HomeMy WebLinkAbout27 CDBG Annual Action PlanSTAFF REPORT CITY OF PALM DESERT CITY MANAGER’S OFFICE MEETING DATE: May 13, 2021 PREPARED BY: Christopher Gerry, Senior Management Analyst REQUEST: Hold public hearing and request submission of the Fiscal Year 2021-22 Action Plan for the Community Development Block Grant (CDBG) Program to the U.S. Department of Housing and Urban Development. Recommendation By minute motion: 1. Open the public hearing and receive comments regarding the Fiscal Year 2021-22 Action Plan, including funding recommendations for the Community Development Block Grant (CDBG) Program; and 2. Approve submission of the Fiscal Year 2021-22 Action Plan to the U.S. Department of Housing and Urban Development (HUD). Background The Community Development Block Grant (CDBG) Program, which is administered by the U.S. Department of Housing and Urban Development’s (HUD), provides eligible jurisdictions federal funds to address the needs of low and moderate people, to allow for neighborhood improvements, and to be available for urgent needs. The City is required to submit an application (Action Plan) annually to HUD that outlines CDBG funding recommendations while addressing other federal requirements. In Fiscal Year 2021-22, the City will receive $418,663 in CDBG funds. The CDBG funding recommendations can be found as Attachment A. The summary of grant applications, which includes on overview of applicants and funding rationales, can be found as Attachment B. Finally, the Action Plan and grant applications can be found at https://arcg.is/1mrnie0. The City has also undertaken various steps during the development of the Action Plan to promote public participation, which is consistent with the City’s HUD-approved Citizen Participation Plan. Those public participation activities include: • February 25, 2021: The City Council held a public hearing to begin the public participation process. This process included a 30-day public comment period as well. Concurrently, the City began soliciting proposals to fund nonprofit organizations for public services and public facilities and improvements. May 13, 2021 - Staff Report CDBG Program Page 2 of 2 • April 14. 2021: The Outside Agency Funding Committee (Committee) convened to allow for public comment and discussion of the CDBG funding recommendations. The Committee unanimously recommended the City Council approve the CDBG funding recommendations. • April 14, 2021: City staff opened an additional 30-day public comment period. • Mav 14. 2021: End of the 30-day public comment period. Following City Council's consideration and the public comment period, City staff anticipates submitting the Action Plan to HUD for approval on May 15, 2021. Fiscal Analvsis The submission of the Action Plan is required to receive the City's federal formula allocation of $418,633 in CDBG funds for Fiscal Year 2021-22. LEGAL REVIEW 2}4 Robert W. American Red Cross (Public Services)  Requested Amount: $10,000  Funding Recommendation: $10,000  Program Description: o The agency offers the Home Fire Financial Assistance Program, which provides households affected by home fires in the Coachella Valley with lodging, food, clothing, and other essential. Once essential needs are met, the program provide a caseworker to the families to assist with additional resources. The agency proposes to assist 16 households. 2. Big Brothers Big Sisters of the Desert (Public Services)  Requested Amount: $10,000  Funding Recommendation: $10,000  Program Description: o The agency facilitates one-on-one mentoring for at-risk youth up to 18 years old. The agency requests funds for specialized guidance and counseling to develop career paths for at-risk youth in high school. Note that 75% of the youth served are from single parent households; 77% qualify for free or reduced lunch programs; and 8% have an incarcerated parent. The agency proposes to serve up to 45 youth. 3. Coachella Valley Women’s Business Center (Public Services)  Requested Amount: $20,000  Funding Recommendation: $ 0  Program Description: o The agency counsels entrepreneurs at every stage of business development and expansion. Its client focus is on women entrepreneurs, but provides services to everyone. The agency requests funds to reach out to underserved early-stage entrepreneurs and provide technical assistance and guidance. The agency proposes to serve 20 clients. The City previously awarded this agency $30,000 in CDBG funds (CARES Act). The City is currently working with the agency on expending its existing funds. 4. DAP Health (Public Services)  Requested Amount: $20,000  Funding Recommendation: $ 0  Program Description: o The agency, formerly Desert AIDS Project, enhances and promotes the health and well-being of the community by providing primary and preventive healthcare services, including primary medical care, HIV and Hepatitis Grant Applications Page 2 of 3 specialty care, dentistry, behavioral health and social services. The agency requests funds for its career development program, which assists clients with employment opportunities. The agency proposes to serve 100 clients. The City previously awarded $40,000 in CDBG funds (CARES Act). The City is currently working with the agency of expending its existing funds. 5. Desert Ability Center (Public Services)  Requested Amount: $15,000  Funding Recommendation: $ 0  Program Description: o The agency maximizes the quality of life for people with disabilities by providing them with greater access to resources in the community. The agency requests funds to purchase equipment and launch a sled hockey clinic initially using inline skates (in anticipation of the construction of an ice rink in the future). The agency proposes to serve 24 clients. While a competitive application, the service may be premature until further development of an ice rink. 6. Desert Access & Mobility (Public Services)  Requested Amount: $10,000  Funding Recommendation: $10,000  Program Description: o The agency provides transportation services to individuals who are blind, disabled or cannot drive safety. Clients are assisted from their front doors to final destinations (e.g., doctors, groceries, employment), and can be picked up typically within 15 to 20 minutes for return transportation services. Drivers can assist members with carrying packages or groceries as well. The agency proposes to serve 75 clients. 7. Fair Housing Council of Riverside County (Public Services & Program Administration)  Requested Amount: $42,200  Funding Recommendation: $42,200  Program Description: o The agency provides fair housing services throughout Riverside County. As a recipient of CDBG funds, the City is mandated to provide fair housing services. The agency requests funds for various operational costs and proposes to serve 475 households. 8. Operation Safehouse (Public Services)  Requested Amount: $10,000  Funding Recommendation: $10,000  Program Description: o The agency serves runaway youth, homeless and at-risk youth in the Coachella Valley. The agency requests funds for staffing to continue the operation of the Harrison House (transitional living home), which supports homeless young adults ages 18 to 22 who seek becoming independent and self-sufficient. The agency proposes to serve 20 youth. Grant Applications Page 3 of 3 9. City of Palm Desert (Public Facilities and Improvements)  Requested Amount: $24,163  Funding Recommendation: $24,163  Project Description: o The City has a CDBG-eligible census tract bound by Fred Waring Drive (north), Highway 111 (south), San Pablo Avenue (west) and Portola Avenue (east). The City requests funds to construct improvements at Palma Village Park. City staff is conducting community outreach to identify the types of improvements desired by the residents as well. 10. Desert Arc (Public Facilities and Improvements)  Requested Amount: $ 60,000  Funding Recommendation: $ 60,000  Project Description: o The agency enhances the quality of life and creates opportunities for people with disabilities. The agency requests funds to construct a covered sheltered that provides for client programming, emergency drills and real emergencies. 11. John F. Kennedy Memorial Foundation (Public Facilities and Improvements)  Requested Amount: $109,300  Funding Recommendation: $109,300  Project Description: o The agency provides programs related to literacy, teen mentorship, home visitation, and a full-service pediatric center. The agency requests funds ($72,900) to replace its facility’s deteriorating roof. The agency also requests funds ($36,400) to implement security improvements identified by the Palm Desert Police Department through its Crime Prevention through Environmental Design (CPTED) Program. 12. The Joslyn Center (Public Facilities and Improvements)  Requested Amount: $ 80,000  Funding Recommendation: $ 80,000  Project Description: o The agency provides numerous services for seniors, including social and health/wellness programs. The agency requests funds to begin constructing Americans with Disabilities Act (ADA) improvements in its restroom facilities. 13. City of Palm Desert (Administration)  Requested Amount: $63,000  Funding Recommendation: $63,000  Project Description: o The City can allocate up to 20% of new funds for administrative costs to manage the CDBG Program. The total amount of recommended administrative funds is approximately 76% of the Fiscal Year 2021-22 CDBG allocation. CITY OF PALM DESERT NOTICE OF PUBLIC HEARING AND PUBLIC COMMENT PERIOD COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM FISCAL YEAR 20 21-22 ACTION PLAN NOTICE IS HEREBY GIVEN THAT a public hearing will be held by the City of Palm Desert to receive public comments pursuant to the Housing and Community Development Act of 1974 as amended and the Community Development Block Grant (CDBG) Program regarding the proposed Fiscal Year (FY) 2021-22 Action Plan. The City will hold a virtual public hearing on May 13, 2021, at 4:00 p.m., or thereabouts to receive public comments regarding the CDBG Program and related items stipulated therein. Anyone interested in providing public comments to include within the proposed FY 2021-22 Action Plan is encouraged to attend the virtual meeting or contact City staff. The City will accept public comments from April 14, 2021, through May 14, 2021, by 5:00 p.m. Those interested in obtaining providing public comments may submit written comments by emailing cgerry@cityofpalmdesert.org, or mailing 73510 Fred Waring Drive, Palm Desert, 92260 (attention: Chris Gerry). In addition, the City Council will consider public comments relative to the FY 2021-22 Action Plan, including funding recommendations, at this public hearing as well. The virtual public hearing will be conducted in accordance with the City’s emergency protocols for social distancing, and may be viewed on the City’s website at www.cityofpalmdesert.org/our-city/mayor -and-city- council-/city-council-meeting-information-center.
