ZOOM VIRTUAL MEETING I. CALL TO ORDER Chair Van Vliet called the meeting to order at 12:32 p.m. II. ORAL COMMUNICATIONS Deputy Director of Development Services, Eric Ceja, advised the Commission there were no comments or inquiries received by email or voicemail prior to the meeting. IV. APPROVAL OF MINUTES A. MINUTES of the Architectural Review Commission meetings of May 25, 2021 and June 8, 2021. Rec: Approve as presented. MINUTES ARCHITECTURAL REVIEW COMMISSION JUNE 22, 2021 Upon a motion by Commissioner Levin, seconded by Commissioner McAuliffe, and a 6-0 vote of the Architectural Review Commission, the minutes for May 25, 2021 were approved as presented. (AYES: Lambell, Levin, McAuliffe, Mdntosh, Van Vliet and Vuksic; NOES: None; ABSENT: None). Upon a motion by Commissioner Levin, seconded by Commissioner McAuliffe, and a 5-0-1 vote of the Architectural Review Commission, the minutes for June 8, 2021 were approved as presented. (AYES: Lambell, Levin, McAuliffe, Van Vliet and Vuksic; NOES: None; ABSTAIN: Mcintosh; ABSENT: None). V. A. FINAL DRAWINGS 1. CASE NO: MISC 21-0013 NATURE OF PROJECT/APPROVAL SOUGHT: Consideration to approve a request for a fa�ade improvement for Tommy Bahama Home at 73540 EI Paseo. APPLICANT AND ADDRESS: Michael McAuliffe, AIA (McAuliffe & Company, Inc.), Palm Desert, CA 92260 LOCATION: 73540 EI Paseo ZONE: DO Commissioner McAuliffe advised the Commission he would be recusing himself from this item due to a conflict of interest as he is a consultant for Tommy Bahama Home and will be presenting the item. Associate Planner, Nick Melloni, presented the item. Mr. Melloni turned the presentation over to Michael McAuliffe, applicant, who provided further details on the project presentation. Discussion on the item ensued with Commissioners providing comments on the projecYs design. Upon a motion by Commissioner Vuksic, seconded by Commissioner Mclntosh, and a 5-0 vote of the Architectural Review Commission, Case No. MISC 21-0013, was approved subject to the following: 1) Utilities on sidewalk should be adequately screened with landscaping and reviewed by staff; 2) An overflow scupper should be provided on the north side towers; and 3) Cornice detail depth should be extended as depicted on the renderings. (AYES: Lambell, Levin, Mclntosh, Van Vliet, Vuksic; NOES: None; ABSENT; McAuliffe). 2 MINUTES ARCHITECTURAL REVIEW COMMISSION JUNE 22, 2021 B. PRELIMINARY PLANS 1. CASE NO: PP 20-0005 NATURE OF PROJECT/APPROVAL SOUGHT: Consideration of a recommendation for approval to the Planning Commission of a Precise Plan to construct a 4-unit apartment complex at 74425 Abronia Trail. APPLICANT AND ADDRESS: Lindquist Development, Portland, OR 97242 LOCATION: 74425 Abronia Trail ZONE: R-3 Associate Planner, Nick Melloni, presented the item. Mr. Melloni noted this is the fourth time this item has been brought before the Commission. He provided details on the revisions made to the project since it was last reviewed by the ARC. Mr. Ceja offered the applicant an opportunity to provide a supplemental presentation further detailing the revisions to the project. The applicanYs architectural team declined stating they felt Mr. Melloni's presentation was well done and since they have been before the Commission several times they felt comfortable moving forward with questions from the Commission. Discussion on the item ensued with Commissioners providing comments and concerns for the project. Upon a motion by Commissioner Vuksic, seconded by Vice Chair Lambell, and a 5-1 vote of the Architectural Review Commission, Case No. PP 20-0005, was denied. (AYES: Lambell, Levin, Mclntosh, Van Vliet, Vuksic; NOES: McAuliffe; ABSENT; None). C. MISCELLANEOUS ITEMS 1. CASE NO: MISC 21-0015 NATURE OF PROJECT/APPROVAL SOUGHT: Discussion item for a new manufactured home on a 1 acre lot. APPLICANT AND ADDRESS: Bennett Sperber, Rancho Mirage, CA 92270 LOCATION: 77729 Mountain View ZONE: RE Associate Planner, Nick Melloni, presented the item noting the request is for design comments regarding a manufactured home. Discussion on the item ensued with Commissioners providing comments on the project's design. No formal action was taken on this item as it was brought forth solely for commissioner's comments to the applicant. It shou/d be noted the next discussion item was Miscellaneous Item, number three, °Discussion on Russell Lane Consultation," followed by Miscellaneous Item, number two, "Discussion on Dining Deck Guidelines." 3 MINUTES ARCHITECTURAL REVIEW COMMISSION JUNE 22, 2021 2. Discussion on Dining Deck Guidelines Deputy Director of Development Services, Eric Ceja, advised Commissioners that the City Council has requested the ARC look at design standards for semi- permanent dining decks in the public right of way, such as Highway 111 and EI Paseo. The City has previously worked with Prest, Vuskic and Greenwood Architects (PVG) on outdoor dining decks and is currently working with PVG to establish draft design guidelines. The draft guidelines will be presented to City Council for approval to have the ARC adopt the proposed design guidelines. This will allow staff to utilize the Temporary Use Permit program for dining decks and will ensure future and existing dining decks conform to the established guidelines for design and safety. Mr. Ceja shared the draft outdoor dining deck design guideline document and provided a detailed presentation on the included information for the proposed design and safety guidelines. Discussion ensued with Commissioners providing comments and concerns. Mr. Ceja noted in the staff report to City Council it was advised the guidelines are intended to be a living document to allow for revisions as necessary. Mr. Ceja advised Commissioners the draft guidelines document would be emailed to them for review at the conclusion of the ARC meeting. No formal action was taken on this item as it was brought forth solely for commissioner's comments. 3. Discussion on Russell Lane Consultation Deputy Director of Development Services, Eric Ceja, provided a brief introduction to the item. Mr. Ceja stated this item was approved approximately three years ago and is already under construction. Due to elevated construction costs the developer would like to present a variation on the architectural design for one of the two detached buildings to determine if the Commission would be amenable to the proposed changes. Mr. Ceja introduced the developer who provided a presentation on the proposed design changes. Discussion on the item ensued with Commissioners providing comments on the projecYs proposed revised design. No formal action was taken on this item as it was brought forth solely for commissioner's comments to the applicant. VI. COMMENTS Commissioner Levin requested that exhibits provided by applicants for review include some type of reference number on the pages to make it easier for commissioner's to provide a reference to what they are commenting on. Commissioner Levin commented he reviewed the City Council agenda and noticed he was not reappointed for the ARC. Mr. Ceja advised recommendations for commission and committee appointments will be approved at the upcoming City Council meeting 4 MINUTES ARCHITECTURAL REVIEW COMMISSION JUNE 22, 2021 and will be effective as of July 1 , 2021. Commissioner Levin provided the names of the two new potential ARC commissioners. Commissioner Mclntosh commented he was pleased to hear the City is considering the continuance of outdoor dining. He stated he is hopeful it will evolve into something nice and permanent to encourage "street scene." VII.
