HomeMy WebLinkAbout17 Addtional CDBG Funds� STAFF REPORT CITY OF PALM DESERT CITY MANAGER'S OFFICE MEETING DATE: PREPARED BY: July 8, 2021 Christopher Gerry, Senior Management Analyst REQUEST: Request to program $6,169 in new Community Development Block Grant (CDBG) Program funds toward the Palma Village Park Improvements for Fiscal Year2021-22. Recommendation By minute motion, program $6,169 in new Community Development Block Grant (CDBG) Program funds toward the Palma Village Park Improvements for Fiscal Year 2021-22. Backqround In Fiscal Year 2021-22, the City of Palm Desert was scheduled to receive $418,663 in CDBG funds from the U.S. Department of Housing and Urban Development (HUD). The City Council approved submission of the Action Annual Plan that identified all new funded activities on May 13, 2021. The approved CDBG budget can be found as Attachment A. Following the City Council's approval of the CDBG budget, HUD announced a correction to allocations and subsequently awarded the City a total of $424,832, which is an increase of $6,169 in CDBG funds. The new amount creates marginal funding opportunities for activities subject to categorical limitations, including subrecipients (15% cap for nonprofits) and administration (20% cap for staffing costs). City staff recommends allocating $6,169 in new CDBG funds toward the Palma Village Park Improvements. The City currently has budgeted $164,163 in CDBG funds toward this activity. City staff has conducted initial community outreach to identify the types of improvements desired by the residents as well. The next steps include soliciting proposals from landscape architects to assist with the design in conjunction with additional community input in the future. The recommended CDBG budget can be found as Attachment B.
