Approval of the 2020 SWING `N HOPS STREET PARTY
By Minute Motion.-
1 - Approve road closure on El Paseo between San Pablo
Larkspur Lane for the 2020 Swing `n Hops Street Party;
2. Permit Consumption/Possession of Alcoholic Beverages
Property Pursuant to Palm Desert Municipal Code 9.58.040;

Approval of the 2020 Swing `n Hops Street Party would help address the following
priorities as specified in the City's 2013-2033 Strategic Plan, Envision Palm Desert -
Forward Together.
- Economic Development Priority No. 3: Create and attract entertainment and
events to enhance and expand the Palm Desert economy and lifestyle.
- Parks and Recreation Priority 3: Make recreational and exercise opportunities
available in all public spaces.
- Marketing and Tourism Priority No. 2: Grow existing events and develop new
events to enhance the desirability of Palm Desert as a year-round destination.
Executive Summary
The inaugural Swing `n Hops Street Party, held in 2016, was developed as a featured
First Weekend event for the month of February. The event took place on El Paseo,
between San Pablo Avenue and Larkspur Lane, and saw more than 2,000 attendees
from the Coachella Valley and the southern California region. Since then the event has
grown in many areas including a larger dance floor, increased art activations and food
options, and a more convenient layout for the beer garden. Attendance has increased
each year to an estimated 4,000 locals and tourists enjoying activities such as dance
instruction, live swing music, a classic car show, contests, and more.
Now headed into its fifth year, Swing `n Hops Street Party will continue to build upon the
success of the first four years, while adding new elements and experiences for residents

and visitors alike. As such, staff is requesting City Council approval to close El Paseo
between San Pablo Avenue and Larkspur Lane for the event from midnight to
approximately 10 p.m. on Saturday, February 8, 2020. Additionally, due to the inclusion
of beer gardens and consumption of alcoholic beverages at the event, City Council
approval is required for Consumption/Possession of Alcoholic Beverages on Public
Property Pursuant to Palm Desert Municipal Code 9.58.040.
Fiscal Analvsis
City Council approved $20,000 for the 2020 Swing `n Hops Street Party as part of the
FY 2019/20 budget. Funding is available in Account No. 1104416-4306201.
