Recommendation By Minute Motion: 1. Open the public hearing and receive comments regarding the Fiscal Year 2019-20 Action Plan First Amendment to reprogram $14,900 in Community Development Block Grant Program funds for Path of Life Ministries to provide local homelessness assistance program services. 2. Approve the submission of the Fiscal Year 2019-20 Action Plan First Amendment to the U.S. Department of Housing and Urban Development. Background Analvsis On May 23, 2019, the City Council approved the submission of the Fiscal Year 2019-20 Action Plan, including funding recommendations for the Community Development Block Grant (CDBG) Program, to the U.S. Department of Housing and Urban Development (HUD). As part of these recommendations, the Council on Aging Southern California (COASC) received $14,900 in CDBG funds for operational costs associated with providing ombudsman services for elderly and disabled individuals living within long-term care facilities in Palm Desert. On October 2, 2019, COASC respectfully declined the City's CDBG grant award of $14,900. COASC received an increase in State funds to provide ombudsman services and ensured it will still provide the same level of service in Palm Desert. COASC declined its CDBG grant awards from other entitlement jurisdictions as well. City staff anticipated reprogramming these CDBG funds during the CDBG budget cycle in Fiscal Year 2020-21. On January 9, 2020, the City Council was presented a preliminary recommendation to focus a portion of its CDBG Public Services funds on Path of Life Ministries in Fiscal Year 2020-21. City staff recommended partnering with this organization to lease a housing unit for homeless individuals living in Palm Desert. Concurrently, the City has an agreement with Riverside Universities Health System to provide two County staff members to conduct homeless street outreach and case management; ultimately, with the goal of reducing homelessness in Palm Desert. City and County staff believe adding a discretionary housing unit for temporary shelter February 27, 2020 Substantial Amendment Page 2 of 2 (leased by Path of Life Ministries) is valuable in reducing homelessness in Palm Desert. Conceptually, Path of Life Ministries manages the leased housing unit, and County staff has discretion on placement and provides case management. By reprogramming these funds now (instead of within the CDBG budget cycle), City staff anticipates providing temporary housing to homeless individuals in Palm Desert approximately six months in advance of schedule. The City intends to reprogram $14,900 in Community Development Block Grant (CDBG) Program funds to the nonprofit organization, Path of Life Ministries, for complementary local homeless assistance program services. The City of Palm Desert currently operates a homelessness assistance program in conjunction with the Riverside Universities Health System to provide two County staff members to conduct homeless street outreach and case management; ultimately, with the goal of reducing homelessness in Palm Desert. City and County staff believe adding a discretionary housing unit for temporary shelter (managed by Path of Life Ministries) is valuable in reducing homelessness in Palm Desert. Conceptually, Path of Life Ministries manages the leased housing unit, and County staff has discretion on placement and provides case management. Therefore, the reprogrammed funds will generally be used for renting a temporary housing unit. As stated in the City's HUD -approved Citizen Participation Plan, an Annual Action Plan Amendment is required if the City proposes a "substantial change" in activities during a program year. For the purposes of this Amendment, a substantial change constitutes a change in purpose, scope, location, and beneficiaries of an activity. II. BUDGET ADJUSTMENT The City will reprogram $14,900 in CDBG funds (Public Services) for Path of Life Ministries. These funds became available due to another nonprofit organization, Council on Aging Southern California, respectfully declining its previous grant award in FY 2019-2020. III. CITIZEN PARTICIPATION PLAN AND PUBLIC COMMENTS The FY 2019-2020 Annual Action Plan First Amendment was released for citizen review and comment on February 7, 2020. During the public comment period from February 71h through March 91h, the Amendment was made available to the public at Palm Desert City Hall. [Subject to Pending Action] On February 27, 2020, the City Council held a public hearing to provide residents an additional opportunity to review and comment on the reprogramming of CDBG Program funds.
