Grance, Director of Building and Safety REQUEST: Extend professional service agreements to Scott Fazekas & Associates (Contract No. C38750A), Willdan Engineering (Contract No. C3875013), and Interwest Consulting Group, (Contract No. C38750C) for building plan review services for the fiscal year 2020/2021 Recommendation By Minute Motion: By Minute Motion, Staff requests that the City Council approve extending the professional service agreements to Scott Fazekas & Associates (Contract No. C38750A), Willdan Engineering (Contract No. C38750B), and Interwest Consulting Group, (Contract No. C38750C) for building plan review services for the fiscal year 2020/2021, not exceeding a total of $150,000.00. Funds will be available in FY Budget 2020-21 Account No. 1104420-4301000. Strateqic Plan Economic Development Prioritv No. 4: Expand and raise awareness of business -friendly services in order to retain and attract businesses. Providing business -friendly services by maintaining timely commercial development inspection and plan review schedules is an ongoing operations function. Background Analysis At its regular meeting of June 13, 2019, the Palm Desert City Council, by Minute Motion, approved Contract No. C38750A with Scott Fazekas & Associates; Contract No. C38750B with Willdan Engineering; and Contract No. C38750C with Interwest Consulting Group. These professional service agreements will expire June 30, 2020. The term of the agreements for plan review services included a provision for extending up to a maximum of one year. The consultants, Scott Fazekas & Associates, Willdan Engineering, and Interwest Consulting Group, have all agreed to provide the same level June 11, 2020 - Staff Report C38750A-C - Plan Check Consultants Contract Extensions Page 2 of 2 of plan review services with no change in service costs from July 1, 2020, through June 30, 2021, per the attached letters of extension. The primary use of the consultants is to ensure that the City maintains a high level of customer service to the development community should there be an increase in construction activity. Building Department staff provides primary plan review services and only utilizes the consultants for more complex structural reviews. This fiscal year to date the department has performed 1,312 plans reviews and have only sent 100 projects to the consultants for structural review.
