REQUEST: Authorize staff to contract with Ralph Anderson and Associates as a
consultant to deliver executive recruitment services for the position of
City Manager and authorize the Mayor to execute a contract in the
amount of $28,500 (Contract No. C40440)

Manager, and authorize staff to finalize and the Mayor to execute a contract in the
amount of $28,500.
2. Appropriate $28,500 from the unobligated general fund reserve to Human
Resources Professional Services, account number 1104154-4309000.
Background Analvsis
On August 27, 2020, the City Manager announced her intention to retire in 90 days, on
November 20, 2020. The City Council met in closed session on August 31, 2020, to consider
options for filling this position.
Recruitment of a replacement City Manager is estimated to take four to six months to
complete. This timetable and the pressing needs created by the coronavirus pandemic, along
with the ongoing demands of City leadership, contributed to a finding that time is of the
essence and it is urgent that a search begin as soon as possible.
Council directed staff to solicit a proposal from Ralph Anderson and Associates (attached) for
the services of executive recruitment, utilizing Dave Morgan as principal recruiter. This firm
was selected under Purchasing guidelines, Section 3.30.160, F. Best Interests of the City,
because of their familiarity with the City and the City Council (having performed these services
for City Manager in 2016, and for Assistant City Manager in 2019), their immediate availability
and their methodology.

Fiscal Analvsis
There is no identified budget for this project. If this request is approved by the City Council, a
corresponding budget appropriation of $28,500 will be needed from either the unobligated
General Fund Reserve or from one of the City's other committed General Fund reserves.

Dear Mayor Nestande and Members of the City Council:
Ralph Andersen & Associates is pleased to submit our proposal to provide executive search
services to the City of Palm Desert for the recruitment of the position of City Manager. We would
be pleased to, once again, work with the City Council on this important search assignment.
Much of our recruitment activities are handled via video meetings, thus facilitating a much more
efficient and effective recruitment process during a pandemic. If awarded this search, we would
be staffing this engagement out of Southern California with an experienced former city manager
leading this search effort — Mr. Dave Morgan. Mr. Morgan was also the Project Director for the
City Manager search conducted in 2016.
We are prepared to begin this search upon execution of a contract (or upon a verbal authorization
to proceed). Kick-off activities would include scheduling individual video discussions with the
City Council and other key City staff to obtain more information about the qualities and attributes
of the Ideal Candidate including review of educational requirements and career experience.
Approach to Executive Search
The successful search process relies heavily on person -to -person contact to identify outstanding
potential candidates and, in the evaluation phase, to gain a complete understanding of the
background, experience, and management style of the top candidates. The executive recruitment
techniques used by Ralph Andersen & Associates have been developed and used successfully with
hundreds of clients for more than 48 years.
We feel that the key elements of the fall search process, which can be tailored to fit the specific
needs of the City, will include:
Developing a comprehensive position profile based upon information obtained in various
telephone or video discussions with the City Council and other key City staff as
appropriate.
• Outreach (via email, telephone, and/or video discussions) to qualified candidates in
California, the Western Region, and across the nation (if desired).
• A marketing strategy that uses selected advertising to supplement the extensive candidate
identification process, the Internet, and professional contacts.

• A screening process that narrows the field of candidates to those that most closely match
the needs of the City and is based on resume review with the top candidates. Candidates'
education, experience, and credentials are matched to the criteria established in the position
profile.
• Candidates (if deemed qualified and viable by the Recruiter) would be screened using
technology to conduct a video interview.
• Delivering a product in the form of a search report that recommends a top group of
candidates and provides the City Council with detailed information about their
backgrounds and experience.
• Assistance during the Finalist Interviews with the City Council in -person (as appropriate
during the COVID-19 Pandemic) or using video technology (less desirable).
• Conduct final background and verifications on the top candidate(s).
• Assist in negotiations of offer of employment.
• Close out the search and notify all candidates not selected.

Mr. David M. Morgan, Project Director
Mr. Morgan is a Senior Consultant with Ralph Andersen & Associates and
brings more than 35 years of public sector leadership and experience to the
firm.
With a distinguished career as City Manager for the City of Anaheim, Mr.
Morgan oversaw California's 1Oth largest city (population 336,265) for
eight years (2001 — 2009). in his role as City Manager, Mr. Morgan was
responsible for a full -service city including implementing the policies
established by the Anaheim City Council, overseeing the City's $1.3 billion
budget, staff of 2,200 full-time and 1,000 part -tune employees and shepherding the City's five-
year $678 million Capital Improvement Budget. He had a lead role in working with professional
sports teams and facilities as well as overseeing the City's Enterprise operations including the
Convention Center and Electric and Water Departments. During his career with the City of
Anaheim beginning in December 1974, Mr. Morgan worked in many City Departments. From
1993 through 2001, as the Assistant City Manager, Mr. Morgan directly oversaw the City's
Finance, Human Resources, Information Systems, Audit, Intergovernmental Relations,
Convention Center, Stadium, Arena, Parks, Recreation, Library and Community Services
operations. Since retiring from Anaheim, he has taught at the Graduate level in Local Government
Leadership and served as a consultant for local Government Agencies.
Mr. Morgan holds both a Bachelor's and Master's degree in public administration from California
State University, Fullerton. Mr. Morgan is a member of the International City/County Management
Association and served as a Board Member for the California City Management Foundation. He
also has been an adjunct faculty member for the Graduate Center for Public Policy and
Administration at California State University, Long Beach.
Ms. Diana Haussmann, Recruitment Manager
Ms. Haussmann joined Ralph Andersen & Associates in 1998 and currently
serves as a Recruitment Manager. Ms. Haussmann provides administrative and
technical support to the Executive Search team, and is involved with the
recruitment process from start to finish, working closely with the firm's clients
and candidates. Prior to joining Ralph Andersen & Associates, Ms. Haussmann
provided administrative support to the legal profession and also worked in the
fast -paced world of title and escrow. Ms. Haussmann has more than 25 years
of executive level administrative experience and holds an Associate of Arts
degree in Legal Office Administration.

Paraprofessional and Support Staff
Paraprofessional, graphics, and support staff will provide administrative support to the consultant
team on recruitment assignments. These may include Ms. Hannah ]ones, Ms. Christen Sanchez,
Mr. Craig Elliott, Ms. Karen AllGood, Ms. Tina Keller, and Ms. Teresa Heple.
Project Timing
Ralph Andersen & Associates will complete the search within approximately 90-120 days from
the execution of the agreement to the presentation of candidates. Note: A longer timeframe may
be required due to the unusual circumstances of COVID-I9.
Kick-off Activities — We are prepared to begin this search upon execution of a contract (or upon
a verbal authorization to proceed) and a scheduled in-depth discussion via video call with members
of the City Council. We are prepared to begin this engagement as early as mid -September under
Mr. Morgan's direction.
Application Period l Screening — The application period to apply would be held open for
approximately 30-45 days.
Final Steps — Negotiation with the top candidate will take an additional week or two after finalist
interviews. Background and reference checks will be conducted once a contingent offer is
presented to the top candidate.

Cost
This search will be a comprehensive search process with a focus in California and the Western
Region. The fee to perform a full search for the position of City Manager will be the fixed fee of
$28,500* for professional services and all expenses (as detailed below).
*Expenses included in this fixed fee include such items as advertisements, consultant interaction
(anticipated to be done 100% through video conferencing), clerical, research, graphic design,
printing and binding, postage and delivery, verifications and Internet and Lexis/Nexis searches on
the top two candidates, and long-distance telephone charges. References and final backgrounds
will be conducted on the top two candidates.
Brochure — The full color informational brochure used in the previous search will be updated and
placed on Ralph Andersen & Associates' website as well as distributed to a Large number of
municipal management professionals. All pictures will be the responsibility of the City.
Invoicing — The City will be invoiced in four installments based on the fixed fee noted above.
Optional Services (Department Directors and Citv Staff Survevl — Should the City choose to
add a combined internet survey for Department Directors and City Staff with summarized results,
this would be conducted at an additional fee of $1,100. The Community Survey is included at no
additional charge.
Exclusions -- Based on the recommendation for all video interviews (at least during the COVID-
19 pandemic), any candidate travel for finalist interviews will be the full responsibility of the City.
Ralph Andersen & Associates' Guarantee
Ralph Andersen & Associates offers the industry -standard guarantee on our full search services.
If within a one-year period after appointment, the City Manager resigns or is dismissed for cause,
we will conduct another search free of all charges for professional services. The City would be
expected to pay for the reimbursement of all incurred expenses.
Should the initial outreach efforts not result in a successful placement, Ralph Andersen &
Associates will continue the outreach efforts until the ideal candidate is found. The City will be
responsible for expenses based on actual receipts.
