In consideration of the current Coronavirus/COVID-19 Pandemic and pursuant
to California Governor Newsom's Executive Orders, Architectural Review
Commissioners may participate via teleconference/virtual meeting.
Any person wishing to discuss any item not appearing on the agenda may address
the Architectural Review Commission via the Zoom session at this point by giving
his/her name and address for the record. Remarks shall be limited to a maximum of
three (3) minutes unless the Commission authorizes additional time.
Because the Brown Act does not allow the Commission to take action on items not on
the Agenda, members will not enter into discussion with speakers but may briefly
respond or instead refer the matter to staff for a report and recommendation at a future
Commission meeting.

NATURE OF PROJECT/APPROVAL SOUGHT: Consideration to approve a
fa�ade improvement for the Shiraz Rug Gallery located at 74220 Highway 111.
APPLICANT AND ADDRESS: Michael McAuliffe, AIA (McAuliffe & Company,

Commissioner McAuliffe advised the Commission of the need to recuse himself
from this item due to a conflict of interest as he is a consultant for Shiraz Rug
Gallery and will be presenting the item.
Associate Planner, Nick Melloni, presented the item. Mr. Melloni stated the
project is a significant improvement to the existing building and is overall a good
design, therefore, staff recommended approval of the project as presented. Mr.
Melloni introduced the applicant who provided a detailed presentation for the
project. Discussion on the item ensued with Commissioners providing
comments and concerns for the project.
Upon a motion by Commissioner Mclntosh, seconded by Commissioner
Vuksic, and a 5-0 vote of the Architectural Review Commission, Case No.
MISC 21-0011, was approved subject to the following: 1) The parapet should
be extended to cover the open portion located on the rear elevation to finish
parapet; 2) A roof drain should be added to the backside upper roof element
for drainage. (AYES: Lambell, Levin, Mclntosh, Van Vliet, Vuksic; NOES:
None; ABSENT; McAuliffe).
Due to technical difficulties, the next item of discussion was the first case listed
under Preliminary Plans, Case Nos. PP 20-0010/TPM 38033/CZ and GPA 20-
0002.
2. CASE NO: MISC 21-0012

height exception for a new single-family home located at 48234 Silver Spur
Trail.

Commissioner McAuliffe rejoined the meeting.Associate Planner, Nick Melloni,
presented the item. Mr. Melloni introduced the applicant who provided a
detailed presentation on the project. Discussion on the item ensued with
Commissioners providing comments and concerns for the project.
Upon a motion by Commissioner Vuksic, seconded by Commissioner
McAuliffe, and a 6-0 vote of the Architectural Review Commission, Case No.
MISC 21-0012, was approved subject to the following: 1) Submit a revised
design for the parapet trim detail which shows the drip edge removed so the
trim is flush with the fascia; 2) Color palette should be provided to staff for
approval to ensure lighter color is not too bright against the sun; 3) Given the
site grade and pool wall height combined, applicant should consider a step
down for the pool wall. (AYES: Lambell, Levin, McAuliffe, Mclntosh, Van Vliet,
Vuksic; NOES: None; ABSENT; None).
3. CASE NO: MISC 20-0005, Amendment#1
NATURE OF PROJECT/APPROVAL SOUGHT: Consideration to approve an
amendment to an approved fa�ade improvement for Bump and Grind Plaza
located at 72221 Highway 111.
APPLICANT AND ADDRESS: 72221 HWY 111, LLC, Adam Gilbert, Palm
Springs, CA 92264
LOCATION: 72221 Highway 111 ZONE: PC-4
Associate Planner, Nick Melloni, presented the item. Mr. Melloni noted this item
was approved by the Commission in June 2020. He stated staff has concerns
regarding the significant modifications to the design. Mr. Melloni introduced the
applicant who provided a presentation on the revisions to the project.
Discussion on the item ensued and resulted in several Commissioners
asserting the renderings as presented did not provide a clear and concise
presentation demonstrating what was being modified in comparison to what
was approved. Chair Van Vliet observed the approved renderings and those
being presented for the revision were not comparable. Vice Chair Lambell
expressed frustration that the proposed renderings were completely different
from the originally approved project. Staff advised the Commission they may
consider continuing the item with comments.
Upon a motion by Commissioner Levin, seconded by Commissioner
Mclntosh, and a 6-0 vote of the Architectural Review Commission, Case No.
MISC 20-0005, Amendment #1 was continued subject to the following: 1)
Applicant will resubmit plans which accurately and clearly demonstrate the
approved project plans and the proposed changes in a side by side, before and
after, format. (AYES: Lambell, Levin, McAuliffe, Mclntosh, Van Vliet, Vuksic;
NOES: None; ABSENT; None).

NATURE OF PROJECT/APPROVAL SOUGHT: Consideration to approve a
master sign program, including a freestanding monument sign, for Bump and
Grind Plaza located at 72221 Highway 111.

Staff recommended this item be continued and discussion deferred, as it
coincides with the Bump and Grind Farade Amendment #1 project which was
continued.
Upon a motion by Commissioner Levin, seconded by Commissioner
Vuksic, and a 6-0 vote of the Architectural Review Commission, Case No.
SARC 20-0004, was continued. (AYES: Lambell, Levin, McAuliffe, Mclntosh,
Van Vliet, Vuksic; NOES: None; ABSENT; None).
B. PRELIMINARY PLANS
1. CASE NOS: PP 20-0010/TPM 38033/CZ and GPA 20-0002
NATURE OF PROJECT/APPROVAL SOUGHT: Consideration of a
recommendation to approve a 48-unit condominium project on four acres at the
southwest corner of Portola Avenue and Gerald Ford Drive. The project
includes a Change of Zone from five (5) dwelling units per acre to twelve (12)
dwelling units per acre, a General Plan Amendment, a Precise Plan application,
Tentative Parcel Map 38033, and a Mitigated Negative Declaration for
environmental purposes.

Commissioner McAuliffe advised the Commission of the need to recuse himself
from this item due to a conflict of interest. He stated he has been retained as
an advisory consultant for the applicant and will be providing a brief introduction
for the item and the design team.
Associate Planner, Kevin Swartz, presented the item. Mr. Swartz noted this
item has been brought before the Commission on three prior ARC meeting
dates. Mr. Swartz advised the Commission since the last time the ARC
reviewed this item, the applicant has retained a new architect, Danielian and
Associates, as well as advisory services from Commissioner McAuliffe, and a
new building design will be presented. He stated staff feels the new design is
overall a better project and is recommending approval of this item. Mr. Swartz
introduced the applicant. Commissioner McAuliffe provided introductory

comments on the project before turning over the presentation to the architect,
Mr. Danielian, who provided a detailed presentation on the redesign for the
project. Discussion on the item ensued with Commissioners providing
comments and concerns for the project.
Upon a motion by Commissioner Mclntosh, seconded by Commissioner
Levin, and a 5-0 vote of the Architectural Review Commission, Case Nos. PP
20-0010/TPM 38033/CZ and GPA 20-0002, was approved subject to the
following: 1) Windows located on exposed elevations and masses over
garages should be recessed; 2) Applicant will revisit stacked elements over
garages and explore options which help these masses relate to the overall
building design; 3) Staff will email revised elevations to ARC Commissioners
for review. (AYES: Lambell, Levin, Mclntosh, Van Vliet, Vuksic; NOES: None;
ABSENT; McAuliffe).
The next item of discussion was the second case listed under Final Drawings,
Case No. MISC 21-0012. The agenda resumed as listed for the remainder of
the meeting. This was the only item discussed out of order as a result of the
technical difficulties experienced earlier in the meeting.
2. CASE NO: PP 20-0005
NATURE OF PROJECT/APPROVAL SOUGHT: Consideration of a
recommendation for approval to the Planning Commission of a Precise Plan to
construct a 4-unit apartment complex at 74425 Abronia Trail.
APPLICANT AND ADDRESS: Lindquist Development, Portland, OR 97242

Associate Planner, Nick Melloni, presented the item. Mr. Melloni noted this item
was brought before the Commission at the Architectural Review Commission
meeting held April 27, 2021. He provided details on the revisions made to the
project since it was last reviewed by the ARC. Mr. Melloni introduced the
applicant who provided a presentation further detailing the revisions to the
project. Discussion on the item ensued with Commissioners providing
comments and concerns for the project.
Upon a motion by Chair Van Vliet, seconded by Commissioner Levin, and
a 6-0 vote of the Architectural Review Commission, Case No. PP 20-0005, was
continued subject to the following: 1) Add details and/or articulation which
provide more residential cues and feel, including the side elevations; 2)
Consider variation on the metal shrouds along the side elevations to avoid
repetitiveness; 3) Consider breaking up the mass of the building; 4) Explore
other options for the stairs and hand rails to further residential cues and avoid
a utilitarian look. 5) Avoid the use of landscape elements for articulation in the
place of architecture; 6) Applicant will provide staff preliminary renderings for
ARC Commissioner's review prior to the project being placed on the ARC

NATURE OF PROJECT/APPROVAL SOUGHT: Consideration of a
recommendation for approval to the Planning Commission of a Precise Plan to
amend Case No. PP-170 Amendment No 1 to allow up to 55% maximum of
two story homes in a 111 lot single family residential tract.
APPLICANT AND ADDRESS: Ponderosa Homes II, Inc., Rick Rosenbaum,
Pleasanton, CA 94588
LOCATION: SWC Dinah Shore Drive and Dick Kelly Drive ZONE: PR-22
Associate Planner, Nick Melloni, presented the item. Mr. Melloni noted this item
is also a request for the Commission to approve the architectural design for a
new plan type, in addition to increasing the number of two story units. Mr.
Melloni introduced the applicant who provided a detailed presentation on the
new plan type and revisions to the project. Discussion on the item ensued with
Commissioners providing comments and concerns for the project.
Upon a motion by Commissioner Vuksic, seconded by Commissioner
McAuliffe, and a 6-0 vote of the Architectural Review Commission, Case No.
PP 21-0006, was approved subject to the following: 1) Revisit height of shed
roof on Contemporary plan to address large empty space on rear elevation; 2)
Applicant will provide staff with revised plans for ARC Commissioner's review.
(AYES: Lambell, Levin, McAuliffe, Mclntosh, Van Vliet, Vuksic; NOES: None;

To: Honorable Chair and Members of the Commission

Subject: MISC 21-0013 - 73540 EI Paseo—Tommy Bahama Home
Project Summary
The project is a request to construct new fa�ade improvements on the exterior of an existing
commercial storefront at 73540 EI Paseo. The changes are intended to create a shell space
for a future tenant improvement for a Tommy Bahama Home retail store. The exterior
improvements are depicted on the elevations, sheets 5 and 6 of the attached plans, and
renderings, sheets 7 through 10 of the attached plans, and include:
• Replacing the existing storefront by modifying the glazing, removing one entry, and
removing existing pony walls to create full-height shopfront windows.
• Constructing two new entry towers.
• Constructing ADA improvements for the front entry including a new walkway along the
frontage, ramp, and handrails. (Refer to Sheet A-001)
• Addition of new metal awnings over the entries and shopfront windows.
• Addition of new parapets at the corners of the building where the roof is flat.
The exterior material palette consists of new cement plaster to match the existing building,
aluminum siding treated to look like lap hardwood siding, and louvered metal awnings.
Signage is shown on the plans and will consist of halo-illuminated channel letters which will
be reviewed by City staff.
This item previously appeared before the ARC as a discussion item. The item is presented
as a final item today and will require ARC action.
The following items should be examined more closely:
• Roof drainage on the entry towers: The cross section on sheet 6 of the attached plans
shows this new roof element will sheet flow to the north, away from the street frontage.
The roof plan on sheet A-101 shows the small parapet/cornice band will be continuous.
The applicant has indicated to staff they will provide a small roof drain and leader to
the adjacent flat roofs below. To ensure this will be done, staff recommends the ARC
condition the project to include a roof drain and prohibit exterior downspouts.

• Cornice band on the entry towers: The project renderings and side elevations show
that this upper cornice band will extend out from the stucco fascia and aluminum
siding. The tower section shown on sheet 6 does not show that this band projects. The
applicant has indicated each horizontal projection is a 6" minimum. Staff recommends
the ARC requests the applicant specify how far these elements will project from one
another to ensure the final drawings accurately reflect what is shown on the
renderings.
• Grease interceptor landscaping: The Sidewalk Improvements plan shown on Sheet A-
001 shows that an existing grease interceptor located at the front of the project will
remain in place. The concrete around the service covers will be protected in place with
the concrete removed to create a new landscape planter. Staff recommends the ARC
direct the applicant to prepare a landscaping planting plan showing attractive
decorative landscaping in each of the new planters. Special care should be applied to
the planter grease interceptor to ensure the plantings sufficiently screen the covers,
while also considering provisions for regular maintenance.
Zoning Ordinance Summary
ARC approval is required for all commercial fa�ade modifications per Palm Desert Municipal
Code (PDMC) Section 25.68.020 (A). Findings for ARC decisions are listed under PDMC
Section 25.68.040 — Findings of the ARC.
Staff Recommendation
Staff is supportive of the design and recommends approval with the ARC incorporating the
following conditions in the motion:
1. Ensure all new roof drains are integrated into the project design and shown on the
final building plans. Exterior downspouts are prohibited.
2. Specify the projection of each element on the final building plans to ensure they match
the renderings approved by the ARC.
3. Provide a landscaping planting plan for the newly created planters, subject to approval
by Development Services Department staff.

PROJECT DESCRIPTION
The Project is to replace all existing storefront assemblies in tenant suite 'C' within the 'C' Building of
the multi-tenant, mult-building EI Paseo Marketplace complex. The existing glazing systems will be
replaced with new. An existing corner display assembly has a sloped glass 'roof which will be replaced
with a new solid roof and overhang. Two new entrance features will be introduces in anticipation of a
single tenant occupying the entire building. The interior improvements will restore both suites to a
'cold-grey' condition with tenant improvements to be made by future tenants under separate permits.
The Project involves selective demolition, new glazing, framing, stucco, and roofing. The exterior
finishes of the new stucco soffit/parapet are to match the adjacent stucco surfaces in color and texture.
The frame of the new glazing system will match the existing frame color. The glazing will match the
existing glazing in color and will be fully tempered.
The new roofing is a single-ply membrane system at added overhang and is completely concealed by the
parapet framing.
Site improvements are limited to ADA access to the easterly entrance of the building. There area no
