PRELIMINARY MINUTES
MONDAY, DECEMBER 9, 2019 — 6 P.M.

CALL TO ORDER
Youth Committee Chair Kyna Huang convened the meeting at 6 p.m.

PRESENTATIONS
A. PRESENTATION on Palm Desert's Solid Waste and Recycling Services and
Organics Waste Legislation by Senior Management Analyst Heather Horning
Ms. Heather Homing from the City of Palm Desert's Public Works Department
provided information on Palm Desert's solid waste and recycling agreement
with Burrtec Waste and Recycling Services. She explained her role with the
City noting what sort of work she does with regard to waste and recycling
compliance. She stated that it would soon be mandatory for commercial
businesses to recycle food waste. She provided information on recycling such
as what can and cannot be recycled and where to take items that cannot be
recycled. She provided information on what members can do to help such as
reducing and reusing items, which is more important than recycling. Upon
question by Member Kulas, Ms. Horning explained the recycling ban in China.

Upon question by Member Huang regarding how recycling is enforced in
schools, Ms. Horning noted that schools are under the State's jurisdiction, not
the City's. Upon Member Kulas' suggestion that commercial businesses should
all have uniform recycling signage, Ms. Horning indicated that it was a great
idea. Both she and Ms. Lawrence indicated that it is the kind of idea the City
Council would like to hear about from the Youth Committee.
V. APPROVAL OF MINUTES
A. MINUTES of the October 14, 2019, Palm Desert Youth Committee meeting
Upon a motion by Member Shaw, second by Member Driza, and a 8-1 vote, (AYES:
Cho, Driza, Huang, Jeffrey, Kulas, Ross, Shaw, and Valencia; NOES: None; ABSTENTIONS:
None; ABSENT: Pos:), the October 14, 2019, Minutes were approved as presented.
VI. NEW BUSINESS
A. APPOINTMENT of Member to Lead the Pledge of Allegiance and Provide a
Presentation on Youth Committee Activities at the City Council Meeting on
January 23, 2020.
Upon a motion by Member Shaw, second by Member Kulas, and a 8-1 vote, (AYES:
Cho, Driza, Huang, Jeffrey, Kulas, Ross, Shaw, and Valencia; NOES: None; ABSTENTIONS:
None; ABSENT: Post), Member Jeffrey was appointed to lead the Pledge of Allegiance and
provide a presentation on Youth Committee activities at the City Council meeting on January
23, 2020.

B. STAFF
Ms. Lawrence passed out gift cards to the appointed members on behalf of the
City Council thanking them for their service throughout the year.
Ms. Lawrence provided information regarding a $5,000 scholarship available
from the Coachella Valley Branch of the American Public Works Association to

anyone interested in a public works or engineering related career. She asked
anyone interested to contact her so she could forward the application.
Ms. Lawrence passed along Ms. Paula Simonds appreciation to members
Shaw and Valencia for assisting with the senior seating area Palm Desert Golf
Cart Parade. She also thanked Member Valencia for assisting with the Relay
for Life event.
C. COMMITTEE MEMBERS
1. Events
a. Lincoln Elementary Afterschool Program Holiday Party —Wednesday,
December 17, 2019
Ms. Lawrence circulated a sign-up sheet for the event and the
members agreed upon activities to facilitate for the 90 kids during the
holiday party.
b. Youth/Senior Technology Day at the Fountains at the Carlotta —
Wednesday, January 15, 2020
Ms. Lawrence noted that the date for this event is confirmed and that
she would circulate a sign-up sheet at the January meeting.
c. Palm Desert Sheriff Station Tour — Wednesday, February 12, 2020
(tentative)
Ms. Lawrence noted that this event would be discussed at a later date.
d. Youth/Senior Technology Day at the Joslyn Center — Wednesday,
March 11, 2020 (tentative)
Ms. Lawrence noted that this event would be discussed at a later date.
e. Earth Day Celebration — Wednesday, April 22, 2020
Ms. Lawrence noted that this event would be discussed at a later date.
2. Projects and Sub -Committee Uodates
a. Palm Desert Sister Cities Foundation
Member Kulas noted that she has not been able to attend a Palm
Desert Sister Cities Committee meeting due to other after school
activities. Ms. Lawrence suggested Member Kulas offer the
opportunity to a member that is able to attend the meetings and serve
as liaison. Upon request for volunteers, Member Huang offered to

serve as the Youth Committee liaison to the Palm Desert Sister Cities
Foundation.
