REQUEST: Authorize payment of $100,000 to Coachella Valley Association of
Governments for participation in their regional homelessness services
program for Fiscal Year 2019-20.
Recommendation
By Minute Motion, authorize payment of $100,000 to Coachella Valley Association
of Governments for participation in their regional homelessness services program for
Fiscal Year 2019-20.
Funds are available in Account No. 1104211 - 4392100 Homeless Outreach Team.
Background Analysis
The City Council has funded homelessness services coordinated regionally through the
Coachella Valley Association of Governments (CVAG) for several years. These
contributions initially went towards the operation of Roy’s Desert Resource Center, which
permanently closed in July 2017. Since then, CVAG has allocated its regional financial
commitments to programs that follow the Housing First Model, which is designed to place
homeless person(s) in housing first, and address support services once housing has been
established. CVAG’s current regional homelessness program is called CV Housing First,
and it is run by CVAG staff.
In December 2018, the Desert Healthcare District/Foundation approved a dollar-for-dollar
match of local jurisdiction contributions of at least $100,000 to fund CVAG’s regional
efforts to end homelessness in the Coachella Valley. Subsequently, CVAG has requested
financial contributions of $100,000 annually from participating jurisdictions, including the
City of Palm Desert. The City included this contribution in the budget for Fiscal Year (FY)
2019-20, however, a letter requesting the funding was not received from CVAG so the
payment was never made during that year.
In April 2021, CVAG sent a letter formally requesting the $100,000 contribution for FY
2019-20 regional homelessness services. The letter is attached for reference. The City
received services from CVAG during that year so staff recommends authorizing the
payment of $100,000 to CVAG for these services.

Fiscal Analysis
The fiscal impact is $100 ,000. This amount was included in the FY 2019-20 General Fund
budget but not requested by CVAG until April of 2021 . This amount will be accrued to the
FY 2020-21 for accounting purposes .

The Coachella Valley Association of Governments (CVAG) appreciates the continuecf support
that the City of Paim Desert has provided to the CV Hausing First program. CVAG staff
appreciates the recent vote by the City Council to contribute to this program for the current fiscal
year. These contributions are making a signifcant impact in the Coachella Valley, particulariy in
the li�es of the chronically homeless who are being helped by the case managers to help secure
permanent housing solutions.
During a recent reconciliation of inember city contributions for the homeless prograr�, CVAG
identified that the City of Palm Desert's fiscal year 2019/2020 cammitted contribution of
$100,40Q has r�ot yet been received. CVAG understands that invoices and related contributions
may have been overlooked or delayed due to the global pandemic and reiated stay-at-home
arders. However, these city contributions have historically provided most of the funding
available for CVAG to combat the homelessness issues facing the Coachella Valley an� al! its
member cities — a problerr� that has been further complicated by the COVID-19 pandemic.
I am writing ta request that the City of Pafm Desert fulfill its FY 19120 commitment. l am happy
io discuss the issue and compare financial records on this matter. CVAG can also issue a
forma! invoice if that helps resolve the issue.
