C. DESCRIPTION:
The change of zone would involve two lots on the south side of Park
View Drive fronting onto Monterey Avenue and Acacia Drive. The
Monterey lot is occupied by a CVWD facility; the Acacia lot by a
radio station approved as a community facility (CUP 09-81). The cup
was approved prior to the Palma Village Plan office designation. The
proposed changes of zone initiated by the radio station would simply
make the zoning consistent with the Patna Village Plan and the
developed use of the property. The CVWD property was included to
create continuous O.P. zoning extending south on Monterey. Public
utility uses are permitted in all zones. The operation of the radio
station has not generated any ccmplaints or problems.

Mr. Drell outlined the salient points of the staff report and
recamended approval.
Chairman Erwood o ep reed the public testimony and asked the applicant
to address the commission.
MR. GABRIEL KING, with Carousel Design Group, described the
building materials to be used.
Chairman Erwood asked if anyone present wished .to speak in FAVCR or
CLPFOSITICN to the proposed. There being no one, the public testimony
was closed.
Commissioner Richards requested more information on the senior
overlay zone and the density being requested. He Pelt the density
was too high. Mr. Drell explained that the zoning was R-3 S.O.,
which allows one unit per 2500 square feet. He indicated that in the
senior overlay zone density bonuses can be requested if they
applicant chooses to develop units for seniors, but indicated that
the applicant in this case was only requesting the base zone.
Action:
Moved by Commissioner Whitlock, seconded by Chairman Erwood,
approving the findings as presented by staff. Carried 3-1

Mr. Drell outlined the salient points of the staff report. He
explained that the applicant is requesting office professional use as
recaanended in the Palma Village Plan and noted that no complaints
had been received about this parcel. Staff recamiended approval.

Chairman Erwood opened the public testimony and asked if the
applicant wished to address the oommission.
MR. PAUL POSEN, 82-231 Johnson in Indio, thanked the commission
for their consideration and asked for approval of the request to
allow conformance with the Palma Village Plan.
Chairman Elwood asked if anyone present wished to speak in FAVOR or
i OPPOSITION to the proposed. There being no one, the public testimony
was closed.
Commissioner Richards stated that he was present when the cannissicn
allowed this and didn't believe there has been a problem.
