REQUEST: Review and Approve Outside Agency Funding for Fiscal Year 2020-
2021
Recommendation
By Minute Motion, that the City Council:
1. Approve the award of outside agency contributions in the amount of
$159,681 to the agencies listed herein with associated restrictions and
conditions, including confirmation of event prior to distribution, if applicable;
and
2. Authorize the City Manager to consider alternative requests during the year
provided the request is consistent with the original request; and
3. Pending approval of the FY 2020/21 City of Palm Desert Financial Plan,
authorize the City Manager to execute any documents necessary to
effectuate the actions taken herewith.
Committee/Commission Recommendation
The Outside Agency Funding Committee met on May 20, 2020 to review the applications
and requests. The Committee approved the recommendations included herein.

Backqround Analvsis
Information regarding the availability of Outside Agency Funding, as well as the
application, was made available on the City's website at the beginning of January 2020.
Staff also conducted outreach through notification in Regional Access Project (RAP)
Foundation's e-newsletter. A total of 29 applications were received totaling $300,166 from
various organizations.
The Outside Agency Contributions Committee applications were reviewed by the
committee and after discussion, the following recommendations were made. The amount
recommended, as well as a brief description of items that were determined to be eligible
for funding, will be listed on the Agency's agreement as allowable expenditures.

Any specific award requirements, conditions or restrictions were noted in the attached
draft minutes of the meeting and will be incorporated into the agreement. Those requests
that included funding for an event will be subject to confirmation that the event will be
held. If the event is not held, or held in a different format, it is recommended that the City
Manager be authorized to consider alternative requests from the same agencies provided
the revised request is consistent with the original request. Staff recommends that the City
Council approve funding to the above-listed organizations as presented.
Fiscal Analvsis
Approval of this request will result in the above-listed agencies receiving the designated
amounts as a charitable contribution for FY 2020/21 contingent upon completion of all
necessary requirements included in the Agreement. Pending approval of the FY 2020/21
Financial Plan, funds will be available in Account Nos. 1104800-4388000, 1104800-
4388100 and 1104800-4389100.

MOTION was made by Member Kelly to approve the Minutes of the April 1,
2019 and March 13, 2020 meetings as submitted. Motion was seconded by Member
Nestande and approved by a 5-0 vote with Members Aylaian, Kelly, Nestande,

A. Outside Agency Funding Recommendations [b/ue binder book]

Janet Moore referenced the funding summary and asked the Committee if
they had any questions on the recommendations.
Member Kelly asked about Zero — The End of Prostate Cancer (ZERO) that
did not receive a grant from the Outside Agency Funding Program but
instead was referred to Special Events. She noted that before
organizations/entities are referred to Special Events, there should be
adequate funds available and, if need to, adjust the budget accordingly.
Member Nestande concurred.
Vanessa Mager with the Economics' Department stated that the Special
Events budget will be revisited and adjusted based on the
recommendations made by the City Council at the Budget Study Session
meeting of May 1 gtn
Member Moore stated that there may be events on the Special Events list
that may not occur due to coronavirus which may result in additional funds
available. However, staff will ask the City Council for additional funding, if
needed.
Member Moore referenced the comments column listed on the funding
summary that show alternative recommendations that would assist
organizations at a minimal or no cost. For example, KAJI Radio requested
funds for a Jazz Concert where the City may suggest a jazz performance
during the City's Concerts in the Park. The Assistance League of Palm
Springs Desert Area requested new school clothes for students attending
Lincoln Elementary School, a suggestion was made to organize a school
clothes drive instead.
Member Moore asked the Committee if they had any questions for the
Historical Society of the Desert. No questions at this time.
With the exception of Item, No. 12, Palm Springs Air Museum, the
Committee motioned on Items 1-18 as follows:

Member Aylaian stated that the Palm Springs Air Museum requested
$10,013. $5,013 has been requested for tickets/admission to the
Palm Desert Day at the Palm Springs Air Museum.
MOTION made by Member Kelly to recommend funding in the amount of
$5,013 to the Palm Springs Air Museum for tickets to the Annual Palm Desert Day
at the Palm Springs Air Museum. Motion was seconded by Member Nestande and
approved by a 4-0 vote with Members Kelly, Nestande, Tremblay and Aylaian
voting AYE; Member Moore ABSENT.

B. CDBG Funding Recommendations - Public Services (Nonprofit
Organizations) (green binder book]

Member Kelly stated that she would be recusing herself during the
discussion of St. Margaret's Episcopal Church.
A power point presentation was provided and summarized by Christopher
Gerry with the City Manager's Office. Mr. Gerry stated that many of the
concepts presented today such as the Emergency Rental Assistance
Program have been previously presented to the City Council and therefore
will highlight mostly on the nonprofit agencies.
Mr. Gerry discussed the statutory waivers provided under the CARES Act
that allows flexibility within the CDBG Program. These waivers are what
shifted the funding recommendations at the 11 th hour; if you recall, the City
Council previously opened and closed a public hearing without CDBG
funding recommendations in order to explore how these waivers could
benefit our community.
Under the CARES Act, the City received a special allocation of funds,
known as CDBG-CV funds. According to the Act, the purpose of this funding
source is to prevent, prepare for, and respond to the coronavirus.
Notwithstanding, these funds must fit within the framework of the CDBG
Program, which includes meeting the national objective of benefiting low
and moderate income people.
Some of the waivers include: 1) Removing the 15% cap on funding public
services, which is the category we fund nonprofit organizations for their
great work in our community; 2) Allowing for previously incurred costs as a
result of the pandemic; 3) Revising the public comment period from 30 days
down to 5; and 4) Allowing these waivers for unexpended funds for the
current fiscal year, and future funds for the upcoming fiscal year.
In regard to available funding, the City will receive nearly $410,000 in CDBG
funds, which is considered the normal allocation for the upcoming program
year. Furthermore, the City is set to receive our special allocation, as
previously discussed with the City Council, which is approximately
$241,000 in CDBG-CV funds. Finally, while the City has $200,000 in CDBG
funds programmed for a Parking Lot Improvement Project at City Hall, staff
recommends reprogramming these funds toward other activities that
perhaps are a higher and better use as a result of the current environment.
Therefore, the total budget recommended represent approximately
$851,000 in programs and activities.
Mr. Gerry summarized the nonprofit organizations as follows.

The Joslvn Senior Center — $80,000
2. Desert Arc — $60,000
The Joslyn Senior Center and Desert Arc recommendations represent
agencies who provide excellent services within the community, but also
have facilities located in Palm Desert. As you recall, we previously
anticipated funding both the Joslyn Senior Center and Desert Arc at these
amounts for capital projects. Both agencies also went through an extensive
application process. Therefore, staff recommends funding them at the
previously identified amounts. Although the recommended funding for these
agencies are the same, the scope of the activities has changed. Instead,
now the Joslyn Center proposes to use the funds for the continuation of its
wellness center, and Desert Arc for costs associated with implementing a
multi-phased re-opening plan.
3. Coachella Vallev Economic Partnership —$50,000
The Coachella Valley Economic Partnership (otherwise known as CVEP) is
requesting funds to provide an economic development response to the
coronavirus by supporting small businesses and entrepreneurs in Palm
Desert. Because of the coronavirus, the agency is projecting a loss of
$200,000 in grants, corporate sponsorships and event revenue. The
funding request is to sustain staffing levels in order to continue to assist at
least 400 Palm Desert businesses.
4. Fair Housinq Councif of Riverside Countv —$40,100
The City is required to provide fair housing services as a requirement of the
CDBG Program. Although the Fair Housing Council did not change its
funding request, they have seen a large increase in service since the
beginning of the coronavirus.
6. Coachella Vallev Rescue Mission —$25,000
The Coachella Valley Rescue Mission is requesting funds for equipment,
supplies and food purchases. As well as provide emergency shelter, food
and supportive services for homeless individuals and families.
7. Desert AIDS Proiect — $25,000
The Desert AIDS Project has taken a proactive approach to addressing the
coronavirus beginning days prior to Governor Newsom executive order to
shelter-in-place. As an agency with experience in infectious diseases, it has
revised its business operations to provide coronavirus-related activities.
The agency is requesting funds for supplies and protective equipment.

Member Nestande suggested Desert AIDS Project as a resource for testing
for the coronavirus.
Mr. Gerry replied that both Desert AIDS Project and Martha's Village are
testing centers.
8. Martha's Villaae & Kitchen — $25,000
Martha's Village & Kitchen, its requesting funds to expand its shelter
operations by 15 beds. The funding recommendation as presented would
represent an increase of five beds.
9. Biq Brothers Biq Sisters of the Desert —$14,937
Big Brothers and Big Sisters of the Desert facilitate one-on-one mentoring
for at-risk youth ages 6 to 18 years old. The agency is serving youth of
families impacted by the coronavirus. The agency requests funds to sustain
staffing, given that they also have revenue losses due to the cancellation of
major fundraisers and events.
Furthermore, Mr. Gerry stated that the Committee's budget
recommendations discussed at this meeting will be incorporated into the
various federal documents and presented to the City Council for
consideration at their next meeting.
Lauri Aylaian stated that she was pleased with the proposal process and
how the City is able to assist those essential nonprofit agencies, not only in
Palm Desert but valley wide during this difficult time. In particular, the
Joslyn Senior Center who has been helpful in finding ways to reach out to
seniors, who have been isolated, by way of keeping them connected and
provide useful services and skills such as problem solving strategies. Ms.
Aylaian further stated she was also pleased that #he City can assist our
community partners such as Coachella Valley Rescue Mission, St.
MargareYs Episcopal Church, and Martha's Village who are serving those
in need of shelter and food.
With the exception of Item, No. 5, St. Margaret's Episcopal Church, the
Committee motioned on Items 1-9 as follows:

5. St. Marqaret's Episcopal Church —$31,000

St. Margaret's Episcopal Church operates a program titled "Neighbors-4-
Neighbors", which provides assistance in the form of food, clothing and
shelter to low and moderate-income households throughout the Coachella
Valley. While the agency previously used to serve 350 to 400 households
with food weekly, that amount has more than doubled since the beginning
of the quarantine. The agency continues to operate the program, even
though they have incurred substantial costs for equipment and supplies to
meet social distancing requirements and increased demand for services.
The agency is requesting funds for equipment and supply costs, including
the purchase of a walk-in cooling unit for perishable food. Additionally, the
agency provides valuable emergency shelter and supportive services for
homeless individuals in Coachella Valley and have seen dramatic increases
in the demand for services.
MOTION made by Member Aylaian to fund St. Margaret's Episcopal Church
as presented in the staff recommendation: Item No. 5 St. MargareYs Episcopal
Church -$31,000. Motion was seconded by Member Nestande and approved by a
4-0 vote with Members Aylaian, Nestande, Tremblay and Moore voting AYE:
Member Kelly ABSENT.
C. CDBG Funding Recommendations - Public Services (Rental Assistance)

Christopher Gerry stated that this program was presented to the
City Council at their last council meeting.
MOTION made by Member Kelly to recommend funding in the amount of
$250,000 to CDBG Funding Recommendations, Public Services Emergency Rental
Assistance Program. Motion was seconded by Member Nestande and approved
by a 5-0 vote with Members Aylaian, Kelly, Nestande, Tremblay and Moore voting
AYE.
