HomeMy WebLinkAboutCommittees-Commission Continue Terms Until Rappointed or TerminationSTAFF REPORT CITY OF PALM DESERT CITY MANAGER'S DEPARTMENT MEETING DATE: May 28, 2020 PREPARED BY: Christopher Gerry, Management Analyst REQUEST: Continuation of terms for all City of Palm Desert commissioners and committee members until reappointment or termination. Recommendation By minute motion, continue the terms of all City of Palm Desert commissioners and committee members until reappointment or termination. Background For years, members of the City Council have made suggestions and asked questions regarding the policies and procedures for appointment of individuals to advisory commissions and committees. As a result, the City Council held a study session to discuss this topic on January 23, 2020. The study session explored current practices of other cities and included recommended next steps. During this study session, the City Council provided valuable feedback to further develop recommendations, stressing their desire to recruit applicants and make appointments to these important positions expeditiously. City staff conducted additional research and was crafting recommendations to return to the City Council for direction in April 2020. However, City staff has been called upon to shift priorities as a result of the coronavirus public health emergency. Unfortunately, City staff has not been able to complete the development of recommendations, and notes that the current environment is reshaping how interviews will be conducted and commissions and committees will operate in the future. Consequently, City staff recommends the continuation of terms for all commissioners and committee members until reappointment or termination. City staff recommends resuming these discussions in six months. Resuming these discussions later this year allows City staff to focus on other priorities; provides context for what is considered the "new normal" in public service; and creates additional opportunities for further collaboration. Municipal Code 2.34.010(A) states, "Following expiration of the term of office, each member shall continue to serve until either he or she is reappointed or his or her successor is qualified and appointed.
