Subject:July 4 Fireworks
Dear Council Members,
Please cancel this year's 4 July Fireworks, as Palm Springs has done.
Fireworks are a wasteful expense, burned out in minutes, leaving no trace of benefit once blown.
They trigger horrifying experiences for those valiant veterans who suffer PTSD.
They terrify animals.
They offer a fire hazard while we are amidst this coming drought.
Thank you for your consideration. And for serving to represent us.
Sincerely,
Ann Hart

Mayor Hileman,
Re: Leaf Blower Usage
My name is Brice Nielsen. I live in Palm Desert Greens Country Club.
Recently I heard from my gardener that gas leaf blowers were not allowed to be used until
after 9:00 AM. That the hours of usage had changed because a resident of the same
Country Club called the Code Compliance Department and complained because of the
NOISE. And then the gardener said something about emissions from the gas or something
like that.I thought okay, yes they are noisy but the noise is for a short amount of time. Less
than 15 minutes. We don't have a lot of property. But what we do have we should be able
to enjoy. I also thought, hmmm, I have an electric leaf blower so I can use it after 7:00 AM
because of the NOISE.
Yesterday, April 21,2021, I called my Home Owners Association (HOA) and the Code
Compliance Department and found out from both that leaf blowers (gas and electric) can
only be used on specific days and times. Considering how hot it gets in Palm Desert I
believe that these times are dangerous with respect to the health and safety of
landscapers/gardeners. other residents and me. 9:00 and 8:00 AM?
My story is this:
I have a fence which divides my property with my next door neighbor. Unfortunately, his
bougainvillea bush is planted just beyond the ending of my fence. So with the wind, no
matter how little, some dirt/sand and the droppings from his bush travel to my property.
The majority of the droppings settle where my sliding door opens. Many, many times in
the three (3) plus years that I have lived here I have filled a 3 gallon bucket/pail with these
droppings. Believe me I got tired of this and it ruins my living environment. So enough of
that. I started using my electric leaf blower. Less then 5 minutes. Now because of these new
hours 9:00 AM and 8:00 AM I have to wait 2-3 hours to remove this debris just isn't right. I
wake up 6-7 AM. I make my morning tea, open the sliding door and step into puddles of
bougainvillea droppings to enjoy the Palm Desert morning. NOT!
I have even thought about moving but the grass isn't always greener.
I have gone to considerable expense to alleviate this issue but the droppings keep finding a
way to my sliding door.
Bottom line is I guess its the Noise of this tool that people don't like. But almost everything
is NOISE. Examples to include:
Sirens
Dogs barking
Music
Birds
People in the kitchen having a conversation with the windows closed in the house behind
me
Motorcycles
Car alarms
Burrtec waste
Electric saws and sanders
Lawn mowers
Loud cars plus many others.
And what about this - because of the limited hours of leaf blower usage less income for
landscapers/gardeners less money to Palm Desert economy. And, again the health and
safety of users due to Palm Desert weather.
My belief this issue should fall under the NOISE section.
What I am asking is because of the Health and Safety of users and to allow a retired nurse
enjoy her property/living environment is to rethink and implement new hours of usage, for
instance, 7:00 AM? Or to make an exception for a new time only to Palm Desert Greens
like our HOA has with Burrtec Waste?
If you have any questions or would like to visit this issue in person I can be reached at 805-
698-4375.
Thank you.
Brice Nielsen
