Recommendation By Minute Motion: 1. Grant an exception to the bidding requirements, as provided for by Section 3.30.160(J) of the City's Municipal Code; and 2. Authorize the purchase of Rain Bird golf course irrigation supplies from High Tech (rrigation, Inc., of Indio, California, during Fiscal Year 2020-21, in the amount not to exceed $80,000. Contingent upon approval of the City's Annual 2020/21 Budget, funds will be available in Course and Grounds Expenses, Account No. 5204195-4803100. Strateqic Plan This is an ongoing maintenance function and as such, does not directly contribute #o the objectives of the Strategic Plan. Backqround Analvsis The Desert Willow Golf Resort operates a Rain Bird irrigation system that requires Rain Bird irrigation supplies on both golf courses. Rain Bird Corporation has informed staff through the attached letter that High Tech Irrigation, Inc. ("High Tech") is the only authorized local distributor of Rain Bird products. Due to an exclusive agreement with Rain Bird Corporation, on January 12, 2012, t h e City Council approved High Tech as the sole provider of Rain Bird golf course irrigation products to Desert Willow. The Desert Willow Golf Resort superintendent is responsible for the determination of the need and use of the irrigation supplies. The actual quantities of golf course irrigation supplies purchased for Fiscal Year 2020-21 will be on an as-needed basis July 9, 2020 - Staff Report Approval of Golf Course� Irrigation Supplies for Desert Willow Golf Resort Page 2 of 2 and will be dependent on many factors directly related to the current irrigation system performance at the Desert Willow Golf Resort. The projected cost for these supplies is $80,000 from July 1, 2020 through June 30, 2021. Staff has reviewed the attached letter and requests authorization for the Desert Willow Golf Resort to purchase golf course irrigation supplies from High Tech during Fiscal Year 2020-21 without having to follow the competitive bidding procedures in Chapter 3.30 of the City's Municipal Code because, pursuant to Section 3.30.160, High Tech is the sole source of the golf course irrigation supplies and qualifies for an exemption from the procurement methods contained in the Municipal Code. Fiscal Analvsis This is an ongoing purchasing activity with no fiscal impact beyond the annual cost of the supplies, which has been budgeted in Fiscal Year 2020-27 . High Tech IRigation, Inc. is the sole provider of Rain Bird golf course irrigation products in this region due to an exclusive agreement with Rain Bird Corporation (see attached letter). The irrigation supplies are required to service the existing irrigation system at the Dese�t Willow Goff Resort, and provide for the everyday functionality of the system and productivity of the courses. Fiscal Analvsis The actual quantities of golf course irrigation supplies purchased for FYE 2012 will be on an as-needed basis dependent on many factors directly related to the current i�rigation system pertormance at the Desert Willow Golf Resort. The projected cost for these supplies is $33,000.00. The Desert Willow golf course superintendent is responsible for the detertnination of the application and use of the irrigation supplies.
