REQUEST: Approval of Alcohol Concessions at the 2020 Spring Concerts in the
Park
Recommendation
By Minute Motion:
1. Temporary waiver of Palm Desert Municipal Code (PDMC) section 11.01.080
W (Possession/Consumption of Alcohol on City owned property) pursuant to
PDMC 9.58.040 for the 2020 Spring Concerts in the Park. -
Strategic Plan Objective
Approval of Alcohol Concessions at the 2020 Fall Concerts in the Park does not address
priorities as specified in the 2013-2033 Strategic Plan, Envision Palm Desert - Forward
Together.
Background Analysis
At the 2019 Fall Concerts in the Park the City of Palm Desert introduced a new beer and
wine garden as an added amenity to the concertgoer experience. While concertgoers did
enjoy the new addition, alcohol sales were slow to increase over the five weeks. As the
beer garden at the Fall Concerts in the Park series was a test, staff would recommend
continuing the amenity for the spring concerts in, order to better evaluate this added
amenity.
If passed, staff would like to change its approach for this concert series and partner with
one or more local non-profit organizations to host the beer & wine garden each week. All
funds raised at the event will go directly to the non-profit organization. Staff will be sure
to work with organizations that are extremely experienced in hosting and managing beer
gardens. Staff will also work with the non-profit organization(s), to ensure approval of the
Palm Desert Police Department, secure a Palm Desert business license, and the
necessary permit issued by the Alcohol Beverage Control Board. '
The sale, possession, and consumption of beer and wine would be limited to a fenced
beer garden area, located east of the stage, next to the food vendors.

Fiscal Analysis
In order to create the designated beer garden area .,fencing and other items would need
to be rented . As part of the FY 2019/2020 budget, funds are available in Account
