MINUTES of the December 10, 2018, Palm Desert Youth Committee meeting Upon a motion by Vice Chair Fitzpatrick, second by Member Kulas, and a 7-6 vote of the Youth Committee, (AYES: Berenbaum, Cho, Fitzpatrick, Kim, Kulas, Ross, and Scibona; NOES: None; ABSTENTIONS: None; ABSENT: Ahmad, Capobianco, Dewegeli, Duckworth, Haile, and Shaw), the December 10, 2018, Minutes were approved as presented. VI. NEW BUSINESS A. Pledge of Allegiance and Presentation at the City Council Meeting on February 14, 2019 Chair Kim indicated that the date of the City Council meeting had been changed to February 28, 2019. Member Kulas volunteered to attend the meeting to lead the Pledge of Allegiance and provide a presentation on Youth Committee activities. VII. OLD BUSINESS y None VIII. CONTINUED BUSINESS None IX. REPORTS AND REMARKS A. COUNCIL MEMBERS None B. STAFF 1. Meeting and Event Attendance Ms. Lawrence reiterated the importance of members attending monthly meetings as the meetings cannot proceed effectively without a quorum. She asked that members contact her in advance over the phone or via email if they cannot attend a monthly meeting so that she can reschedule in the event that there will not be a quorum. She reminded appointed members that they are permitted two excused absences per calendar year and added that members should make every effort to be 2 MINUTES PALM DESERT YOUTH COMMITTEE JANUARY 14, 2019 on time for the meetings. Ms. Lawrence also asked that members contact her if they cannot attend an event that they signed up for. 2. Young Artist and Author Showcase Ms. Lawrence deferred this item for discussion during the Palm Desert Sister Cities Foundation update. Ms. Lawrence noted that the Palm Desert Half Marathon and 5K scheduled for February 10, 2019 is seeking volunteers. She agreed to forward contact information to members via email in case anyone is interested in signing up. C. COMMITTEE MEMBERS 1. Events a. Youth Senior Technology Workshops Ms. Lawrence circulated a sign-up sheet for a workshop scheduled at the Joslyn Center on Wednesday, February 27, 2019, at 3:30 p.m. b. No -Idle Zone for Cleaner Air For Schools No update. b. Anti -bullying Subcommittee No update. 3 MINUTES PALM DESERT YOUTH COMMITTEE c. Palm Desert Sister Cities Foundation JANUARY 14, 2019 Member Kulas indicated that the Palm Desert Sister Cities Foundation worked with the City of Palm Desert to bring the Young Artist and Author Showcase to the Palm Desert Library. Ms. Lawrence added that the exhibit would be available for public view in the community room through the end of January. Member Kulas noted that she would be working with her school to get the word out about the exhibit and the 2019 submission deadline. d. Legislative Review Committee No update. 3. Other Ms. Lawrence asked the members if they had any ideas on what type of projects they would like to focus on this year. Member Kulas indicated that she would like to start a Peace Club and asked if the City had a community garden. Ms. Lawrence indicated that the City has two community gardens. She asked Member Kulas to think about some activities that the Youth Committee could work on in conjunction with her idea for a Peace Club. It was the consensus of the committee not to focus on anti -bullying workshops this year. Chair Kim suggested instead holding a Sustainability Party for Lincoln Elementary School since the committee was not able to hold the holiday party for the students. The committee concurred that April would be a good month as it would coincide with Earth Day. Chair Kim asked members to bring their friends to the Youth Committee meeting in effort to increase membership. X. IX. REPORTS AND REMARKS A. COUNCIL MEMBERS Councilmember Harnik reported that the City Council recently held a goal - setting workshop. She noted that the City recently looked into a trial shared motorized scooter program and decided to hold off on moving forward at this time. She added that the Riverside County Transportation Commission (RCTC) is looking into an event train to transport people from Los Angeles to Coachella Fest. 2 MINUTES PALM DESERT YOUTH COMMITTEE FEBRUARY 11, 2019 Q B. STAFF 1. Plastics Awareness Campaign Ms. Lawrence reported that Councilmember Harnik suggested that the City's Sustainability Committee work on developing a plastics awareness campaign and would like to see the Youth Committee get involved with this initiative, as well. Councilmember Harnik indicated that youth makes a difference in elementary and middles schools and noted the importance of bringing awareness to over packaging, reducing, and reusing. 2. Youth Committee Recruitment Ms. Lawrence noted that at the City Council meeting on February 14, 2019, three (3) members will be resigned for lack of attendance and two (2) alternate members will be appointed to the committee. She added that she contacted Lynette Wohlmuth at Palm Desert High School to request her assistance with promoting the Youth Committee and noted that an article will be included in the City's BrightSide newsletter with the intent to recruit more members. She encouraged current members to bring friends to meetings and promote the committee in an effort to build membership. Upon discussion regarding the best form of communication between Ms. Lawrence and the members, the consensus was text messaging was the preferred method. C. COMMITTEE MEMBERS Events a. Youth Senior Technology Workshop — Wednesday, February 27, 2019 Ms. Lawrence circulated the sign-up sheet for the event and reminded members of the importance of showing up if they sign up. b. Sustainability Party at Lincoln Elementary School — Date TBD Ms. Lawrence indicated that Lincoln Elementary School is excited that the committee is offering to host another party for the students. The consensus of the committee was to hold the event on Tuesday, April 23, at 3:30 p.m. Ms. Lawrence circulated a sign-up sheet and said that the event specifics would be discussed at the March meeting. c. Youth Committee Presentation at Palm Desert Charter Middle School — Date TBD i No update. 3 MINUTES PALM DESERT YOUTH COMMITTEE FEBRUARY 11, 2019 2. Proiects and Sub -Committee Updates a. No -Idle Zone for Cleaner Air For Schools Ms. Lawrence indicated that there was a safety recall on the power adapter for the air sensor. She will inform the committee once it is up and running again. b. Anti -bullying Subcommittee No update. c. Palm Desert Sister Cities Foundation Member Kulas indicated that the Palm Desert Sister Cities Foundation is looking to improve their website. She asked if anyone had experience with this to let her know. d. Legislative Review Committee No update. 3. Other Member Huang noted that the Riverside County Youth Advisory Council uses the Remind App and said it seems to work well for them. X. VI. NEW BUSINESS A. Pledge of Allegiance and Presentation at the City Council Meeting on April 25, 2019 There were no volunteers to attend the City Council meeting on April 25, 2019. Event Attendance Ms. Lawrence mentioned that ten members signed up for the Youth/Senior Technology Event at the Joslyn Center on February 27, and only three members showed up. She reminded everyone that it is very important for members to attend events that they sign up for and suggested members put reminders in their phones as soon as they sign up for an event so they don't forget. She urged members to contact her in advance if they cannot participate with an event that they sign up for. 2 MINUTES PALM DESERT YOUTH COMMITTEE C. COMMITTEE MEMBERS 1. Events MARCH 11, 2019 a. Sustainability Party at Lincoln Elementary School —Tuesday, April 23, 2019 at 3:30 p.m. Ms. Lawrence reminded members that they are scheduled to host a sustainability party for the students at Lincoln Elementary School on Tuesday, April 23, at 3:30 p.m. Upon discussion regarding activities for the party, the consensus was to break the 90 kids up into five groups where they can rotate to various stations for games, crafts; such as decorating pots, and word searches. Ms. Lawrence noted that she would bring some specific ideas for crafts to the meeting in April so that she could order everything in advance. All details will be finalized at the April meeting. b. Youth Committee Presentation at Palm Desert Charter Middle School — Date TBD No update. 2. Proiects and Sub -Committee Updates a. Other Member Fitzpatrick noted that he liked it when speakers attended the meetings to talk about various topics. Ms. Lawrence said that she plans to schedule speakers for future meetings and that the only reason she has not done so yet is because the last few meetings have not been well attended, specifically referring to December when only four members showed up. She added that with the current recruitment of members and number of guests attending the meetings, she is confident at this point that a speaker would have a group to present to. Upon discussion as to what sort of topics members would like to hear about, some topics included arts and culture, gardening, and other items on a local level. Upon suggestion by Member Huang, it was decided that the Committee would host another Youth/Senior Technology Event at the Joslyn Center in May. Ms. Lawrence noted that she would make arrangements and bring potential dates back to the April meeting. X. Presentation by Mike Veto with Burrtec Waste & Recycling Services on Recycling and Plastics Awareness Mike Veto and Valerie Ward with Burrtec Waste & Recycling Services provided a presentation on recycling and plastics awareness. Mr. Veto offered information to the Committee on the recycle ban in China, recycling contamination, and single -use plastics reduction. He circulated handouts providing members with information on disposable cups, straws, and garbage decomposition. V. APPROVAL OF MINUTES A. COUNCIL MEMBERS Councilmember Harnik reported the City Council is currently looking at how r l they view retail on El Paseo. She added that the Coachella Valley Association �J of Government's Transportation Committee has been discussing ways to 2 MINUTES PALM DESERT YOUTH COMMITTEE APRIL 8, 2019 Cimprove Indian Canyon Drive in Palm Springs due to significant issues caused by the rainstorm on February 14, which is delaying ambulance times from Desert Hot Springs to Palm Springs. B. STAFF Ms. Lawrence reminded members that the last meeting of the school year will be held on Monday, May 13. She noted that she would be taking senior resignations and appointment of new members to serve on the Committee to the City Council in June. She added that meetings for the upcoming school year will begin in September. C. COMMITTEE MEMBERS 1. Events a. Sustainability Party at Lincoln Elementary School — Tuesday, April 23, 2019 at 3:30 p.m. Ms. Lawrence circulated a sign-up sheet for the event. She added that the students would be broken up into groups for rotating activities including games, activity books, seed planting, and crafts. She noted the Committee members would oversee all of the educational activities for the students. b. Youth Committee Presentation at Palm Desert Charter Middle School — Tuesday, May 14, 2019, at 3:30 p.m. Ms. Lawrence indicated that this was a mistake on the agenda. The title should have read Youth/Senior Technology event at the Joslyn Center on this date. She added that this event was scheduled upon suggestion by a member that felt the committee should go back and serve the seniors in this capacity again due to the success of the last event. Later on in the meeting it was noted that there was a conflict with the scheduled date of May 14 due to AP exams. The committee agreed to hold the event on May 21. Ms. Lawrence noted that she would check with the Joslyn Center to make sure there are no issues with changing the date. 2. Proiects and Sub -Committee Updates a. Other APRIL 8, 2019 Member Todd Shaw asked what the theme of this year's Golf Cart Parade is so that he could pass the information along to one of his teachers. Ms. Lawrence recommended he have her contact the Palm Desert Area Chamber of Commerce to discuss. X. Presentation to outgoing seniors by Council Member Jan Harnik Council Member Jan Harnik thanked members Berenbaum, Fitzpatrick, and Kim for their years of service on the Youth Committee and presented them with a gift from the City Council, City staff, and the community. VI. NEW BUSINESS None VII. OLD BUSINESS None Vill. CONTINUED BUSINESS None IX. REPORTS AND REMARKS A. COUNCIL MEMBERS Councilmember Harnik noted that there has been recent discussion on the height of buildings on El Paseo and encouraged members to read the Desert Sun's editorial on the subject. She asked that members consider how they can reduce their carbon footprint over the summer. She encouraged them to think about how they can reduce items they use, possibly by asking for no lids when ordering drinks, not using straws at restaurants, and declining utensils when ordering take out. She went on the say that she hopes the Youth Committee will collaborate with the City's Sustainability Committee on a plastics awareness campaign. B. STAFF 1. Seniors Letters of Recognition Ms. Lawrence thank members Berenbaum, Fitzpatrick, and Kim for submitting their letters of resignation. 2. Appointments for the 2019/2020 School Year Ms. Lawrence announced that alternate members Georgie Jeffrey, Rick Post, and Nelly Valencia would be officially appointed to the Youth Committee and sworn in at the next meeting which is scheduled for September 9, 2019. 2 MINUTES PALM DESERT YOUTH COMMITTEE MAY 13, 2019 3. Youth Committee Facebook Group Page Ms. Lawrence indicated that the City has a Facebook group page that has worked well in the past for posting pertinent information about upcoming events. Upon question as to if any current members use Facebook, seeing none, she noted that she would look at deactivating the account and would continue to use the Remind app for corresponding and sending out information on events to the members. 4. Youth Committee Recruitment Ms. Lawrence noted that she would continue to work on recruitment of Youth Committee members over the summer. She also asked that current members bring friends along with them to the meeting in September. She added that the Youth Committee has 15 appointed positions and at the beginning of the 2019/2020 school year, only nine will be filled. She noted that she'd like all positons to be filled and also to have a surplus of alternates during the school year. Ms. Lawrence thanked those members that participated with the recent Sustainability Party at Lincoln Elementary School. She noted the students seemed to enjoy the fun educational activities that were conducted. C. COMMITTEE MEMBERS Events a. Youth/Senior Technology Day at Joslyn Center — Tuesday, May 21, 2019, at 3:30 p.m. Ms. Lawrence re -circulated a sign-up sheet for the event and asked members to either sign-up or cross off their name if they are unable to attend. She noted that the Joslyn Center has been promoting the event and that she has received between 10-15 phone calls from people inquiring about the event. She is anticipating it to be very well attended and urged members to show up to participate as they cannot hold a successful event without the members there to assist. b. Pledge of Allegiance and Update to the City Council — Thursday, May 23, 2019, at 4 p.m. Ms. Lawrence confirmed that members Berenbaum and Fitzpatrick were still available to attend the City Council meeting on May 23. D. CONSIDERATION of Activities for the 2019/2020 School Year Ms. Lawrence explained that this year she wanted the Committee to focus on activities that are meaningful to them. She indicated that working with the Joslyn Center on intergenerational programs and with the students at Lincoln Elementary School's Afterschool Program are still important, yet asked for input from the members on what else they would like to focus on during the year. Ms. Lawrence circulated a handout for members to complete with questions regarding preferred areas of focus for the year, suggested speakers and ideas for activities, as well as ideas to better the community. Verbal suggestions on activities included working with the "Make a Wish Foundation", focusing on environmental issues such as the Salton Sea, and holding a food drive. Speaker suggestions included presentations on the San Pablo Streetscape Improvements, the CV Link project, and renewable energy resources. Suggestions on how to better Palm Desert included expanding sidewalks for those that bike to school, expanding the skate park, and providing better entertainment centers for kids. VII. She said that she'd been approaching the Palm Desert Youth Committee each year for the last five years to recruit volunteers to assist with various tasks during the event. Ms. Lawrence sent around a sign-up sheet for the event which is scheduled for Saturday, November 9, at Freedom Park in Palm Desert. Ms. Judy noted that volunteers are needed for two to three hour shifts during the event, as well as the evening before for set-up. MINUTES PALM DESERT YOUTH COMMITTEE OCTOBER 14, 2019 B. PRESENTATION on the City of Palm Desert's San Pablo Streetscape Improvements by Director of Community Development Ryan Stendell Mr. Ryan Stendell provided a power point presentation to the members on the City of Palm Desert's San Pablo Streetscape Improvements. He indicated that creating a downtown corridor that is bike and pedestrian friendly at the center of the City was one of the goals of the City's General Plan. He explained the concept of a "road diet" adding that the project in the retail area is essentially prioritizing humans over vehicles. He added that once Phase I of the project is complete, the City will plan a grand opening celebration and may look to the Youth Committee for input on the event. Upon request for questions, Member Kulas noted that she thought street art would help the City achieve the goal of making the area trendy and urban. V. APPROVAL OF MINUTES A. She went over a proposed schedule for the year to include some new ideas proposed by the members such as a coat drive for the Coachella Valley Rescue Mission or a possible food drive.
