Rocha, Acting City Clerk REQUEST: Reappointment of Doug Walker as City of Palm Desert's representative to the Coachella Valley Mosquito and Vector Control District (CVMVCD) Board of Trustees. RECOMMENDATION By Minute Motion: 1) Reappoint Douglas J. Walker as the City of Palm Desert's representative to the Coachella Valley Mosquito and Vector Control District (CVMVCD) Board of Trustees for a full four-year term, January 2021 to January 2025. STRATEGIC PLAN OBJECTIVE This request represents routine conduct of the City's municipal affairs; additionally, it supports citizen involvement in the City's governance. BACKGROUND Doug Walker was first appointed as the City's representative to the CVMVCD on January 11, 2007, and has been reappointed three times, with current term expiring on December 30, 2020. CVMVCD's Clerk of the Board notified the City that it is time to either reappoint Mr. Walker, or appoint a Councilmember or other eligible City resident to the position, for a term that commences January 4, 2021. Please note the CVMVCD bylaws require that the Member Appointee be in place prior to the first Monday in January for the term being filled. Based on the Health Code that governs the CVMVCD bylaws, it requires an appointment of a four-year term or a two-year term. Mr. Walker contacted the City Clerk's office in March 2020 via email, and most recently on November 10, 2020, to say he would gladly accept reappointment. He also noted he would make himself available to speak to the City Council. Mr. Walker is currently serving as Secretary of CVMVCD. As a retired Professor or Natural Resources and Entomology, Dean, and Division Chair at College of the Desert, he is qualified for the reappointment and serves Palm Desert well. 72600.00001 \33441239.1 November 19, 2020 — Staff Report Reappointment of Doug Walker to the CVMVCD Page 2 of 2 The aforementioned notwithstanding, staff recommends approval of a full four-year term of Doug Walker to the CVMVCD, but stands ready to respond to your action and/or further direction in this matter. This reminder is being sent to you now, so the City Council has ample time to complete whatever procedure is currently being utilized to appoint city residents to various committees and positions.
