REQUEST: Consideration of Approval for the Cultural Arts Committee to curate
the 2023-2024 El Paseo Sculpture Exhibition

Recommendation
By Minute Motion, approve the Cultural Arts Committee to curate the 2023-2024 El
Paseo Sculpture Exhibition and authorize staff to release the Call for Entries.
Commission Recommendation
At its regularly scheduled October 13, 2021 meeting, the Art in Public Places
Commission voted unanimously to curate the 2023/2024 El Paseo Sculpture Exhibition
and authorize staff to release the Call for Entries.
Strategic Plan Objective
Palm Desert’s public art program, particularly the El Paseo Sculpture Exhibition, creates
a better community for residents and visitors to Palm Desert. This concept is in line with
the Arts & Culture Mini-Vision of the 2013-2033 Strategic Plan, Envision Palm Desert –
Forward Together which states:
“Arts and culture give a community its soul. Palm Desert is the cultural core of
the Coachella Valley. Cultural tourism drives economic growth in Palm
Desert. The community is host to internationally recognized cultural events
that bring significant economic benefits to the City. Palm Desert is a leader in
arts education, ensuring a well-rounded population that possesses high levels
of creativity and critical thinking skills.”
Discussion
Staff is requesting authorization to seek proposals for artwork to display during the
2023/2024 El Paseo Sculpture Exhibition, which is located in the median on El Paseo
between Highway 74 and Portola Avenue. As with years past, all sculptures included in
the exhibition will be on loan to the City for a two-year period with installation scheduled
for November 2022. In order to properly plan for the 2023/2024 Exhibition, solicitation of

new artwork needs to begin well in advance of the installation dates , and approval of the
Call for Entries will initiate this process .
Upon receipt of the proposals, the Cultural Arts Committee will recommend eighteen
(18) sculptures to be displayed on El Paseo , and up to six (6) alternate sculptures in the
event that one or more of the eighteen (18) artists are unable to participate . Staff will
then come back before the City Council with the recommendation of sculptures to be
included in the 2023/2024 El Paseo Sculpture Exhibition for final approval.
Fiscal Analysis
At this time , authorization to issue the Call for Entries has no financial impact. Funding
for the artwork honorariums , de-installation and installation costs, marketing , etc . for the
2023/2024 El Paseo Sculpture Exhibition will be requested as part of the FY 2022/2023
budget.

Call for Entries
2023/2024 El Paseo Sculpture Exhibition
(DEADLINE FOR ENTRIES – February 21, 2022)
ABOUT THE EL PASEO SCULPTURE EXHIBITION:
El Paseo is the premier shopping district in Palm Desert and the Coachella Valley,
located in southern California. The exhibition space consists of eighteen (18) lighted
concrete pads located in the median along a one and one half mile stret ch of prime
retail. The artwork will remain on exhibition for approximately two (2) years, with
installation tentatively planned for October - November 2022 and de-installation planned
for October 2024.
DEADLINE:
Monday, February 21, 2022 at 11:59 p.m. MST
HONORARIUM:
A $5,000 honorarium will be provided for each selected artwork. Participant is
responsible for delivery and pick-up of artwork per scheduled date.
ELIGIBILITY:
• All artists, galleries, museums/non-profit arts organizations, and private collectors
are encouraged to apply.
TO APPLY:
The required materials as stated below must be submitted electronically by midnight
(MST), Monday, February 21, 2022 to www.callforentry.org. Once on the website, the
RFP can be easily found by searching for public art projects in California.
If you are unable to apply online, contact Amy Lawrence at 760-837-1664 or
alawrence@cityofpalmdesert.org for alternate application methods.
Required materials include:
• A current resume or CV, including current contact information.
• Up to five (5) images of proposed sculpture in jpeg format via email, CD, or flash
drive.
• Description of the piece including materials and dimensions.
• Three (3) references.
• A maximum of two sculptures for consideration per artist.
TENTATIVE TIMELINE:
February 21, 2022: Applications due by midnight (MST)
March 9, 2022: Selections made by Cultural Arts Committee – (eighteen) 18 sculptures
plus up to six (6) alternates
April 14, 2022: City Council review and approval of selections
April 18-29, 2022: Selected artists notified
October – November, 2022: Tentative dates for exhibition installation
January 2023: Exhibition dedication (date to be determined)
October 2024: De-installation of exhibition
GUIDELINES:
• All sculptures MUST fit on one of the existing concrete pads. Sixteen (16) pads
measure 84” x 84” with a usable corner-to-corner space of 67” x 67”. A horizontal
base could use the maximum 84” length of the base if its width is within the 67”
dimension. One (1) pad measures 48” x 48” and one (1) measures 96” x 300” (8’ x
25’), and could accommodate multiple pieces or one (1) with a much larger base.
• Sculptures should be no less than 8’ and no more than 10’ in height on their own
inclusive of a base, with the exception of artwork being proposed for the 48” x 48”
pad for which the artwork can only be a maximum of 5’ tall. Additionally, there are
a few pads that can accommodate sculptures up to 13’.
• Sculptures should weigh no more than 3,000 pounds.
• Sculptures should be suitable for viewing from all angles.
• All sculptures MUST be designed with tabs or other devices that can be utilized to
easily secure the artwork to the concrete pads. Pads may not be altered in any
way to accommodate the artwork.
• Electricity for the sculpture itself is not available on site. If the sculpture requires
electricity then it is suggested that it include a solar component.
• Artworks must be constructed of durable materials that are able to withstand the
harsh weather conditions of the desert (high winds and extreme temperatures).
• Sculptures must comply with all appropriate engineering requirements.
SALE OF ARTWORK:
• Artwork may be sold during the exhibition, but must remain onsite throughout the
duration of the exhibition.
• The City does not take a commission for the sale of the artwork.
THE CITY OF PALM DESERT WILL PROVIDE THE FOLLOWING:
• Installation and de-installation of the artworks
• Exhibition advertising/signage
• Pads/lighting/maintenance
• Onsite insurance
DISCLAIMER:
• The City of Palm Desert reserves the right to reject any and all submittals and
decline to award contracts for this project.
• The City is currently exploring potential renovations to El Paseo and if this does
occur it may affect the timeline of the Exhibition.
