc. Such easements shall be dedicated as approved by the Road Commis-
sioner.
4. Street names for the proposed subdivision shall be subject to the approval of the
Road Commissioner.
5. Water and sewerage disposal facilities shall be installed in accordance with the
provisions set forth in the Riverside County Health Department letter dated 6/9/77,
a copy of which is enclosed.
6. An application shall be processed through the Local Agency Formation Committee for
a new County Service Area or for annexation to an existing Service Area if street
lighting is proposed to be installed, or if street lighting is to be installed on
any street which is or will be dedicated to public use. The street lighting plan
shall be approved by the County Road Department prior to installation of poles and
fixtures.
7. The subdivider shall provide the following street improvements in accordance with
Riverside County Road Improvement Standards (Ord. 461):
a. Black Horse Way, Reche Lane, Desert Greens Drive South shall be improved with
36 ft. of asphalt concrete paving and concrete curb and gutter within a 60 ft.
dedicated right of way with minimum centerline radii of 300 ft.
b. Additional right of way along Country Club Drive shall be conveyed for public
use to provide for a 55 ft. half-width right of way.
c. Right of way along Palm Greens Parkway shall be offered for dedication to
provide for a 40 ft. half-width right of way.
d. Standard cul-de-sacs and knuckles shall be constructed throughout the sub-
division.
e. Lot access shali. be restricted on Country Club Drive and so noted on the final
map.

f. Corner cutbacks shall be shown on the final map.
g. Adequate flood proofing and drainage control shall be provided as approved by
the Riverside County Road Commissioner.
8. In regard to flood and water drainage control, Coachella Valley County Water District
letter dated June 15, 1977 is enclosed.
9. Applicant shall provide Schedule "A" fire protection pursuant to the provisions of
Riverside County Ordinances 460 and 545.
10. All delinquent property taxes shall be paid prior to recordation of the final map.

Gentlemen:
The Department of Public Health has reviewed Tentative I-lap No. 9836 and recommandsa
that:
A water system shall be metalled according; to plans and specifi-
cations as approved by the water company and the Health Department.
Perman6nt prints of the plans of the water system sahaall be submitted
in triplicate, with a minimum scale not lose than, one inch equals
200 feet, along with the original drawing„ to the County Surveyor.
The prints skull show the Internal pipe diameter, location of valves
and firm hydrants; pipe and Joint specifications and the size of the
main at the Junction of the new system to the enietin+; system.. The
plasm shall comply in all respects with Div. 5, Part 1, Chapter 7 of
the California Health and Safety Code:, California Administrative Code,
Title 17, Chapter 5, and General Order kto. 103 of the Public Utilities
Corai.sssiozn of the State of California, when applicable. The plans
(shall be signed by a registered engineer and water company with the
following certification: "I certify that the design of the water system
in Tract No. 9836 is in accordance with the Plater system expansion plane
of the Coachella Valley County lister District and that the water ,source,
storage, and distributions system are adequate to comply with Riverside
County Ordinance No. 460." This certification shall be signed by a re-
sponsible official of the water company. The plans must be submitted
to they County Surveyor's Office to review at least two weeks prior
to the request for the recordation of the fiscal map.
This Department has ai statement from the Coachella Malley County Suter District
agreeing to serve domestic grater to each and every lot in the subdivision on demand
providing satisfactory financial arrangements are completed with the subdivider. It
will be necessary for the financial arrangements to be made prior to the recor-
dation of the final. asap.

This Department has a statement from the Coachella Valley County Uater District
agreeing to allow the subdivision sewage eyaatem to be connected to the sewers of
the district. The sewer system shall be installed according to plans and specifi-
cations as approved by the district, the County Surveyor and the Realth Department.
Permanent prints of the plans of the sewer system shall be submitted in triplicate,
along with the original, drswiLng, to the County Surveyor. The prints shall show
the internal pipe diameter, location of maWtoles, complete profiles, pipe and
joint specifications, and the size of the sewers at the junction of the nev system
to the existing system. A single plat indicating location of sewer lines and
water lines shall be a. portion of the savage plans and profiles. The plans shall
be signed by a registered engineer and the newer district with the following
certifications "I certify that the design of the sewer system in Tract No. 9836
is in accordance with the: sever system expansion plans of the Coachella Valley
County Water District and that the waste disposal system is adequate at this time
to treat the anticipated wastes from the proposed tract." This certification
shall be signed by as responsible official of the sewer district. The plans must
be submitted to the County Surveyor's Office to review at least two weeks prior
to the request for the recordation of the final map. It will be necessary for
the financial arrangements to be made prior to the recordation of the final map.
