Background
The City of Palm Desert and Indian Wells have contracted for a shared Emergency
Services Coordinator, via a contract with the Riverside County Emergency Management
Department. This position oversees many areas including, but not limited to, emergency
planning, staff training, community outreach, coordinating exercises, grant
management, emergency response, and post -event recovery. The attached report
provides details on the Coordinator's activities for the month of January 2020.
Fiscal Analvsis
No fiscal impact is associated with this item. Please note that for FY 2019/20, the City
budgeted $78,019 for its share of these contracted services. Staff also pursues an
annual Federal matching grant to offset a portion of these costs.

In support of the City of Palm Desert's, Emergency Preparedness Program, I engaged in, or
completed, the following activities during the reporting period:
• Community Outreach:
o Observed and critiqued an emergency preparedness drill at the Lakes Country Club
o Coordinated a meeting between Coachella Valley Disaster Preparedness Network
(CVDPN) and City staff to discuss a potential partnership and mutual recognition of their
efforts as a disaster preparedness non-profit
o Met with community members at The Retreat at Desert Willow to discuss emergency
preparedness efforts at the residential development
o Coordinated and co -led a tour of the East County EOC for the Public Safety
Commission
o Met with residents of Monterrey Country Club to discuss their emergency procedures
and solidify a future speaking engagement
o Met with representatives from College of the Desert to understand their emergency
procedures and discuss our emergency management programs
o Completed an Earthquake Safety Presentation for 30+ students at Palm Desert Charter
Middle School
o Spoke to 40+ community members at the Joslyn Center's Disaster Preparedness Fair
City Internal Activities:
o Attended the Public Safety Budget meeting and composed a draft budget for the next
fiscal cycle
o Tested radio communications between the City EOC and Corporate Yard
o Attended the Riverside County Emergency Management Association meeting on behalf
of the City of Palm Desert
o Attending ongoing Operational Area partner conference calls in regards to the 2019
Coronavirus
o Reviewed emergency supplies at Corporate Yard and provided suggestions on
additional items to have on hand
o Coordinating with City of Indian Wells for a joint Texas A&M/ FEMA training for City
leadership staff
o Oversaw the monthly DisasterNet and HOA Radio drill at the City Emergency
Operations Center
o Met with Radio Amateur Civil Emergency Service (RACES) team members supporting
the City to discuss growing the HOA radio program
Future Activities:
o Work with City staff to coordinate a potential Teen CERT offering and more CERT basic
classes
o Update the City's Emergency Operations Plan (EOP)
o Install whiteboards in City EOC and dispose of old equipment/supplies
