A. MINUTES of the Architectural Review Commission meeting of May 11, 2021.
Rec: Approve as presented.

Upon a motion by Commissioner Levin, seconded by Vice Chair Lambell, and a
6-0 vote of the Architectural Review Commission, the minutes were approved as
presented. (AYES: Lambell, Levin, McAuliffe, Mclntosh, Van Vliet and Vuksic; NOES:
None; ABSENT: None).

A. FINAL DRAWINGS
1. CASE NO: MISC 21-0011 I
NATURE OF PROJECT/APPROVAL SOUGHT: Consideration to approve a i
faqade improvement for the Shiraz Rug Gallery located at 74220 Highway 1 11.
APPLICANT AND ADDRESS: Michael McAuliffe, AIA (McAuliffe & Company,
Inc.), Palm Desert, CA 92260
LOCATION: 74220 Highway 111 ZONE: DE
Commissioner McAuliffe advised the Commission of the need to recuse himself
from this item due to a conflict of interest as he is a consultant for Shiraz Rug
Gallery and will be presenting the item.
Associate Planner, Nick Melloni, presented the item. Mr. Melloni stated the
project is a significant improvement to the existing building and is overall a good �
design, therefore, staff recommended approval of the project as presented. Mr. li
Melloni introduced the applicant who provided a detailed presentation for the
project. Discussion on the item ensued with Commissioners providing
comments and concerns for the project.
Upon a motion by Commissioner Mclntosh, seconded by Commissioner
Vuksic, and a 5-0 vote of the Architectural Review Commission, Case No.
MISC 21-0011, was approved subject to the following: 1) The parapet should
be extended to cover the open portion located on the rear elevation to finish
parapet; 2) A roof drain should be added to the backside upper roof element
for drainage. (AYES: Lambell, Levin, Mclntosh, Van Vliet, Vuksic; NOES:
None; ABSENT; McAuliffe).
Due to technical difficulties, the next item of discussion was the first case listed
under Preliminary Plans, Case Nos. PP 20-0010/TPM 38033/CZ and GPA 20-
0002.

2. CASE NO: MISC 21-0012
NATURE OF PROJECT/APPROVAL SOUGHT: Consideration to approve a
height exception for a new single-family home located at 48234 Silver Spur
Trail.
APPLICANT AND ADDRESS: Kevin Roche, Palm Desert, CA 92260
LOCATION: 48234 Silver Spur Trail ZONE: PR-7
Commissioner McAuliffe rejoined the meeting. Associate Planner, Nick Melloni,
presented the item. Mr. Melloni introduced the applicant who provided a
detailed presentation on the project. Discussion on the item ensued with
Commissioners providing comments and concerns for the project.
Upon a motion by Commissioner Vuksic, seconded by Commissioner
McAuliffe, and a 6-0 vote of the Architectural Review Commission, Case No.
MISC 21-0012, was approved subject to the following: 1) Submit a revised
design for the parapet trim detail which shows the drip edge removed so the
trim is flush with the fascia; 2) Color palette should be provided to staff for
approval to ensure lighter color is not too bright against the sun; 3) Given the
site grade and pool wall height combined, applicant should consider a step
down for the pool walL (AYES: Lambell, Levin, McAuliffe, Mclntosh. Van Vliet,
Vuksic; NOES: None; ABSENT; None).
3. CASE NO: MISC 20-0005, Amendment #1
NATURE OF PROJECT/APPROVAL SOUGHT: Consideration to approve an
amendment to an approved fa�ade improvement for Bump and Grind Plaza
located at 72221 Highway 111 .
APPLICANT AND ADDRESS: 72221 HWY 111, LLC, Adam Gilbert, Palm
Springs, CA 92264
LOCATION: 72221 Highway 111 ZONE: PC-4
Associate Planner, Nick Melloni, presented the item. Mr. Melloni noted this item
was approved by the Commission in June 2020. He stated staff has concerns
regarding the significant modifications to the design. Mr. Melloni introduced the
applicant who provided a presentation on the revisions to the project.
Discussion on the item ensued and resulted in several Commissioners
asserting the renderings as presented did not provide a clear and concise
presentation demonstrating what was being modified in comparison to what
was approved. Chair Van Vliet observed the approved renderings and those
being presented for the revision were not comparable. Vice Chair Lambell
expressed frustration that the proposed renderings were completely different
from the originally approved project. Staff advised the Commission they may
consider continuing the item with comments.

Upon a motion by Commissioner Levin, seconded by Commissioner
Mclntosh, and a 6-0 vote of the Architectural Review Commission, Case No.
MISC 20-0005, Amendment #1 was continued subject to the following: 1)
Applicant will resubmit plans which accurately and clearly demonstrate the
approved project plans and the proposed changes in a side by side, before and
after, format. (AYES: Lambell, Levin, McAuliffe, Mclntosh, Van Vliet, Vuksic;
NOES: None; ABSENT; None).
4. CASE NO: SARC 20-0004
NATURE OF PROJECT/APPROVAL SOUGHT: Consideration to approve a
master sign program, including a freestanding monument sign, for Bump and
Grind Plaza located at 72221 Highway 111.
APPLICANT AND ADDRESS: Signarama, Palm Desert, CA 92260
LOCATION: 72221 Highway 111 ZONE: PC-4
Staff recommended this item be continued and discussion deferred, as it
coincides with the Bump and Grind Fa�ade Amendment #1 project which was
continued.
Upon a motion by Commissioner Levin, seconded by Commissioner
Vuksic, and a 6-0 vote of the Architectural Review Commission, Case No.
SARC 20-0004, was continued. (AYES: Lambell, Levin, McAuliffe, Mclntosh,
Van Vliet, Vuksic; NOES: None; ABSENT; None).
B. PRELIMINARY PLANS
1. CASE NOS: PP 20-0010/TPM 38033/CZ and GPA 20-0002
NATURE OF PROJECT/APPROVAL SOUGHT: Consideration of a
recommendation to approve a 48-unit condominium project on four acres at the
southwest corner of Portola Avenue and Gerald Ford Drive. The project
includes a Change of Zone from five (5) dwelling units per acre to twelve (12)
dwelling units per acre, a General Plan Amendment, a Precise Plan application,
Tentative Parcel Map 38033, and a Mitigated Negative Declaration for
environmental purposes.

Commissioner McAuliffe advised the Commission of the need to recuse himself
from this item due to a conflict of interest. He stated he has been retained as
an advisory consultant for the applicant and will be providing a brief introduction
for the item and the design team.

Associate Planner, Kevin Swartz, presented the item. Mr. Swartz noted this
item has been brought before the Commission on three prior ARC meeting
dates. Mr. Swartz advised the Commission since the last time the ARC
reviewed this item, the applicant has retained a new architect, Danielian and
Associates, as well as advisory services from Commissioner McAuliffe, and a
new building design will be presented. He stated staff feels the new design is
overall a better project and is recommending approval of this item. Mr. Swartz
introduced the applicant. Commissioner McAuliffe provided introductory
comments on the project before turning over the presentation to the architect,
Mr. Danielian, who provided a detailed presentation on the redesign for the
project. Discussion on the item ensued with Commissioners providing
comments and concerns for the project.
Upon a motion by Commissioner Mclntosh, seconded by Commissioner
Levin, and a 5-0 vote of the Architectural Review Commission, Case Nos. PP
20-0010/TPM 38033/CZ and GPA 20-0002, was approved subject to the
following: 1) Windows located on exposed elevations and masses over
garages should be recessed; 2) Applicant will revisit stacked elements over
garages and explore options which help these masses relate to the overall
building design; 3) Staff will email revised elevations to ARC Commissioners
for review. (AYES: Lambell, Levin, Mclntosh, Van Vliet, Vuksic; NOES: None;
ABSENT; McAuliffe).
The next item of discussion was the second case listed under Final Drawings,
Case No. MISC 21-0012. The agenda resumed as listed for the remainder of
the meeting. This was the only item discussed out of order as a result of the
technical difficulties experienced earlier in the meeting.
2. CASE NO: PP 20-0005
NATURE OF PROJECT/APPROVAL SOUGHT: Consideration of a
recommendation for approval to the Planning Commission of a Precise Plan to
construct a 4-unit apartment complex at 74425 Abronia Trail.
APPLICANT AND ADDRESS: Lindquist Development, Portland. OR 97242
LOCATION: 74425 Abronia Trail ZONE: R-3
Associate Planner, Nick Melloni, presented the item. Mr. Melloni noted this item
was brought before the Commission at the Architectural Review Commission
meeting held April 27, 2021. He provided details on the revisions made to the
project since it was last reviewed by the ARC. Mr. Melloni introduced the
applicant who provided a presentation further detailing the revisions to the i
project. Discussion on the item ensued with Commissioners providing !
comments and concerns for the project.
Upon a motion by Chair Van Vliet, seconded by Commissioner Levin, and
a 6-0 vote of the Architectural Review Commission, Case No. PP 20-0005, was
continued subject to the following: 1) Add details and/or articulation which

provide more residential cues and feel, including the side elevations; 2)
Consider variation on the metal shrouds along the side elevations to avoid
repetitiveness; 3) Consider breaking up the mass of the building; 4) Explore
other options for the stairs and hand rails to further residential cues and avoid
a utilitarian look. 5) Avoid the use of landscape elements for articulation in the
place of architecture; 6) Applicant will provide staff preliminary renderings for
ARC Commissioner's review prior to the project being placed on the ARC
agenda. (AYES: Lambell, Levin, McAuliffe, Mclntosh, Van Vliet, Vuksic; NOES:
None; ABSENT; None).
3. CASE NO: PP 21-0006
NATURE OF PROJECT/APPROVAL SOUGHT: Consideration of a
recommendation for approval to the Planning Commission of a Precise Plan to
amend Case No. PP-170 Amendment No 1 to allow up to 55% maximum of
two story homes in a 111 lot single family residential tract.
APPLICANT AND ADDRESS: Ponderosa Homes II, Inc., Rick Rosenbaum,
Pleasanton, CA 94588
LOCATION: SWC Dinah Shore Drive and Dick Kelly Drive ZONE: PR-22
Associate Planner, Nick Melloni, presented the item. Mr. Melloni noted this item
is also a request for the Commission to approve the architectural design for a
new plan type, in addition to increasing the number of two story units. Mr.
Melloni introduced the applicant who provided a detailed presentation on the
new plan type and revisions to the project. Discussion on the item ensued with
Commissioners providing comments and concerns for the project.
Upon a motion by Commissioner Vuksic, seconded by Commissioner
McAuliffe, and a 6-0 vote of the Architectural Review Commission, Case No.
PP 21-0006, was approved subject to the following: 1) Revisit height of shed
roof on Contemporary plan to address large empty space on rear elevation; 2)
Applicant will provide staff with revised plans for ARC Commissioner's review.
(AYES: Lambell, Levin, McAuliffe, Mcintosh, Van Vliet, Vuksic; NOES: None;
ABSENT; None).
C. MISCELLANEOUS ITEMS
1. CASE NO: MISC 21-0013
NATURE OF PROJECT/APPROVAL SOUGHT: Discussion and preliminary

himself from this item due to a conflict of interest as he is a consultant for
Tommy Bahama Home and will be presenting the item.
Associate Planner, Nick Melloni, presented the item. Mr. Melloni turned the
presentation over to Commissioner McAuliffe who provided further details on
the project presentation. Discussion on the item ensued with Commissioners
providing comments on the projecYs design.
No formal action was taken on this item as it was brought forth solely for
commissioner's comments to the applicant.
