CITY OF PALM DESERT, CALIFORNIA I. CALL TO ORDER Chair Buller called the meeting to order at 3:30 p.m. II. ORAL COMMUNICATIONS Senior Management Analyst, Jessica Gonzales, advised the Commission no comments or inquiries were received by email or voicemail, nor were any requests for public participation received for the meeting. MINUTES REGULAR HOUSING COMMISSION MEETING – VIRTUAL MAY 5, 2021 2 Mrs. Gonzales provided introduction to Management Specialist II, Claudia Jaime, who will soon be part of the Housing Division and the new recording secretary for the Housing Commission. IV. CONSENT CALENDAR A. MINUTES of the Virtual Regular Housing Commission meeting of April 7, 2021. Rec: Approve as presented. Action: Upon a motion by Vice Chair Guinaw, seconded by Commissioner Mireles, and a 6-0 vote of the Housing Commission the Consent Calendar was approved as presented (AYES: Ault, Buller, Ballard, Guinaw, Mireles, and Morrison; NOES: None; ABSENT: None). V. ACTION ITEMS A. REQUEST FOR CONSIDERATION of a recommendation to authorize the use of named vendors for the Palm Desert Housing Authority (“Authority”) by granting an exception to the bidding requirements and approving the Authority Vendor List. Senior Management Analyst, Jessica Gonzales, acknowledged the staff report before the Commission and provided a presentation on the item. She invited questions or comments regarding the item and recommendation, to which there where none. Upon a motion by Commissioner Mireles, seconded by Commissioner Ballard, and a 6-0 vote of the Housing Commission a recommendation to authorize the use of named vendors for the (“Authority”) by granting an exception to the bidding requirements and approving the Authority Vendor List was approved. (AYES: Ault, Buller, Ballard, Guinaw, Mireles, and Morrison; NOES: None; ABSENT: None). B. REQUEST FOR CONSIDERATION of a recommendation to authorize the use of Lowe’s Home Centers, Inc., Home Depot U.S.A., Inc., and HD Supply Facilities Maintenance for Purchase of Materials, Supplies and Appliances for Palm Desert Housing Authority Properties (“Authority”) for FY 2021/2022. Senior Management Analyst, Jessica Gonzales, acknowledged the staff report before the Commission and provided a presentation on the item. She invited questions or comments regarding the item and recommendation, to which there where none. Upon a motion by Commissioner Ballard, seconded by Commissioner Mireles, and a 6-0 vote of the Housing Commission a recommendation to authorize the use of Lowe’s Home Centers, Inc., Home Depot U.S.A., Inc., and HD Supply Facilities Maintenance for Authority Properties for FY 2021/2022 was approved. Commissioners Reports and Remarks Vice Chair Guinaw thanked staff for including the article on the replacement of the boilers at One Quail Place in the Palm Desert Brightside newsletter. B. Commission Reports Chair Buller moved on to the next agenda item, the summary of City Council and Housing Authority Actions. Senior Management Analyst, Jessica Gonzales, advised the Commission there were no reportable actions from the City Council and Housing Authority meetings since the last Housing Commission meeting. Mrs. Gonzales proceeded to the next item regarding the draft letter of appreciation for former Director of Community Development, Ryan Stendell. In response to a request by Commissioner Mireles, Mrs. Gonzales stated staff could forward a copy of the letter of appreciation for Mr. Stendell to the Housing Authority Board. C. RPM Company Monthly Reports for February 2021 RPM Company Vice President, Teresa Vakili, acknowledged the RPM reports provided to commissioners for the month of February 2021. Ms. Vakili reported in the month of February 2021 RPM staff contacted 263 individuals on the interest waitlist and processed 61 re-certifications. She stated the current occupancy rate is at 98% for Authority properties. Ms. Vakili reported from February 2021 to May 4, 2021 RPM staff has completed 252 lease renewals. From February 2021 to the current date there have been 33 move-ins and 30 move-outs for the Authority properties collectively. Ms. Vakili advised four HVAC units were replaced using the Southern California Edison Energy Savings Assistance Program. She reported a slab leak at One Quail Place which required residents to be transferred to a different unit to allow repair of the leak. Ms. Vakili further reported that currently, approximately 60% of the roof rehabilitation project at One Quail Place and 75% of the roof rehabilitation project at Candlewood Apartments, has been completed. In response to inquiry by Commissioner Morrison, Ms. Vakili stated Authority properties do not have common area security cameras as the associated cost is excessive and the cameras are unable to capture the entire property, which can be a liability. Additionally, in the past camera equipment was vandalized repeatedly causing an additional expense. MINUTES REGULAR HOUSING COMMISSION MEETING — VIRTUAL VII D. She reported there are two applications which were determined eligible. One applicant has work currently in progress to repair their roof. The second applicant has had their application approved and is in the process of getting their roof repair started. In reply to inquiry by Vice Chair Guinaw, Mrs. Gonzales confirm applicants can choose their own vendors but noted the vendor of their choosing must meet licensing requirements as well as other criteria to be considered an eligible vendor. Ms. Gonzales added staff recommends the solicitation of multiple vendors to the applicant to ensure they are receiving the most economical option.
