First Item 28.: REQUEST TO INITIATE A ZONING ORDINANCE AMENDMENT REGARDING DRIVE-THROUGH RESTAURANTS IN THE CITY OF PALM DESERT (CC) I have read the current Staff Report, and have been following the discussions to date. I realize there are many negotiations and compromises that have been made in the recommended ZOA. However, two specific discussions seem to have been forced into the recommendations. One is that the total area of a shopping center seems to be artificially set at over 15 acres. I believe this is likely due to the desire to include two particular centers that don't actually appear to be suitable at all for drive-through uses. These two centers, in my opinion, are 111 Town Center shopping center, and Palms to Pines West shopping center. In my previous letters of comment, I have spelled out my major concerns with allowing drive-throughs at either of these centers. Much of my opposition is regarding traffic and trash issues. I will just add that the other locations recommended, along with the recommended Design Standards and Conditions of Approval seem to be reasonable. Second Item 29.: REQUEST FOR DIRECTION ON ALTERNATIVE FOR THE CV LINK CONNECTORS IMPROVEMENTS (PROJECT NO. 708-20) (CC) I'm not sure if this is the correct forum for my comments regarding CV Link. I will just mention that there seems to be a very real safety concern along the South side of Park View Drive. On the South side of the street alone, where the CV Link lanes are located there are more than 12 intersections and driveway crossings. Each one of these poses a serious hazard, as you can imagine. This is especially aggravated by the removal of the shoulder lane for right-hand turns. Personally, I have experienced several occasions while making a right turn off of Park View, where the car behind me does not slow down enough for me to complete my turn. I would recommend that before completing the CV Link along Park View Drive, there should be a traffic study or investigation into Public safety concerns.
