Dear Council,
I wish to address the ongoing and increasing number of vehicle drag racing on city streets. I
believe the issue keeps coming up that our public safety is at risk. Lovely and serene Palm
Desert Streets have become noisy race tracks for cars and motorcycles. Fred Waring between
Cook and Portola is the worst and there seems to be no action taken by law enforcement or
city officials. We who live here year round notice the installation of additional traffic lights and
cameras by Civic Center Park but nothing extending to the areas where nightly drag racing
occurs. It’s a matter of public safety and common sense. With the cooperation of the Sheriff,
Police and the DMV, cameras will catch the violators in the act, fine them and for repeat
offenders suspend or revoke their driver license. Shouldn’t there be a plan to address this
issue?

Hello Council Members,
I am writing this in hopes that you can discuss this at the 10/14/2021 meeting. On 9/23/2021
my husband and myself were walking our two on leash chihuahuas in Silver Spur Mobile
Home Park. One of our neighbors had two large dogs that were leashed but she wasn’t holding
the leashes. Her dogs attacked. My husband was able to lift one dog in the air to safety. Her
dogs attacked the dog I was walking. She’s a senior chihuahua, almost blind and this year had
surgery to have all her teeth removed. She’s completely helpless. I fought off these dogs by
kicking them 20-30 times while the owner did nothing. After the attack, I learned that in PD
you have no rights as a dog attack victim. I called 911 and was informed they would only
make a report if your badly biten requiring immediate medical attention or if my dog was
dead. My dog wasn’t dead so they did nothing. I contacted Animal Control(report#A21-
239768). I was shocked when I spoke to Animal Control the first night and they told me they
would be unable to do much because I live in PD. If you do a quick Google search on
Municipal Dog Code for any desert city, you’ll find that our code is on par with DHS. Every
other desert city has code in place for duty to report, mandatory quarantine periods for dogs
that attack, as well as fines for non-compliance. The owner of the dogs that attacked me
received a warning. I’m hoping you can tell me I’m incorrect and that I’m just not able to find
the codes online for dog bites. I called the town office and spoke to a codes officer. She
couldn’t find any dog bite code either. Can you please help me. If we don’t have a Municipal
Dog Bite Code how do I help make this happen. I posted my experience on Nextdoor and I’m
mortified with the number of responses from our neighbors who have experienced the same
thing. We have to do better to protect victims of dog bites/attacks and not the owners of
viscous dogs.
