REQUEST: Consider appointing a Council Liaison to represent the City's interest
on the Regional Access Project (RAP) Board of Directors.
Recommendation
By Minute Motion, that the City Council consider appointing a Council Liaison to represent
the City's interest on the Regional Access Project Foundation, Inc. (RAP) Board.
Background
Beginning in 1992, the Palm Desert Redevelopment Agency and the County of Riverside entered
into cooperative pass -through agreements to provide funding to address the unmet need for
services related to juvenile intervention and mental health in Eastern Riverside County region
(Coachella Valley). The Regional Access Project Foundation, Inc. (RAP), a 501(c)(3) public
benefit corporation, was created in order to facilitate those needs through grants and technical
assistance to not for profit service providers. Although redevelopment has been eliminated, the
obligatory agreements are still in place and about $ 1.6 Million is provided annually, from property
tax revenue, to RAP for these services.
In the past, Councilmember Jean Benson, Councilmember William Kroonen and Councilmember
Van Tanner have served as the Council representative on the board of the RAP Foundation. After
Councilmember Tanner's appointment ended, the City has not had an active liaison on the Board.
Although the programs are regional, the monies derived are from Palm Desert and staff believes
that a Council liaison serving on the Board would represent the City's residents and non -profits in
matters of interest undertaken by RAP.
If the City Council is interested in appointing a liaison, that appointee would complete an
application and, upon approval by the seated RAP Board, would attend the board meetings
regularly and participate in a minimum of one of our committees (Governance, Health -Mental
Health, Finance -Investment, etc.). The application would be considered either immediately or
when this committee meets next to consider prospective candidates.
Fiscal Analvsis
The RAP Foundation is primarily funded through the former Palm Desert Redevelopment
Agency's cooperative pass -through agreements with the County of Riverside. There is no impact
to the City's General Fund from this request.
