Authorize the Fall Festival 2021 in Civic Center Park for Saturday, November 13, 2021; and 2. Authorize a temporary waiver of Palm Desert Municipal Code (PDMC) Section: a. 11.01.080 Q (Vendor Sales in City Parks) pursuant to PDMC 9.58.040; b. 11.01.080 O (Placement of Advertising Signage in City Parks); and c. 11.01.140 (Amplified Sound in City Parks). Strategic Plan Objective Approval of the 2021 Fall Festival event would help address the following priorities outlined in the 2013/2033 Strategic Plan, Envision Palm Desert – Forward Together: • Economic Development Priority 3: Create and attract entertainment and events to enhance and expand the Palm Desert economy and lifestyle. • Tourism and Marketing Priority 2: Grow existing events and develop new events to enhance the desirability of Palm Desert as a year-round destination. Background Analysis The owner of EP Black Label, Ms. Esther Power, has requested authorization to hold a fall festival in Civic Center Park on Saturday, November 13, 2021, from the hours of 11:00 a.m. to 5:00 p.m. Ms. Power is responsible for bringing the Artisan Market to Westfield Palm Desert and is participating in the San Pablo Grand Opening and Street Party on Saturday, October 23, 2021. Staff’s experience working with this vendor has been very positive. The Fall Festival will be filled with fun family activities, carnival games, live music and entertainment, food vendors, and local small business vendors. With an estimated September 30, 2021 — Staff Report Authorization of the Fall Festival 2021 in Civic Center Park Page 2 of 2 attendance of 800 people, the organizer's goal is to bring the Coachella Valley community together to enjoy a beautiful fall day in the park while supporting local businesses. As part of the special events permitting process, coordinated by Desert Recreation District (DRD), to ensure the safety of all participants, the vendor will be required to comply with all current local, state, county and federal COViD-19 regulations. I am a small business advocate here in the Coachella Valley and a local event curator. My most recent event is The Artisan Market located at Westfield Palm Desert, which is a monthly shopping experience featuring Local Artisans. I am involved with several other events currently and would like to propose a Fall Festival event for consideration. EVENT OVERVIEW Proposed Location: Palm Desert Civic Center Park Proposed Timing: 2nd or 3rd weekend in September based on availability Hours: 11am – 5pm Cost: Free to the public Audience: All-ages family event Activities Included: Fun family activities, carnival type games, entertainment, food, and Local Small Business vendor booths selling a variety of items. GOALS OF EVENT My goal is to bring the Coachella Valley community together to enjoy a fun filled afternoon at the park while supporting local businesses. I would also like to offer a booth to the city to educate the community about all the park has to offer such as the nearby Aquatic Center, library, and the programs available to our local families.
