Backaround Analvsis
At its meeting on July 9, 2020, City Council directed that all events on City property be
canceled through December 31, 2020. Factors that lead to this decision included the
Governor's Executive Order No. N-33-20 requiring residents to stay at home except to
conduct essential services and activities, and prohibiting all public or private "gatherings"
regardless of venue or size. Another factor was the guidance provided by the Riverside
County Public Health Officer, Dr. Cameron Kaiser, who affirmed at the time that events would
continue to be prohibited until the Governor lifts the stay-at-home order when the state
officially reached Stage Four of the California framework for recovery.
On August 28, the Governor introduced a new blueprint for a safer economy that included a
shift from stages to tiers. Under this new framework, Riverside County currently falls in the
Purple Tier, the most restrictive tier that indicates high risk and widespread transmission. As
of October 9, 2020, outdoor private gatherings are allowed with certain restrictions, while
public gatherings remain prohibited across the board. This means that events such as runs,
festivals, parades, and competitive sports are still not permitted in Riverside County, although
the State and County have continued to allow drive-in and drive-thru events.
Findinas of ADDroval
Because events require months of planning by event organizers, city staff, and city
contractors, staff is requesting direction from Council on how the City and the Desert
Recreation District should proceed with event requests moving into 2021. Should restrictions
on public gatherings change substantially, Staff will provide Council with an update at that
time.
