(Manufacturing Service Commercial) Riverside County, to S.I. (Service Industrial) for property located on the south side of Joni Drive, 725 feet west of Cook Street. APPLICANTI City of Palm Desert I. BACKGROUND: Description of Site: The property is slightly more than one half (14) an acre in area and houses the maintenance division of the city's public works department. II. ANALYSIS: A. Background: The city for the past several years has operated its maintenance operation from the facility on Joni Drive. Due to some problems maintaining the non- taxable status for the property, the city is proposing to annex this individual lot to the city. State law has provided specific provision to permit the annexation of territory not contiguous to the city to which the property will be annexed provided the property is owned by the city and used for municipal purposes. B. Adjacent Zoning/Land Use: North: MSC/Industrial East: MSC/Industrial West: MSC/Industrial South: R-I/Vacant C. General Plan Land Use Designation: The city's general plan covered this area and designated the property S.I., Service Industrial. The existing county general plan is a land use category I or 2, however, county staff could not be more precise without an actual application being referred to the Board of Supervisors. The proposed zoning is in conformity with the city's general plan which would be in effect should the annexation be approved. D. Environmental Assessment: The director of environmental services has determined that the preannexation change of zone to permit the annexation of city owned and municipally used property is a class 19, categorical exemption for the purposes of CEQA. E. Discussion: The requested prezone is necessary to facilitate the annexation of this property to the city. There will be no physical change to the site or the property around it. Annexation of the site into the city should permit the city to maintain the non-taxable status for the property. The site has previously been designated in the Palm Desert General Plan and is within the Palm Desert Sphere of Influence. - 1 - Staff Report C/Z 84-1 (Continued) F. Required Findings: Required findings for Case C/Z 84-1: 1. That the land use resulting from the change of zone would be compatible with adjacent proposed land uses. That property is Assessor' s Parcel No. 624-071-014-3. The address is 74-833 Joni Drive. The legal description is Lot 36 of Map Book 88/11, Tract 5224. Ray, I would appreciate it if you would commence the annex- ation proceedings for this property. Kirby, I got your note regarding our tax liability. I understand that since the property is unannexed as of March 1, 1984, we will also have to pay a tax bill for fiscal 1984-85. I am sending to you the tax bills that I have received for your review and action. Obviously they will require a special appropriation in order to pay this.
