By Minute Motion, make the following appointments and reappointments for a four

Strategic Plan
Appointment/Reappointment of individuals to the City’s standing Committees and
Commissions furthers the Strategic Plan’s objective of continuing to provide opportunities
for valuable citizen engagement in the City’s governance.

Background Analysis
City Councilmembers were provided with copies of current active Committee/Commission
applications and roster information and interviews of selected applicants were scheduled
over the course of three City Council study sessions on May 26, June 7 and June 11,
2021. Following the third study session, staff was given direction about appointments and
reappointments as indicated above . Approval of the recommendations is respectfully
requested.

Appointments and reappointments to City Committees and Commissions do not make a
fiscal impact on the City 's budget.

software platform implementations. Led manufacturing group in implementation of two -year, $50,000,000 Oracle and
Salesforce software platforms install project across corporation, ensuring software met needs of field and customer.
Implemented a Supply Chain Transportation Carrier Management system giving real -time delivery truck locations and
expected delivery time to customers such as The Home Depot as well as Job-Site deliveries to city located projects with
critical delivery times.

2 weeks to 24 hours.
Implemented an automated loading and shipping document generating system based on an ORACLE® platform which
automatically corrected invoices and generated invoices streamlining the collections process.
Plant Manager, 2004 – 2017
Oversaw numerous facilities across country and globally. Implemented and improved manufacturing methods at plant level
using Lean Six Sigma methods during new product launches. Fostered employee safety improvements through automation and
robotics in material handling. Had total P&L responsibility for the facilities.

Michael is the founding principal and president of McAuliff e & Company, Inc.
He established the Palm Desert based company in 2006 and has been pracƟ cing
architecture in the Coachella Valley since 1996. He works with public and private clients
and engages in a diverse range of project types. These include commercial, municipal,
hospitality, religious, and private residenƟ al works. Client-focused creaƟ ve design is the
signature common to his work.
As a porƟ on of his architectural training, Michael had the good fortune to study abroad.
Time spent travelling in Europe and schooling in Italy had an indellible infl uence on his
design sensibiliƟ es. While compleƟ ng his studies at the University of Detroit, he also
interned as a carpenter’s apprenƟ ce gaining invaluable fi eld experience and a pragmaƟ c
appreciaƟ on of the construcƟ on process; experience that serves him to this day.
Michael thoroughly enjoys designing for the built environment and has accrued a body
of disƟ ncƟ ve projects refl ecƟ ve of his versaƟ lity and skill. Michael has completed
projects in Michigan, Washington, and California. For nearly thirty years, he has
collaborated with clients, contractors, consultants, and fellow design professionals in the
making of architecture and the delivery of successful projects.
Outside the offi ce, Michael is an avid reader, dabbling musician, amateur sourdough
bread baker, youngest church elder, proud father of seven remarkable adult children,
and blessed husband to amazing wife and business partner, Linda.

Motivation:
Since high school I have been committed to visual art, as an artist, curator and
director of organizations. On AIPP I enjoy the team experience and how our ideas
can benefit the conceptualization of City art projects. There are many more
opportunities for interactive, and imaginative public art works that could take Palm
Desert to another and higher level of inspiring and engaging civic spaces for our
residents and visitors. Although our we have budget limitations, there are ways we
could economically create artistic "selfie" backdrops can will automatically become
internationally distributed social media beacons for Palm Desert. Some works are
created by light alone which is economic, and does not disturb the daytime
hardscape. Virtual reality works are loved by younger audiences. The planning

Greetings! I have a BA in Business Administration for Cal State San Bernardino. I
graduated back in 1984. My work history consisted of two main fields over 37 years.
The first, I was manager of two Country Clubs, one in Redlands, the other in Anaheim
Hills. Then I switched to health care and was employed in a major pharmaceutical
company and then an corporate office for a large multi-state home care agency
taking care of seniors and people who need care.
Civic Involvement:
Years ago, I was a volunteer with the Aids Services Foundation in Orange County. I
used to visit Aids patients as an "emotional support volunteer. " This was when the
Aids crisis was at it's worst in the 1990's. Then more recently from 2006 through
2016 I was a friendly visitor for the Council on Aging in Orange County. Both
volunteer efforts were fulfilling. As of now, I am a senior advocate on my own. I have
a servants heart wanting to help people along the way. (Please note: On the two
references, that will still take awhile. Two of my closest Palm Desert Resident friends
have said yes to be a reference for me, but I still have to get them the form. They are
Elaine Walsh and Ray Cunningham.)
Other Special Training or Experience:
Going back 15 years, I passed the state test and was licensed by the State of CA as a
realtor. Then in keeping with my role in health care as a long term care insurance
analyst, I studied and passed the test for an insurance license with the State of CA. I
also passed the CBest test to be able to be substitute teacher as a personal challenge
with the idea I could do that as a side job. But when I became a manager and
supervisor in health care administration I was so busy with that, I couldn't do
anything else. I guess I like to pass difficult tests with the idea of challenging myself.
I also passed the AHIP test which is a extremely hard test regarding Medicare sales.
Here, I help attend to my dad who is 88 years old who is still smart, cognitive and and
thriving. He lives close by. In general, I know a lot about country clubs with the
clubhouses and golf courses. I also possess extensive knowledge in health care both
skilled and non-medical.

Now that Covid is almost over, I thought it would be good to join a volunteer effort

INFORMATION:
I have resided in the city of Palm Desert California for almost 38 years. I
retired as a Captain with the Riverside County Sheriff’s in 2012, after
almost 29 years of public safety experience and service. During my law
enforcement career, I worked homicide investigations for over 6 years,
worked many ranks within the contract city of Palm Desert and was the
designated Assistant Chief of Police for Palm Desert at one point. I was
involved in numerous technology related projects. These included
Automated License Plate Readers, Body Worn Cameras, along with
research and development of major databases used to help organize
major criminal investigations. I was also involved in the planning and
construction of two Sheriff’s Stations, Palm Desert and Thermal, along
with the planning of the Sheriff’s Jon Benoit Detention Center in Indio.
I have remodeled four residences in the past, initiating and working
through planning, architecture, permitting and construction on numerous
occasions.
Through out my public safety career and continuing through my
retirement, I have attended city council meetings in almost every city
within Riverside County, attended Board of Supervisors meetings and
commissions, regularly attend the City of Palm Desert council meetings,
attended numerous city commission meetings and worked hand in hand
with city staff on numerous occasions. I am currently a commissioner on
the Public Safety Committee. I also was part of preparing the strategic
