Recommendation By Minute Motion, select two City Councilmembers to serve as liaisons to an Ad Hoc Subcommittee related to the Active Transportation Program (ATP). Strategic Plan The proposed action aids in fulfilling the following priorities identified in the City's Strategic Plan: • Tourism and Marketing —Priority 1: "Improve access to Palm Desert and its attractions to enhance the ease of lifestyle." • Transportation —Priority 1: "Create walkable neighborhoods and areas within Palm Desert that would include residential, retail, services and employment centers, and parks, recreation and open space to reduce the use of low occupancy vehicles." • Transportation —Priority 3: `De-emphasize single/low-occupancy vehicles and optimize modes of travel (bus, carpool, golf -cart, bicycle, and pedestrian)." • Land Use - Priority 4: "Create a mixed -use city core integrating shopping, dining, lodging, and housing." Backqround Analvsis Beginning with the Envision Palm Desert -> Forward Together Strategic Plan and updated General Plan, the City Council has been on an ambitious path towards creating an authentic City Center. One of the primary goals within that objective is providing alternative ways of getting around town including: walking, bicycling, NEWLSEV, and golf carts. San Pablo (Phases 1 & 2) and the approval of CV Link have begun connecting destinations with additional connections in the planning process. August 27, 2020 - Staff Report Ad Hoc — Active Transport Projects Page 2 of 2 Discussion As directed by the City Council, staff has been preparing projects that advance the City Center vision. At a recent CV Link extension project meeting, staff encountered questions related to naming and branding. Recognizing that those activities are more successful when the community's elected representatives participate and provide input, and given the volume of future projects, staff is requesting the creation of this subcommittee. If created, staff does not envision regular meetings, but rather that the subcommittee would meet with staff as needed during project design and development to review items of critical importance.
