C35520C STAFF REPORT CITY OF PALM DESERT PUBLIC WORKS DEPARTMENT MEETING DATE: May 13, 2021 PREPARED BY: Randy Bowman, Senior Project Manager REQUEST: Accept Contract No. C35520C with Granite Construction Company, of Indio, California for the San Pablo Streetscape Improvement Project Phase I and Authorize the City Clerk to file the Notice of Completion (Project No. 691-16) ___________________________________________________________________________ Recommendation By Minute Motion: 1. Accept Contract No. C35520C with Granite Construction Company, of Indio, California for the San Pablo Streetscape Improvements Phase I Project (Project No. 691-16); and 2. Authorize the City Clerk to file the Notice of Completion. Strategic Plan The improvements to the San Pablo Corridor fulfilled priorities identified in the City’s Strategic Plan, including the following: • Tourism and Marketing – Priority 1: “Improve access to Palm Desert and its attractions to enhance the ease of lifestyle.” • Transportation – Priority 1: “Create walkable neighborhoods and areas within Palm Desert that would include residential, retail, services and employment centers, and parks, recreation and open space to reduce the use of low occupancy vehicles.” • Transportation – Priority 3: “De-emphasize single/low-occupancy vehicles and optimize modes of travel (bus, carpool, golf-cart, bicycle and pedestrian).” • Land Use - Priority 4: “Create a mixed-use city core integrating shopping, dining, lodging, and housing.” Background Analysis On April 25, 2019, the City Council awarded Contract No. C35520C for the San Pablo Streetscape Improvements Phase I to Granite Construction Company, of Indio, California, in the amount of $7,941,158. At that time, the City Council authorized a twenty percent (20%) contingency and authorized the City Manager to approve such changes up to that amount. A total of $748,597.07 for Change Orders have been approved, bringing the total contract amount to $8,689,755.07. The City and Granite Construction Company are negotiating two claims related to the project. Once the negotiations are concluded, the City Council will be presented with the settlement and a contract amendment for the construction manager for additional services being rendered for claim settlement.
