ARCHITECTURAL REVIEW COMMISSION
MINUTES
TUESDAY, AUGUST 10, 2021 — 12:30 P.M.

III. ORAL COMMUNICATIONS
Senior Planner, Rosie Lua, invited comments from attendees on items not on the
Agenda, to which there were none. Ms. Lua advised the Commission there were no
comments or inquiries received prior to the meeting.
IV. APPROVAL OF MINUTES
A. MINUTES of the Architectural Review Commission meeting of July 27, 2021.
Rec: Approve as presented.

Upon a motion by Commissioner McAuliffe, seconded by Commissioner
Mireles, and a 7-0 vote of the Architectural Review Commission, the minutes for
July 27, 2021 were approved with minor corrections. (AYES: Lambell, Latkovic,
McAuliffe, McIntosh, Mireles, Van Vliet and Vuksic; NOES: None; ABSENT: None).

A. FINAL DRAWINGS
1. CASE NO: MISC 21-0022
NATURE OF PROJECT/APPROVAL SOUGHT: Consideration to approve a
request for a wall height and setback exception to the City of Palm Desert
Fence and Wall Ordinance, to construct a 5-foot tall decorative block wall with
breeze block accents at a setback of ten feet from the face of curb in the front
yard.
APPLICANT AND ADDRESS: Loranger Residence, Palm Desert, CA 92260
LOCATION: 74550 Candlewood Street ZONE: R-2
Associate Planner, Kevin Swartz, presented the item. Discussion on the item
ensued with Commissioners providing comments and concerns for the project.
Upon a motion by Commissioner Vuksic, seconded by Vice Chair Lambell,
and a 7-0 vote of the Architectural Review Commission, Case No. MISC 21-
0022, was approved subject to the following: 1) The use of corrugated metal or
block wall material may be used for the east and west sides of the property's
fence; and 2) The portion of the neighboring property's existing wood fence
which projects from the furthest pilaster of the angled block wall toward the
curb should be removed, provided the neighbor is amenable. Should the
neighbor be unwillingly, future replacement of the aforementioned segment
(furthest pilaster of the angled block wall toward the curb) will no longer be
permitted. (AYES: Lambell, Latkovic, McAuliffe, McIntosh, Mireles, Van Vliet
and Vuksic; NOES: None; ABSENT: None).
2. CASE NO: MISC 21-0019
NATURE OF PROJECT/APPROVAL SOUGHT: Consideration to approve a
request for architectural elevations and a landscape plan for 196 units; 64
duplex units, 84 cluster units, 48 single-family homes, and a recreation building.
APPLICANT AND ADDRESS: Lennar Homes, Corona, CA 92879

Associate Planner, Kevin Swartz, presented the item. Mr. Swartz turned the
presentation over to the applicant, Lennar, whose team provided a detailed
presentation on revisions to the project. Discussion on the item ensued with
Commissioners providing comments and concerns for the project.
Upon a motion by Commissioner Vuksic, seconded by Commissioner
McAuliffe, and a 7-0 vote of the Architectural Review Commission, Case No.
MISC 21-0019, was continued subject to the following: 1) Windows should be
further recessed a minimum of six (6) inches on exposed elevations; 2) Further
enhancements should be made to rear and side elevations as discussed; 3)
Consider a change in plane for a thicker base and color scheme revision to the
Desert Prairie Plan; 4) Elevations should include the design and locations of
proposed gutters or downspouts; and 5) Revisit proportions for second story
column detail on Duets, Desert Prairie Plan. (AYES: Lambell, Latkovic,
McAuliffe, McIntosh, Mireles, Van Vliet and Vuksic; NOES: None; ABSENT:
None).

VI. COMMENTS
Commissioner Vuksic inquired about whether roll call on a motion which has a
unanimous vote is needed. Staff advised clarification would be sought from City Clerk
to determine if it is necessary.
Commissioner Vuksic provided the Commission with an update on the Art and Public
Places Commission. He shared they have narrowed it down to two submissions for
the art sculpture to be placed on the San Pablo roundabout. The final two submissions
will be presented to City Council for selection of the winner.
Vice Chair Lambell inquired about the Chandi Project on San Pablo and Fred Waring.
Associate Planner, Kevin Swartz, advised the applicant submitted their construction
drawings which has gone through its first round of review and was returned to the
applicant. The applicant is still working on modifications for their second submittal. The
applicant has not submitted engineering documents, but is working on them.
Vice Chair Lambell inquired about the Abronia Trail 4-plex. Mr. Swartz reported the
applicant appealed the ARC's denial and is scheduled to go before City Council on
August 26, 2021. Vice Chair Lambell requested staff provide an update to the
Commission on this matter.
Upon inquiry, Associate Planner, Kevin Swartz, stated Avenida Palm Desert, recently
submitted renderings for the screening of the roof top equipment. Based on the
renderings the applicant was advised they would need to go to the ARC for approval.

The applicant is preparing a packet and anticipates going before the ARC in
September.
In response to inquiry by Chair Van Vliet, Mr. Swartz reported staff has been in contact
with the previous landscape designer for Sinclair and are working on getting Sinclair
to provide a submittal for their landscaping plan for staff review.
Upon request by Commissioner Latkovic, Mr. Swartz provided an update on the DSRT
Surf project.
VII. ADJOURNMENT
With Architectural Review Commission concurrence, Chair Van Vliet adjourned the
meeting at 2:56 p.m.
