REQUEST: Streamline the use of vendors for the Desert Willow Golf Resort by
granting an exception to the bidding requirements and approving
the Operating Expense Vendors List for Fiscal Year 2020-21.
Recommendation
By Minute Motion:
1. Grant an exception to the bidding requirements, as provided for by
Section 3.30.160 (K) of the City's Municipal Code, not to exceed
$50,000 for any one vendor during Fiscal Year (FY) 2020-21; and
2. Approve the Desert Willow Golf Resort's Operating Expense Vendors
List.
Strategic Plan
This is an ongoing maintenance function and as such, does not directly contribute to the
objectives of the Strategic Plan.
Background Analvsis
Each year, Desert Willow Golf Resort (DWGR) requests approval from the City
Council to use on a regular basis the vendors on the attached vendor list,
pursuant to Section 3.30.160 (K) of the C it y' s Municipal Code. This section gives
the authority to DWGR to obtain routine and recurring contractual services,
including maintenance services, and materials, supplies, and equipment using
one of these vendors. The vendors on this v e n do r list are used because they offer
immediate accessibility, wholesale and/or discounted pricing, or they are the only local
source. The approval of the v e n d o r list simplifies the process to purchase and
acquire the services needed, particularly during events where time is of the essence.
In the best interest of the City and when time is of the essence, staff will evaluate the
cost estimate provided by the most readily available vendor, and if staff deems the cost
estimate too high, another vendor from the vendor list is contacted. When time is not of
the essence, staff will ensure that the City receives competitive pricing by obtaining and
evaluating quotes from two or more vendors from the vendor list.
On May 30, 2019, staff posted at City Hall a notice inviting vendors to apply if they
wished to be added to the vendor list for FY 2020-21. The notice remained in

place the entire fiscal year. A notice for FY 2021-22 replaced this notice on June 24,
2020 and will remain posted for the entire fiscal year so that potential vendors can apply
for next year's approval. Purchases of contractual services and/or materials, supplies,
and equipment valued at more than $50,000 will follow the standard procurement
procedures in the City's Municipal Code.
Fiscal Analvsis
There is no fiscal impact associated with this action beyond the potential contract
amounts, which has been included in the Fiscal Year 2020/21 operating budget.

INVITATION TO POTENTIAL VENDORS
NOTICE IS HEREBY GIVEN that the City of Palm Desert's Public Works
Department is updating the Desert Willow Golf Couse Operating Expense
Vendors List for Fiscal Year 2021-22.
Any potential vendor who can provide parts, materials and/or specialized
services as specified will be considered to be added to any of the
aforementioned vendor lists. All vendors/contractors are required to
possess the necessary contractor's license, a current City Business
License, liability insurance, and, if necessary, be registered with the
Department of Industrial Relations (DIR). Service providers will also need
to be registered with Planetbids.
